2.2.6 Clases de priorización

Overview

Region 3 consists of six (6) rural transit systems; these are: Bureau-Putnam Area Rural Transit, Grundy Transit System, Kendall Area Transit, Lee-Ogle Transportation System, North Central Area Transit and TransVAC of DeKalb. In addition to rural transit, TransVAC also offers flexible route service in the cities of Sycamore and DeKalb.

Bureau County

Bureau County’s rural transit system is Bureau-Putnam Area Rural Transit (BPART). Administration and dispatching for the system is conducted by Gateway Services, Inc. in Princeton. The service providers for the transit system are the Bureau County Senior Center (Princeton), Gateway Services, Inc., St. Margaret’s Hospital (Spring Valley), and Putnam County Achievements Services (Standard). Putnam County Achievements Services is not currently conducting rides, but BPART is hopeful that they will begin in the summer of 2012.

The service is offered as demand response, curb-to-curb and/or door-to-door. The service is offered Monday through Friday from 6:00 am to 6:00 pm. BPART requires a 24 hour notice prior to scheduling a ride. Same day service may be available but riders are encouraged to call in advance. The fare structure per trip is as such:

 Children under 12 ride free when accompanied by an adult  One-way, In-town trips cost $1.50

 One-way, In-county trips cost $2.50

 One-way Trips to La Salle, Peru, or Oglesby cost $3.00

 A roundtrip to Illinois Valley Community College and back cost $5.00  A roundtrip to Peoria and back cost $10.00

BPART has set a maximum driving distance of a 65 mile radius from Princeton. That being said, any trip outside of the Bureau and Putnam County Service Area will cost $0.50 per mile.

Until BPART has completed the ICCT Primer Process with Putnam County, the Section 5311 funds allotted to Putnam County will not be released.

DeKalb County

DeKalb County’s rural transit system is TransVAC of DeKalb. The Voluntary Action Center (VAC) is the administrator of the system, dispatcher, and the sole service provider.

The rural service offered is demand response, curb-to-curb. The service is offered Monday through Friday from 7:00 am to 11:00 pm. Riders are encouraged to call up to six (6) days in advance of a trip, though they are only required to give a 24 hour notice. The fare structure per rural trip is:

 General public trip cost - $1.50

 Individuals with disabilities, individuals 60 years of age and older, and Medicare cardholders ride free.

TransVAC operates two (2) fixed route/flexible lines within Sycamore and DeKalb. These are the Blue and the Green Lines. The Blue Line operates in DeKalb and the Green Line operates in Sycamore. These routes operate from 7:00 am to 9:00 pm. The fare structure is:

 General public trip cost - $0.50

 Children under five (5), individuals 60 years of age and older, individuals with disabilities, and Medicare cardholders ride free.

In addition to two (2) fixed route/flexible line and demand-response service in rural DeKalb County, TransVAC also operates the Kishwaukee College Route. Buses arrive on campus from the DeKalb area Monday through Friday at 8:00 am, 9:00 am, and 10:00 am and buses leave campus at 1:00 pm, 2:00 pm, and 3:30 pm. A separate evening bus route is available for a trip to the college at 6:00 pm and a return trip at 9:20 pm. Students or employees wishing to use this service must purchase roundtrip bus passes. Passes are $120 for a full 16 week semester.

Grundy County

Grundy County’s transit system is Grundy Transit System (GTS). Grundy County is the administrator for the system. Grundy County is in the process of seeking a service provider(s). In the interim, the county has contracted with the Voluntary Action Center (VAC) in DeKalb to provide dispatching and transportation services. Applications for service providers have been received by the county and are in the process of being reviewed.

The service that GTS offers is demand-response, curb-to-curb and/or door-to-door. They operate Monday through Friday from 6:00 am to 6:00 pm. They require a 24 hour notice prior to scheduling a ride. All rides are $3.00 each way.

Kendall County

Kendall County’s transit system is Kendall Area Transit (KAT). The administrator, dispatcher, and service provider for KAT is Voluntary Action Center. There is a great deal of communication between KAT and TransVAC since both systems operate with the same service provider.

The service that KAT offers is demand-response, curb-to-curb and/or door-to-door. They operate Monday through Friday from 7:00 am to 6:00 pm. They require a 48 hour notice prior to scheduling a ride but recommend reserving up to six (6) days in advance. This is a general public transit system, but priority is given to seniors and individuals with disabilities. The fare structure per trip is:

 Curb-to-curb service cost - $3.00 per trip  Door-to-door service cost - $5.00 per trip

 Destinations outside of the county require an additional $2.00 fee  For individuals 60 years of age and over $1.00 is reduced from the fare.

La Salle County

County-Wide transportation is provided by the City of Ottawa with the assistance of several human service agencies in La Salle County including Illinois Valley Community Hospital and Horizon House. Through an Intergovernmental Agreement and Resolutions La Salle County has designated the City of Ottawa as the grantee and administrator for public transportation in the county. The agreement allows the city to create, operate, and maintain the system within the county.

Through a Request for Qualifications, the city has selected an administrator for the transit system and is awaiting concurrence with IDOT. In the meantime, trips are being conducted with very limited resources.

The transit system, North Central Area Transit (NCAT), operates demand-response, curb-to-curb transportation throughout La Salle County and deviated-fixed route service in the City of Ottawa Monday through Friday from 8:00 am to 4:00 pm. Reservations must be made at least one (1) business day in advance of a ride. Due to limited resources, it is highly recommended to reserve earlier. The cost per trip varies depending on the trip.

Lee County

Lee (and Ogle) County’s transit system is Lee-Ogle Transit System (LOTS). The administrator for LOTS is Lee County. Lee County has chosen five (5) service providers: Hub City Senior Center in Rochelle, Kreider Services in Dixon, Lee County Council on Aging in Dixon, Rock River Center in Oregon, and the Village of Progress in Oregon. The Lee County Council on Aging and Kreider Services are located in Lee County, while Hub City Senior Center, Rock River Center, and the Village of Progress are located in Ogle County.

LOTS operates as a demand-response, curb-to-curb service. They operate Monday through Friday from 6:00 am to 6:00 pm. Ogle County

Ogle (and Lee) County’s transit system is Lee-Ogle Transit System (LOTS). The administrator for LOTS is Lee County. Lee County has chosen five (5) service operators: Hub City Senior Center in Rochelle, Kreider Services in Dixon, Lee County Council on Aging in Dixon, Rock River Center in Oregon, and the Village of Progress in Oregon. Putnam County

Putnam County is currently involved with Bureau County in the ICCT Primer Process and receiving limited service from BPART.

BPART offers demand response, curb-to-curb and/or door-to-door transportation. The service is offered Monday through Friday from 6:00 am to 6:00 pm. Saturday trips may be feasible but are only made on a case by case basis. They require a 24 hour notice prior to scheduling a ride. Same day service may be available but riders are encouraged to call in advance. The fare structure per trip is:

 Children under 12 ride free when accompanied by an adult  One-way, In-town trips cost - $1.50

 One-way, In-county trips cost - $2.50

 One-way Trips to La Salle, Peru, or Oglesby cost - $3.00

Putnam County is working together with BPART in completing the ICCT Primer Process. This process will assist Putnam County in receiving the Section 5311 funds that are allotted to the county. Once the funds for Putnam County are received, Putnam County will be able to receive full service from BPART.
