Programme Design

Mission

The mission of the Research Programme is to contribute to the understanding, theoretically and empirically. of the functioning of labour markets, product markets and their interconnectedness.

Motivation

Economic theory offers an elegant framework of the functioning of markets in a frictionless setting with completely informed and fully rational decision-makers, showing that under certain conditions an efficient allocation will emerge. However, the assumptions underlying this framework are usually not satisfied and as result a first-best allocation is not feasible. Labour markets and product markets offer prime examples of the deviations from the above assumptions, the very existence of internal labour markets is a key illustration of this. Take- overs and mergers in some important product markets also indicate that the benchmark static competitive model has limited relevance. Improving our understanding of the operation of these markets is important for adequate policy-evaluation and advice.

The internal labour market is the linking pin of the various parts of the Programme. Internal labour markets are partially sheltered from forces of the external labour market, but in one way or another demand and supply conditions on the external labour market affect internal relations. Hence, if supply of more highly educated workers changes, or if higher labour force participation rates of women and migration increase labour supply the internal organisation of firms will be affected. Also, conditions on the product market determine the rent up for division between employer and employee. The well-documented firm-size wage effect is likely to reflect this. Related, stronger competition on product markets gives less scope for slack and therefore requires human resource techniques that result in more discipline.

Techniques

Participants of the Programme apply techniques from microeconomics (including applied game theory), econometrics and experimental economics. The research orientation is both theoretical and empirical.

Subprogrammes and projects

SCHOLAR is an NWO funded project that studies the efficiency and equity aspects of the

transition from school to labour market and the consequences for economic growth.

Comparative gender and population economics

The Research Programme directly focuses on economic effects of changing gender relations in the family, the market and economic institutions. As such, it constitutes a coherent perspective and it develops concepts and expertise that is nowadays required to address current problems concerning work, care and income in economic and social policy.

Industrial organisation

Projects generally focus on the relation between product market structure, innovation and other dimensions of market performance, on entrepreneurship and on the role of competition policy. Research analyses the employment relation between firms and workers, with a focus on the individual firm. Social inequality and direct welfare measurement

The labour market is an important distribution mechanism for income and individual welfare. We study both distributions and measurement issues. While the dominant approach in economics only considers utility (or welfare) measurement as revealed in actual choice behaviour as acceptable, the direct approach, based on survey evaluation questions, has proven quite valuable. With direct measures of welfare and risk attitudes, normative analyses gain considerable value. Applications include normative analysis of the tax structure, measurement of external effects and the relation between health and welfare.

Programme Evaluation

In many respects, 2001 has been a good year. Programme members have been very visible in the international research community and have been recognised for the quality of their work, as shown by the invitations to give seminars, keynote speeches, participation in conferences with selective admission, and as session organisers in such conferences. Recognised expertise is also demonstrated by referee work for leading international journals. The publication record for 2001 is quite good, with 3 A level publications, 10 B levels publications and successful defence of 7 theses. On top of that there were many non-refereed and popular publications, to fulfil one of the NWO grant requirements for SCHOLAR.

Improvements can be made in individual publication records. Moreover, the structural coherence of the Programme has to be better defined, in particular with respect to the position of the subprogramme of Industrial Organisation. This is related to the reorganisation of research in FEE and the start-up of the business school AgBS.
