Heritage (Payneham) Plan Amendment Report— Draft for Public Consultation

NOTICE is hereby given that the City of Norwood Payneham & St Peters has, pursuant to sections 24 and 25 of the Development Act 1993, prepared a draft Heritage (Payneham) Plan Amendment Report for the purposes of identifying and protecting Local Heritage Places and areas of historic significance (Historic (Conservation) Zones) within the former Local Government Area of Payneham.

In summary, the draft Plan Amendment Report amends the Norwood, Payneham and St Peters (City) Development Plan by: • extending the Residential Historic (Conservation) Zone

into the suburbs of Joslin, Royston Park, Marden and Payneham and creating four new Policy Areas, to better reflect the individual character of each area;

• introducing the Mixed Use Historic (Conservation) Zone and the Portrush Road Policy Area along Portrush Road, between Harcourt Road and Victoria Street;

• incorporating Desired Character Statements into each of the Policy Areas, as an important development assessment tool;

• replacing Table NPSP/6 with a revised list of Local Heritage Places including an additional 66 proposed Local Heritage Places, that meet the criteria for a Local Heritage Place under the Development Act 1993;

• replacing Table NPSP/7 with a revised list of Contributory Items including an additional 308 that fall within the boundaries of the extended Residential Historic (Conservation) Zone and the Mixed Use Historic (Conservation) Zone;

• including revised Zone Maps, Policy Area Maps and new Figures that define the boundaries of the proposed Historic (Conservation) Zones, Policy Areas and the location of all Local Heritage Places and Contributory Items.

In order to prevent inappropriate development and promote orderly planning, the draft PAR has been granted ‘Interim Development Control’ by the Governor, giving the amendments immediate effect.

The draft Heritage (Payneham) Plan Amendment Report will be available for public inspection during normal office hours, at the Council’s Head Office, Norwood Town Hall, 175 The Parade, Norwood, from Thursday, 27 October 2005 until Tuesday, 10 January 2006. Copies of the Plan Amendment Report will also be available for public inspection at:

• St Peters Customer Service Centre—101 Payneham Road, St Peters;

• Payneham Customer Service Centre—2 Turner Street, Felixstow; and

• Norwood Library—110 The Parade, Norwood.

Copies of the draft Heritage (Payneham) Plan Amendment Report can be obtained from the Council’s Head Office, Norwood Town Hall, 175 The Parade, Norwood or downloaded from the Council’s website at http://www.npsp.sa.gov.au.

Written submissions regarding the draft Heritage (Payneham) Plan Amendment Report should be submitted no later than 5 p.m. on Tuesday, 10 January 2006. All submissions should be addressed to the Chief Executive Officer, City of Norwood Payneham & St Peters, P.O. Box 204, Kent Town, S.A. 5071. The written submissions should also clearly indicate whether you wish to speak at one of the two public hearings.

Heritage (St Peters, Kensington & Norwood) Plan Amendment Report—Draft for Public Consultation

NOTICE is hereby given that the City of Norwood Payneham & St Peters has, pursuant to sections 24 and 25 of the Development Act 1993, prepared a draft Heritage (St Peters, Kensington & Norwood) Plan Amendment Report for the purposes of identifying and protecting Local Heritage Places and areas of historic significance (Historic (Conservation) Zones) within the former Local Government Areas of St Peters, Kensington and Norwood. In summary, the draft Plan Amendment Report amends the Norwood, Payneham and St Peters (City) Development Plan by: • introducing a revised set of City Wide heritage policies

applying to development affecting a listed State Heritage Place, Local Heritage Place, or within a Historic (Conservation) Zone;

• replacing the five existing residential Historic (Conservation) Zones with a single Residential Historic (Conservation) Zone containing revised and expanded policies;

• extending the Residential Historic (Conservation) Zone into the suburbs of Maylands and Stepney and introducing minor boundary adjustments in the suburbs of College Park, Hackney and St Peters, to better reflect the character of these areas;

• introducing 7 new Residential Historic (Conservation) Zone—Policy Areas within the former Local Government Area of St Peters;

• reformatting the Mixed Use Historic (Conservation) Zone and introducing the Payneham Road Policy Area along Payneham Road, between Baliol Street and Stephen Terrace;

• replacing the existing heritage tables with three new lists— State Heritage Places (Table NPSP/5), Local Heritage Places (Table NPSP/6) and Contributory Items (Table NPSP/7), which incorporate all of the existing State Heritage Places in the Council area and all of the existing and proposed Local Heritage Places and Contributory Items within the former Local Government Areas of St Peters, Kensington and Norwood;

• including a revised set of Zone Maps, Policy Area Maps and a new set of Figures, showing the location of all State Heritage Places, Local Heritage Places and Contributory Items; and

Draft Community Land Management Plans

NOTICE is hereby given, that the District Council of Franklin Harbour proposes to adopt Community Land Management Plans for land classified as Community Land. The draft plans also include details of Council land excluded and proposed to exclude from Classification as Community Land.

In accordance with the Local Government Act 1999, Council has made available copies of the draft Management Plans for public comment and invites written submissions on the content of these plans.

Periodical Review of Elector Representation

NOTICE is hereby given, that pursuant to the provisions of section 12 of the Local Government Act 1999, the District Council of Franklin Harbour has completed a review to determine whether a change to ward boundaries and/or composition would result in the electors of the area being more fairly represented.

Road Closure—Blaser Road, Mylor

NOTICE is hereby given, pursuant to section 10 of the Roads (Opening and Closing) Act 1991, that the District Council of Mount Barker proposes to make a Road Process Order to close portion of Blaser Road adjacent to Allotment 10 in DP27783 in the area named Mylor, more particularly delineated and identified as ‘A’ in Preliminary Plan No. 05/0041 and to be merged with adjoining Allotment 10 in DP27783 to form a new allotment and transfer the portion of closed road to Thelma May Wallace. A copy of the plan and a statement of persons affected are available for public inspection at the offices of the Council, 23 Mann Street, Mount Barker and the Adelaide office of the Surveyor-General, 101 Grenfell Street, Adelaide during normal office hours.

Any person is entitled to object to the proposed road process, or any person affected by the proposed closure is entitled to apply for an easement to be granted in that person’s favour over the land subject to the proposed closure. Such objection or application for an easement must set out the full name and address of the person making the objection or application and must be fully supported by reasons. Any application for an easement must give full particulars of the nature and location of the easement and where made by a person as the owner of adjoining or nearby land, specify the land to which the easement is to be annexed.

The objection or application for an easement must be made in writing to the Council, P.O. Box 54, Mount Barker, S.A. 5251, within 28 days of this notice and a copy shall be forwarded to the Surveyor-General, G.P.O. Box 1354, Adelaide, S.A. 5001. Where a submission is made, the Council will give notification of a meeting at which the matter will be considered, so that the person making the submission or a representative may attend, if so desired.
