(a) IN GENERAL.—Section 761 of the Public Health
20
Service Act (42 U.S.C. 294m) is amended— 21
(1) by redesignating subsection (c) as subsection 22
(e); 23
(2) by striking subsection (b) and inserting the 24
following: 25
‘‘(b) NATIONAL CENTER FOR HEALTH CARE WORK-

FORCE ANALYSIS.—
2
‘‘(1) ESTABLISHMENT.—The Secretary shall es-
3
tablish the National Center for Health Workforce 4
Analysis (referred to in this section as the ‘National 5
Center’). 6
‘‘(2) PURPOSES.—The National Center, in co-
7
ordination to the extent practicable with the National 8
Health Care Workforce Commission (established in 9
section 5101 of the Patient Protection and Affordable 10
Care Act), and relevant regional and State centers 11
and agencies, shall— 12
‘‘(A) provide for the development of infor- 13
mation describing and analyzing the health care 14
workforce and workforce related issues; 15
‘‘(B) carry out the activities under section 16
792(a); 17
‘‘(C) annually evaluate programs under this 18
title; 19
‘‘(D) develop and publish performance 20
measures and benchmarks for programs under 21
this title; and 22
‘‘(E) establish, maintain, and publicize a 23
national Internet registry of each grant awarded 24
under this title and a database to collect data 25
from longitudinal evaluations (as described in 1
subsection (d)(2)) on performance measures (as 2
developed under sections 749(d)(3), 757(d)(3), 3
and 762(a)(3)). 4
‘‘(3) COLLABORATION AND DATA SHARING.—
5
‘‘(A) IN GENERAL.—The National Center
6
shall collaborate with Federal agencies and rel- 7
evant professional and educational organizations 8
or societies for the purpose of linking data re- 9
garding grants awarded under this title. 10
‘‘(B) CONTRACTS FOR HEALTH WORKFORCE
11
ANALYSIS.—For the purpose of carrying out the
12
activities described in subparagraph (A), the Na- 13
tional Center may enter into contracts with rel- 14
evant professional and educational organizations 15
or societies. 16
‘‘(c) STATE AND REGIONAL CENTERS FOR HEALTH
17
WORKFORCE ANALYSIS.—
18
‘‘(1) IN GENERAL.—The Secretary shall award
19
grants to, or enter into contracts with, eligible entities 20
for purposes of— 21
‘‘(A) collecting, analyzing, and reporting 22
data regarding programs under this title to the 23
National Center and to the public; and 24
‘‘(B) providing technical assistance to local 1
and regional entities on the collection, analysis, 2
and reporting of data. 3
‘‘(2) ELIGIBLE ENTITIES.—To be eligible for a
4
grant or contract under this subsection, an entity 5
shall— 6
‘‘(A) be a State, a State workforce invest- 7
ment board, a public health or health professions 8
school, an academic health center, or an appro- 9
priate public or private nonprofit entity; and 10
‘‘(B) submit to the Secretary an application 11
at such time, in such manner, and containing 12
such information as the Secretary may require. 13
‘‘(d) INCREASE IN GRANTS FOR LONGITUDINAL EVAL-
14
UATIONS.—
15
‘‘(1) IN GENERAL.—The Secretary shall increase
16
the amount awarded to an eligible entity under this 17
title for a longitudinal evaluation of individuals who 18
have received education, training, or financial assist- 19
ance from programs under this title. 20
‘‘(2) CAPABILITY.—A longitudinal evaluation
21
shall be capable of— 22
‘‘(A) studying practice patterns; and 23
‘‘(B) collecting and reporting data on per- 1
formance measures developed under sections 2
749(d)(3), 757(d)(3), and 762(a)(3). 3
‘‘(3) GUIDELINES.—A longitudinal evaluation
4
shall comply with guidelines issued under sections 5
749(d)(4), 757(d)(4), and 762(a)(4). 6
‘‘(4) ELIGIBLE ENTITIES.—To be eligible to ob-
7
tain an increase under this section, an entity shall be 8
a recipient of a grant or contract under this title.’’; 9
and 10
(3) in subsection (e), as so redesignated— 11
(A) by striking paragraph (1) and inserting 12
the following: 13
‘‘(1) IN GENERAL.—
14
‘‘(A) NATIONAL CENTER.—To carry out
15
subsection (b), there are authorized to be appro- 16
priated $7,500,000 for each of fiscal years 2010 17
through 2014. 18
‘‘(B) STATE AND REGIONAL CENTERS.—To
19
carry out subsection (c), there are authorized to 20
be appropriated $4,500,000 for each of fiscal 21
years 2010 through 2014. 22
‘‘(C) GRANTS FOR LONGITUDINAL EVALUA-
23
TIONS.—To carry out subsection (d), there are
24
authorized to be appropriated such sums as may 25
be necessary for fiscal years 2010 through 1
2014.’’; and 2
(4) in paragraph (2), by striking ‘‘subsection 3
(a)’’ and inserting ‘‘paragraph (1)’’. 4
(b) TRANSFERS.—Not later than 180 days after the
5
date of enactment of this Act, the responsibilities and re- 6
sources of the National Center for Health Workforce Anal- 7
ysis, as in effect on the date before the date of enactment 8
of this Act, shall be transferred to the National Center for 9
Health Care Workforce Analysis established under section 10
761 of the Public Health Service Act, as amended by sub- 11
section (a). 12
(c) USE OF LONGITUDINAL EVALUATIONS.—Section
13
791(a)(1) of the Public Health Service Act (42 U.S.C. 14
295j(a)(1)) is amended— 15
(1) in subparagraph (A), by striking ‘‘or’’ at the 16
end; 17
(2) in subparagraph (B), by striking the period 18
and inserting ‘‘; or’’; and 19
(3) by adding at the end the following: 20
‘‘(C) utilizes a longitudinal evaluation (as 21
described in section 761(d)(2)) and reports data 22
from such system to the national workforce data- 23
base (as established under section 24
761(b)(2)(E)).’’. 25
(d) PERFORMANCE MEASURES; GUIDELINES FOR LON-

GITUDINAL EVALUATIONS.—

(1) ADVISORY COMMITTEE ON TRAINING IN PRI-

MARY CARE MEDICINE AND DENTISTRY.—Section

748(d) of the Public Health Service Act is amended— 5
(A) in paragraph (1), by striking ‘‘and’’ at 6
the end; 7
(B) in paragraph (2), by striking the period 8
and inserting a semicolon; and 9
(C) by adding at the end the following: 10
‘‘(3) develop, publish, and implement perform- 11
ance measures for programs under this part; 12
‘‘(4) develop and publish guidelines for longitu- 13
dinal evaluations (as described in section 761(d)(2)) 14
for programs under this part; and 15
‘‘(5) recommend appropriation levels for pro- 16
grams under this part.’’. 17
(2) ADVISORY COMMITTEE ON INTERDISCIPLI-

NARY, COMMUNITY-BASED LINKAGES.—Section 756(d)

of the Public Health Service Act is amended— 20
(A) in paragraph (1), by striking ‘‘and’’ at 21
the end; 22
(B) in paragraph (2), by striking the period 23
and inserting a semicolon; and 24
(C) by adding at the end the following: 25
‘‘(3) develop, publish, and implement perform- 1
ance measures for programs under this part; 2
‘‘(4) develop and publish guidelines for longitu- 3
dinal evaluations (as described in section 761(d)(2)) 4
for programs under this part; and 5
‘‘(5) recommend appropriation levels for pro- 6

(3) ADVISORY COUNCIL ON GRADUATE MEDICAL

EDUCATION.—Section 762(a) of the Public Health

Service Act (42 U.S.C. 294o(a)) is amended— 10
(A) in paragraph (1), by striking ‘‘and’’ at 11
the end; 12
(B) in paragraph (2), by striking the period 13
and inserting a semicolon; and 14
(C) by adding at the end the following: 15
‘‘(3) develop, publish, and implement perform- 16
ance measures for programs under this title, except 17
for programs under part C or D; 18
‘‘(4) develop and publish guidelines for longitu- 19
dinal evaluations (as described in section 761(d)(2)) 20
for programs under this title, except for programs 21
under part C or D; and 22
‘‘(5) recommend appropriation levels for pro- 23
grams under this title, except for programs under 24
