2.5. DESCRIPCIÓN DE DATOS

xii. Information Technology Committee: It shall consist of eight members with Chairperson and secretary nominated for appointment by Chairperson of County Committee.

xiii. County Teams Management and Panels Sub- Committee: It shall be as outlined in Charter for County Committee/Player relationships as approved by Ard Chomhairle from time to time. xiv. Health and Wellbeing Committee: It shall consist of

six members with Chairperson and Secretary nominated for appointment by the County Chairperson.

CHAPTER 4 (Rules 3.19(l) & 3.19(d) O.G. 2019) Divisional (District) Committees

4.1

a) In accordance with Rule 3.19 (l) T.O. (2019), the County shall be divided into Districts determined by the County Committee. They shall be administrated in accordance with T.O. and County Bye-Laws by Divisional Committees.

i. A Divisional Committee shall consist of the Officers elected at its AGM, and two representatives from each adult club in its area.

ii. It shall have control over GAA affairs, including discipline, in its area subject to overall authority and jurisdiction of County Committee.

iii. Each Divisional Committee shall have a C.C.C. with a minimum of five members and a Quorum of three. iv. Disciplinary Hearings shall be conducted by the

County Hearings Committee.

v. Appeals from County Hearings Committee shall be to the Provincial Council Hearings Committee as per Rule 7.11(a)(2) T.O. (2019).

vi. Each Divisional Committee shall submit a report of its year’s activities, Statement of Accounts and Balance Sheet to County Committee. Failure to do so shall be dealt with in accordance with Rule 7.1(a) T.O. (2019).

4.2

a) Coiste na nÓg

i. It shall consist of its Officers: Chairperson, Vice- Chairperson, Runaí, PRO, Treasurer, Assistant Treasurer, Registrar, a representative from each affiliated club, and Chairpersons of its District Committees.

The Officers shall be appointed by County Committee; Rule 3.19(l) T.O. (2019).

ii. Its functions shall be to manage Hurling and Football competitions in conjunction with Hurling Steering Committee for players up to the age of seventeen years.

iii. The CCC shall consist of the Chairperson, secretary and a representative from each Divisional Committee.

iv. Disciplinary Hearings shall be conducted by the County Hearing Committee.

4.3. a)

i. The County Committee shall have power to appoint any sub committees and ad-hoc committees that it may consider necessary from time to time. Rule 3.19 (l) T.O. (2019).

ii. The County Committee shall have power to make Regulations in accordance with the provisions of Rule 3.19 (d) T.O. (2019).

CHAPTER 5 (Rule 6.1 to 6.20 O.G. 2019)

5.1 Attachment to First Club

In accordance with Rule 6.4 (b) O.G 2019, a person first becoming a member of the Association as a Youth Member or a Full Member (as appropriate) shall be entitled to join a Club only in the Parish of his/her permanent residence subject to; (a) A person in permanent residence in a town of more

than one Club and/or Parish shall be entitled to join any Club in that town.

(b) A person in permanent residence in a County Committee designated “Open Area” shall be entitled to join any named Club in that specified “Open Area” Note:

For the purpose of these Bye Laws:

PARISH shall be, subject to County Boundaries, the area under the jurisdiction of a Parish Priest or Administrator as pertained on the 1st Jan 2013

PERMANENT RESIDENCE shall mean residing at a fixed address which the CCC considers to be his private principal place of residence for 96 weeks prior to current 1st March.

OPEN AREA shall mean a specified area overlapping neighbouring parish boundaries designated by the County Committee as “open to two or more named Clubs”

5.2 Playing Eligibility

a) A player must be a registered Full Member or Youth Member of a club and the Association Rule 6.2 (a) T.O. (2019).

b) A player may not be a member of a Club for which he is ineligible to play Rule 6.2 (b) T.O. (2019). c) A player may only play with a Club as outlined

herein under –

i. A Player may play with a Club in the Parish of his permanent residence

ii. A Player in permanent residence in a town of more than one Club and/or Parish may play for any Club in that town, subject to the following restrictions - players under 16years in such town shall not be allowed to transfer to another Club in that town iii. A player in permanent residence in a County

Committee designated “Open Area” may play for any named Club in that specified area.

iv. A player may play for his First Club as defined in Rule 6.3 T.O. (2019).

v. Players wishing to obtain Derogations or Permissions to Play must apply for same to the County Committee, who shall delegate consideration of applications to its CCC for processing as for transfers in accordance with Rules 6.5, 6.7, 3.20(ii) and 3.20(iv)(b) T.O. (2019). 5.3 Transfers within the County

a) A player who wishes to leave one Club to join another must apply to the County Committee for a transfer.

b) An applicant to have a transfer request considered must qualify under one of the conditions outlined in 5.2 (c)

c) Transfers within the County shall be dealt with in accordance with Rules 6.5, 6.7, 3.20(ii) and

3.20(iv)(b) T.O. (2019).

d) Latest date for receipt of applications for transfers, derogations or any other movement between clubs shall be 1st March in any playing year.

Applicants must be members of the GAA. 5.4 Grading of Clubs and Players shall be as

determined from time to time by the County Committee in accordance with relevant general rules in Official Guide. Latest date for application January 1st.

Administration and General

1.

a) The meetings of the County Committee shall be held in Tralee and Killarney or as decided otherwise by the County Committee.

b) A special meeting may be summoned at any time by the Chairperson and Runaí or on the signed requisition of twenty five members of the Committee stating specifically the purpose of such meeting.

c) The Chairperson and Runaí shall be entitled to attend all sub committee meetings with the exception of the Hearings Committee.

d) The representatives on the Provincial and Central councils shall submit their reports on such Council meetings at the first subsequent meetings of the County committee.

e) A member deemed to be distracting the business of a County Committee meeting shall be liable to suspension at the discretion of the Committee or the presiding Chairman.

f) Notice of Motion shall be given for any purpose which the Committee considers to be of more than ordinary importance.

g) Quorum for all meetings shall be in accordance with Rule 4.2 T.O. 2019

2.

a) County Hurling and Footbal Management/Selection Committees shall be constituted as determined from time to time by the County Committee in line with Official Guide and Central Council Guidelines and Regulations. Official parties to travel to Inter County games shall be as directed by Management Committee on behalf of County Committee. Any expenses, travelling or otherwise, incurred without sanction will not be paid for by the County Committee.

b) When Kerry Senior County Teams reach an All- Ireland Final each holder of an All-Ireland Senior medal in that particular code shall be entitled to purchase two Stand Tickets on application to the County Committee.

a) County Championships, Leagues, Tournaments and Challenge games in Hurling and Football shall be played on systems to be determined from time to time by the County Committee in accordance with Official Guide and Central Council directives. b) Subject to overall jurisdiction of County CCC

Wednesday evening shall be assigned to Coiste na nÓg.

c) County Senior Championship Finals shall be played in the following venues:

i. County Senior Football Final shall be played in Austin Stack Park, Tralee or Fitzgerald Stadium, Killarney.

ii. The Kerry Senior Hurling Final shall be played in Austin Stack Park, Tralee.

iii. The County Committee through its C.C.C. may make alternative arrangements depending on circumstances.
