Letter of Understanding for Detouring of Trunk Line Traffic onto Local City Roads

The following will serve as a “Letter of Understanding” for detouring of trunkline traffic onto local city roads.

The Michigan Department of Transportation (MDOT) is establishing permanent emergency detour routes to improve traffic operations in the event of a state trunkline closure. The following detour is a brief description of the only approved US-41 Emergency Route for Marquette County utilizing City roads:

US41G-012 Detour: Lakeshore Drive to Greenwood Street to North Lake Drive to US-41

The above emergency routes will be used only if the estimated detour duration will be less than 10 hours.

The above emergency routes will be used under the following conditions after verification with the City:

Seasonal restrictions are not in place.

There are no ongoing construction activities along the proposed detour route. Winter road conditions will permit use by trunkline traffic.

Trunkline to trunkline routes will be utilized if these conditions are not met. Permitted (oversize or overweight) commercial vehicles shall travel on trunkline routes only.

MDOT will not reimburse any request for costs incurred by the City associated with either the routine maintenance, and/or repair of any damage to city roads as identified and approved in the letter of understanding for use in the emergency detour of trunkline traffic.

In the event damage begins to occur on the approved emergency routes, the City reserves the right to remove trunkline traffic from local city routes.

Enclosed are the detour maps for your review and comment. Please send comments, concerns or questions as soon as possible so that the emergency route plan may be expedited. If you do not have any comments and agree with the emergency route plan, please sign the acceptance line below.

Upon acceptance of this letter of understanding, both parties agree that the designated detour routes are approved for emergency detouring of trunkline traffic for the next five (5) years or (non-commercial traffic only) until such time that either party requests a change to the detour routes.

The above emergency routes will be used only if the estimated detour duration will be less than 10 hours.

The above emergency routes will be used under the following conditions after verification with the City:

Seasonal restrictions are not in place.

There are no ongoing construction activities along the proposed detour route. Winter road conditions will permit use by trunkline traffic.

Commercial traffic is permitted at the City Manager’s discretion only for US41D-007 and US41D-008 Detours.

Trunkline to trunkline routes will be utilized if these conditions are not met. Permitted (oversize or overweight) commercial vehicles shall travel on trunkline routes only.

MDOT will not reimburse any request for costs incurred by the City associated with either the routine maintenance, and/or repair of any damage to city roads as identified and approved in the letter of understanding for use in the emergency detour of trunkline traffic.

In the event damage begins to occur on the approved emergency routes, the City reserves the right to remove trunkline traffic from local city routes.

Enclosed are the detour maps for your review and comment. Please send comments, concerns or questions as soon as possible so that the emergency route plan may be expedited. If you do not have any comments and agree with the emergency route plan, please sign the acceptance line below.
