WHEREAS, the Connerly Initiative (Proposition 54) would ban the gathering of information based on race, color, ethnicity, and national origin by any public entity in the State of California; and
WHEREAS, the collection and use of race-related information by state and local governments would be prohibited unless specifically exempted; and
WHEREAS Proposition 54 eliminates tools of accountability and makes no improvement in the lives of Californian; and
WHEREAS the information collected for state, local, and federal programs would be restricted, which would impact many areas including the following:
College students participating in state loan programs Students taking state teacher credentialing exams
High school students participating in UC educational outreach programs Individuals applying for employment
Individuals applying for housing
Individuals receiving medical and mental health assistance Law enforcement agencies in search of a criminal suspect Future public policy decisions
WHEREAS educational, health, law enforcement, and other agencies are in opposition of this measure.
NOW THEREFORE BE IT RESOLVED that the Board of Education of the Palo Alto Unified School District is in opposition to Proposition 54.

SUBJECT: District Modernization and Construction Projects EXECUTIVE SUMMARY – September 2003
ELEMENTARY SCHOOL PROGRAM
Phase 2
Addison Elementary School: The claim for roofing redesign and associated impacts is still in informal negotiations. The amount of the dispute has narrowed, but a significant difference in positions still exists.
Duveneck Elementary School: The project will be closed out once the flooring manufacturer replaces rejected VCT flooring in one room.
Juana Briones Elementary School: Final negotiation of the punch list work and contractor change order issues is under review.
Fairmeadow Elementary School: All work has been completed and only minor punch list items remain to be done. Negotiations continue on pending change orders, which are all minor in nature. Phase 3
Ohlone Elementary School: Work is complete in the A Wing (lower classroom wing) and teachers have moved into the renovated classrooms. Wall framing, rough plumbing and electrical work continue on the new building (Bldg F). Completion of Bldg F is scheduled to occur in November, after which work on the upper classroom wing can begin. The MP room is nearing completion and work continues in the office, with completion slated for mid-October. The play structure is being relocated for fire department clearances and will be completed by the end of this month.
Palo Verde Elementary School: Framing and rough in electrical and plumbing work are in progress for the new Library building. The electrical and plumbing finish work is underway throughout the upper classroom wing. Underground utility installation is also in progress to the upper classroom wing and the new Library building. Electrical rough in and lighting are being installed in the MP building.
Nixon Elementary School: Drain lines have been installed and are being backfilled. Hazardous materials abatement has been completed in pods A, B, C, and D, and is continuing in pod E. Demolition has been completed in all pods. Roofing has been removed on Pod's A and E with framing 80 percent complete on the roofs. HVAC curbs are being set, with roofing scheduled to start later next week.
Hoover Elementary School: Fire alarm plans are still pending approval from the State Architect's Office.
SECONDARY SCHOOL PROGRAM
Phase I
J.L Stanford Middle School: Renovation work on wings 10, 0, 60, and 70 and locker rooms continue on schedule, with completion and occupancy planned for October. The gym has been turned over to the District for floor repair, sanding, and refinishing. The exterior landscaping is underway with all the flatwork completed. The installation of pavers has started and will be completed within two weeks.
The landscaping between the wings has been designed and work has begun. The original design to pave these areas was changed to divide the areas into sections of lawn, decomposed granite, and ground cover to soften the look of the campus.
Phase 3
Jordan Middle School: The B classroom wing renovation has been completed and occupied prior to the start of the school year. Electrical and HVAC installation is in progress in the office and library wings. Rough electrical, plumbing, HVAC, and carpentry is occurring throughout the MP building L and the gymnasium building D. Work remains on schedule.
Gunn High School:
BH Building – Work on the interior includes installation of finishes and casework. Interior painting is complete. Door and hardware installation are complete inside and out. Electrical work is 90 percent complete, with lighting operational. Low voltage wiring and installation should be completed by the end of next week. Ceramic tile work will be completed for all bathroom floors this week, with plumbing fixtures to be installed next week. All roofing is complete. Site grading and landscaping has begun throughout the site.
Library – Rough in of HVAC, electrical, data, and plumbing systems has been completed, and drywall installation is 95 percent complete. Painting has started on the interior walls and ceilings as well. Exterior canopy framing has begun and should be complete next week. Exterior siding is scheduled to begin next week. Site grading and landscaping will be done concurrently with the BH sitework noted above.
Palo Alto High School: The Science Building structural steel has been erected, with wall and roof framing in progress. The flat roof framing is complete and the mansard roof framing has begun. The HVAC roof curbs are being installed as well as duct supports within the building. The
underground hot and cold water supply and return piping has been installed, and final connections and testing are completed. The new chiller and associated pumps and piping have been replaced and are operational. The boilers are still in process of being rebuilt.
Phase 4
Gunn High School: Completion of the design for the lockers and showers has resumed.
Resubmittal to DSA is required, due to the change in code, since work was stopped on the working drawings. Changes due to the code change are expected to be minor. Approval from DSA is anticipated by the end of the year, with bid and award scheduled to begin in January.
Palo Alto High School: Similar to the Gunn lockers and showers project, design has resumed. An updated set of plans has been received and is being reviewed for scope and coordination. VBN Architects will also resubmit this set for DSA approval under current codes. Bid and award of the project is planned for January, with construction to begin in May 2004.
Elementary School ADA Restroom Remodels: Proposals are being solicited from several architecture firms for design services. Project design is pending approval by the Board.
PROPERTY FUND PROJECTS
Terman Middle School: School opened with all major work complete in the buildings. The contractor is completing punch list items. The City has implemented the all-walk phase on the traffic signal and it is working very well. The pool is being refurbished with new filtration equipment and will be ready for PE use on September 22. Work continues on the Food Service snack bar and should be complete by September 29.
Gunn and Paly high schools and District Office Master Planning: A meeting with HOK has been scheduled for week September 29. The Facilities Assessment and the District’s Vision Statement have been forwarded for their initial review and comment.
ART AND ARCHITECTURE AND LANDSCAPING
A report on Art and Architecture and Landscaping is being finalized and will be presented as part of the B4E regular monthly update in October.
