The tract of land is located at 2200 E. Jeter Road, Bartonville, Texas. (The Town Council moved to postpone this item by a vote of 5 to 0 at its September 15, 2020, meeting). Jeter Road, Bartonville, Texas. The property to be considered for the Conditional Use Permit is the same property for which the zoning change from Agriculture (AG) to Public/Semi-Public (P/SP) is being requested. (The Town Council moved to postpone this item by a vote of

The property is generally described as a 10.09-acre tract of land located on the south side of East Jeter Road, more commonly known as 2200 E. Jeter Road, Bartonville, Texas. (The Town Council moved to postpone this item by a vote of 5 to 0 at its

7. Discuss and consider acceptance of the 2019 Residential Streets Project performed by Rock Solid, Inc.; authorization for final payment in the amount of $129,296.09, and acceptance of the two year warranty period.
Ms. Ordeman stated all work had been completed associated with the 2019 Residential Streets Project performed by Rock Solid, Inc.
Town Engineer, Gary Vickery stated the two (2) year warranty period has begun and will be monitored.
Mayor Pro Tem Traylor moved accept the 2019 Residential Streets Project performed by Rock Solid, Inc.; authorize final payment in the amount of $129,296.09, and accept the two year warranty period. Councilmember Melson seconded the motion.

8. Discussion on Residential Streets projects.
Mayor Pro Tem Traylor led the discussion on recent road projects and the issues of cracking and recommended using a portion of the funds, approximately $50,000 to reconstruct portion of a road utilizing a geoweb or geogrid method. He then went on to explain how the process worked. He explained by doing this, in four years, when the Town is ready to being its next major road project, the Town could see how the geoweb or geogrid process works compared to what has been done in the past to maximize the life of the asphalt.

The council did not have any objection to this concept. Staff was directed to bring forward the streets project list with final costs to include the geoweb/geogrid project.
9. Discuss and consider approval of an ordinance amending the Town of Bartonville Code of Ordinances, Chapter 2, “Animal Control”, entitled Article 2.01 “General Provisions” by amending Section 2.01.005 entitled “Nuisances” by adding a new subsection requiring the removal and disposal of animal waste from public streets.
Ms. Ordeman stated the proposed change would add subsection 5 to Section 2.01.005 to the Town’s animal nuisance ordinance and was presented to the Town Council in October and at that time stated staff was directed to work with the Town Attorney to rewrite the ordinance so that the prohibited areas would be within the public streets only. She stated the new proposed language was as follows:
“Failing to promptly remove and dispose of, in a sanitary manner, animal waste, including but not limited to, excrement, deposited by an animal upon a public street.
A long discussion ensued regarding horse manure in the public streets, the number of incidents that occur in the town and if there was truly a need for an ordinance to enforce the removal. It was determined that that in lieu of adopting an ordinance that a “be neighborly” campaign be created and published.
No formal action was taken on the item.
