Paul Joseph Amani
Lecturer and head of the department of Health Systems Management at School of Public Administration and Management, Mzumbe University. He holds an Ad- vanced Diploma in Health Administration from Institute of Development Man- agement (IDM), Tanzania, a Master degree in Public Policy and Management from Agder University, Norway and a Master degree in Public Policy in Govern- ance Issues from Meiji University, Japan.
Peter T. Andrea
Assistant lecturer at the School of Public Administration and Management, Mzumbe University. He holds a Bachelor of Public Administration-Human Re- source Management (BPA-HRM) (2010), Mzumbe University and a Master of Public Administration in Human Resource Management (MPA-HRM) (2014), University of Botswana.
Ben Emans
Associate professor at the faculty of Economics and Business, University of Groningen. Until his retirement in 2012 he also held a chair in Human Resource Management at the Hanze University of Applied Sciences in Groningen. He was one of the supporters of the teams in the Mzumbe/Groningen project that con- ducted the research presented in the current book.
Rudie Hulst
Lecturer at the Department of Public Administration and Political Science, VU University, Amsterdam, The Netherlands. He teaches public administration and publishes on inter municipal co-operation and central-local relationships. He was one of the academic supporters of the research on political-administrative rela- tions in Tanzanian local government, reported in this volume. He also supervises one of the PhD-projects of the NICHE TZA073 project.
George R. Igulu

He holds an advanced diploma in Local Government Administration (1992) from IDM-Mzumbe, a Master of Business Administration (1998) from the University of Birmingham (UK) and is currently pursuing a PhD in Public Ad- ministration (University of Groningen, the Netherlands).
Denis J. Kamugisha is a lecturer at the School of Public Administration and Management, Mzumbe University. He holds a Bachelor of Arts (BA) (hon.) in Environmental Management (2000) from the University of Dar es Salaam, a Master of Business Administration (2007) and is currently pursuing a PhD in Public Administration (UDSM-Tanzania).
Anosissye M. Kesale
Assistant lecturer at the School of Public Administration and Management Mzumbe. He holds a Bachelor of Public Administration in Local government Management from Mzumbe University (2010) and a Masters of Public Policy in Economic Development (2013) from Yeungnam University, South Korea.
Stella Malangalila Kinemo
Senior lecturer at the School of Public Administration and Management. She holds an advanced Diploma in Public Administration (1987) and a Master of Public Administration (1994) from Mzumbe University, and she obtained her PhD in Philosophy (2009) from Sokoine University of Agriculture, Tanzania. He has worked in Local Government Authorities as a hu- man resource officer. Wilfred U. Lameck

He holds a Bachelor of Public Administration from Mzumbe Univer- sity and a Master of Science in Urban Management and development from Eras- mus University of Rotterdam, the Netherlands. He is currently pursuing his PhD in the department of Political Science and Public Administration, faculty of So- cial science, VU University Amsterdam, the Netherlands.
Wilhelm Leonard Mafuru
Senior lecturer at the School of Public Administration and Management, Mzumbe University. He holds a Bachelor of Public Administration (1997) from Mzumbe University, a Master of Science in Development Management (2000) from the University of Glasgow, UK and he pursued a PhD in Sociology of Law (2011), University of Groningen, The Netherlands.
Orest Sebastian Masue
Lecturer in the School of Public Administration and Management, Mzumbe Uni- versity. He holds a Bachelor of Public Administration (BPA) degree from Mzumbe University obtained in 2006 and a MPhil (2010) and PhD (2014) in Public Administration from the University of Bergen, Norway.
Deogratias Faustine Mpenzi
Lecturer at the School of Public Administration and Management, Mzumbe Uni- versity. He holds a Bachelor of Health Systems Management (2001) and a Mas- ter of Health Systems Management (2010) from Mzumbe University and he is currently working on enrolment for PhD studies
Eliza Mwakasangula
Holds an advanced Diploma in Public Administration from Institute of Devel- opment Management Mzumbe (IDM-Mzumbe). She got her Mphil.in Public Administration and Organisation Theory at Bergen University, Norway (2002) and received her PhD in 2013 at Sokoine University, Morogoro on a research titled: Community Participation in Addressing Secondary School Dropout in
Coast Region, Tanzania. She is now working as senior lecturer at Mzumbe Uni- versity.
Emmanuel D. Ndikumana
Senior lecturer at the School of Public Administration and Management, Mzumbe University (Tanzania). He holds an Advanced Diploma in Public Ad- ministration (1990) from IDM Mzumbe, Msc. Human Resource Management (1996) Manchester University, UK), and is currently pursuing a PhD in Interna- tional Management at the University of Adger, Norway.
Richard Ngowi
Assistant lecturer, in the School of Public Administration and Management of Mzumbe University. He has an Advanced Diploma in Health Administration from IDM Mzumbe (2000), and a PGD Hospital Management from University of Neu Ulm Germany 2007. He also holds an Erasmus Mundus Masters in Public Health from Universities of Vilnius Lithuania, Verona Italy, Corvinus Budapest Hungary and Deusto Spain (2010), and an MBA from University of Neu Ulm Germany (2011).
Ko de Ridder
Holds an honorary chair in comparative public administration at the University of Groningen. Until his retirement in 2014 he was professor of public administra- tion at the University of Groningen Faculty of Law. His research interests includ- ed intergovernmental relations and devolution, administrative oversight and the relationship between formal rules and actual administrative behaviour. Since 2006 he was academic supervisor for the Nuffic funded cooperation between Mzumbe University’s Faculty (now School) of Public Administration and Man- agement and his own department of administrative law and public administration. The first project of cooperation for capacity building was under the Nuffic NPT program and ended in 2009. The second project, under the Nuffic Niche pro- gram, will end in 2015.
Venance Shillingi
Assistant lecturer at the School of Public Administration and Management, Mzumbe University. He holds a Bachelor of Public Administration (BPA) in Public Service Management (2002) and a Master of Business Administration (MBA) in Corporate Management (2009) from Mzumbe University. He worked as a consultant in the area of strategic planning and human resource management in many local government authorities in Tanzania.
Idda Lyatonga Swai
Lecturer in the School of Public Administration and Management of Mzumbe University. She holds a Bachelor of Public Administration from Mzumbe Uni- versity and a Master of Science in Urban Management and development from Erasmus University of Rotterdam, the Netherlands. She is currently pursuing a PhD in Public Administration at the University of Groningen, the Netherlands. Oscar W. Tefurukwa
Lecturer at the School of Public Administration and Management, Mzumbe Uni- versity. He holds a Bachelor of Arts with Education (BA Ed) (hon.) in 1999 and a Master of Business Administration (MBA) in 2008 from the University of Dar es Salaam, the Master of Public Administration (MPA) from Tsinghua, China and is currently pursuing a PhD in Public Administration at the University of Dar es Salaam.
Albertjan Tollenaar
Assistant professor of Administrative Law and Public Administration at the Uni- versity of Groningen (The Netherlands). He obtained his LL M degree (cum laude) in Administrative Law and Public Administration in 2002 and his PhD in 2008 from the same university. He was project coordinator of the project with Mzumbe University, academic supporter of the teams that conducted the research presented in this book and co-supervisor for two PhD projects within this project.
