The Quality Assessment Panel and the Board will assess whether the program duplicates programs normally offered by Ontario universities or contributes to unwarranted raising of credentials among similar programs in the college system, and whether it meets the Board’s standard and benchmarks for Duplication, published in the Handbook for Ontario Colleges.

In this section, address in a narrative (with appropriate supporting materials) how the program differs from those offered in this field by Ontario universities. Clearly label the information provided in this section and ensure that it includes, in addition to the narrative, at least the following:

Three-Year Advanced Diploma Programs

These diplomas meet requirements for Ontario College Diplomas as defined by the Ontario Qualifications Framework (see Appendix F), but not degree-level study. These requirements include:

• Vocational learning outcomes, breadth and depth of knowledge and skills as specified by provincial standards for advanced diplomas, but not the same as the degree-level standards;

• Fundamental generic employability skills as defined for college diplomas and advanced diplomas;

• Only 5 - 6 general education courses and not necessarily of increasing complexity/breadth as specified for degree-level study; and

• Admission requirements as established in Regulations and Minister’s Binding Policy Directives, but not equivalent to degree-level admission requirements

The colleges offer a wide variety of Advanced Ontario College Diploma programs in Business Administration, many with a focus on a specific area of business administration. All of them include a certain number of similar

fundamental business courses. These Business Administration programs include: • Business Administration – Accounting

Fanshawe’s Business Administration Advanced Diploma – Leadership and Management has the greatest similarity with Georgian College’s proposed Bachelor of Business Administration – Management and Leadership.

Program Name and Credential: Business Administration – Leadership and Management Program Description:

Business Administration - Leadership and Management is a three-year Ontario College Advanced Diploma program (laptop required). The curriculum builds on a two-year business diploma by focusing on the critical skills and knowledge that are the key to advancement for any business professional, including leadership principles, strategic planning, operations management, and performance management. The curriculum also includes courses in social responsibility and sustainability, organizational change, global business, and creativity in business, giving graduates the skills that are in demand in today's economy. Students can earn all the education credits required for the Certified in Management (CIM) designation from the Canadian Institute of Management. Opportunities for experiential learning are integral to the program, allowing students to explore management in practice and apply their problem-solving and critical-thinking skills.

 The courses in the proposed degree program are more advanced, and there is an increased level of scholarship expected of degree-level students. For example, Fanshawe’s Leadership and Management program lacks depth in Economics (overview course and not separate courses in Macroeconomics and Microeconomics).

 The degree places a greater emphasis on breadth courses and courses at a significantly higher level of scholarship. Fanshawe requires students to complete only six general education credits (two courses split between semester two and six. Georgian’s proposed degree has eight Liberal Arts Electives (two at the upper level as well as a breadth requirement). Not all their general education credits are deemed to be equivalent to Liberal Arts Electives.

 Other key courses that Georgian’s degree offers which are not shared by the Fanshawe diploma program include: The Internet Economy, Project Management, Corporate Finance*, Introduction to Statistics*, Inspiring People for Exceptional Performance*, Governance & Leadership*, Dispute Resolution*, and Change Leadership* (* means these are upper level degree courses at Georgian).  Georgian’s proposed degree program includes a senior level business capstone course and two

mandatory work terms. Fanshawe’s diploma program only offers a capstone course as an optional 2 credit course.

The other Business Administration programs which have some similarities with Georgian’s proposed Bachelor of Business Administration (Management and Leadership) are identified below:

These three-year advanced diploma programs provide students with a foundation in the fundamentals of all business functions and prepare them for front-line manager positions in business enterprises. In some

programs, students tailor their education through their choices of courses in the last two or three semesters. In other programs, there are formal specialization options such as accounting, finance/financial services, HR, international business, marketing management, and entrepreneurship.

 There are many similarities in the business and specialization courses offered in the diploma programs listed above and Georgian’s degree however, the courses in degree programs are more advanced, and there is an increased level of scholarship expected of degree-level students.

 The degree places a greater emphasis on breadth courses and courses at a significantly higher level of scholarship. Most colleges require students to complete only five or six general education credits. Georgian’s proposed degree has eight breadth courses, with two of those being at the upper level. Not all college-level general education credits are deemed to be equivalent to the degree-level Liberal Arts and Sciences Breadth Electives. The degree program requires students to take a variety of Liberal Arts and Sciences courses, including at least one natural science, one social science and one humanities course. As well, at least two of the degree breadth courses must be at the 3000 or 4000 level, whereas the diploma allows "any" five or six general education courses.

 Georgian’s degree program includes a senior level business capstone course and two mandatory work terms. Many of the diploma programs include work placement and/or co-op options.

Two-Year Ontario College Diplomas

Generally, two-year diploma programs offer students a general preparation in business for entry level jobs. The programs provide students with an overall understanding of the function of business and essential business skills.

While there is some variation from institution to institution, courses in the programs are typically drawn from the following areas of study: accounting, business math, finance, computer applications / information

technology skills for business, communications / reports / presentations, business fundamentals and practices, economics, business law, business planning, sales, marketing, organizational behaviour, HR administration, entrepreneurship, operations management, and customer service.

General education courses are an important part of their program and help students achieve essential employability skills.

Many of the programs include work placement or offer co-op options. Similarities and Differences:

 There are similarities in the general business courses.

 The courses in degree programs are offered at a more advanced level, and there is an increased level of scholarship expected of the degree-level students.

 Georgian’s degree program provides a broader education in business management and offers a broad range of business electives so that students may graduate with specialized skills in a particular area if they so choose.

 The degree places a greater emphasis on breadth courses.  Most diplomas clearly state articulations to related degrees at

the: http://www.ontransfer.ca/www/index_en.php. These articulations agreements usually require that diploma students must complete at least two years of study (and usually more) to obtain an honors degree.

 Georgian’s degree program includes a senior level business capstone/thesis course and two mandatory work terms. Many of the diploma programs include work placement and/or co-op options.

Ontario College Graduate Certificates

These certificates meet the requirements for Ontario College Graduate Certificates as defined by the Ontario Qualifications Framework (see Appendix F), but not degree-level study. These requirements include:

• Vocational learning outcomes, breadth and depth of knowledge and skills as specified by provincial standards for Ontario College Graduate Certificates. Intent is to provide a complex understanding/greater depth in a narrow range of skills;

• Fundamental generic employability skills not required but locally determined;

• General education courses not required but locally determined; and

• Admission requirements require possession of an Ontario College Diploma, Ontario College Advanced Diploma or University Degree, as established in Regulations and Minister’s Binding Policy Directives.

No Ontario College of Applied Arts and Technology currently offers a Management and Leadership Ontario College Graduate Certificate. Several, however, do offer a Graduate Certificates specific to various forms of management, such as human resource management, business management, and strategic management, among others.

Program Name and Credential: Human Resource Management, Ontario College Graduate Certificate Program Description:

Graduates of Human Resource Management Programs carry out human resources functions within the domestic and international business environments. Graduates have therefore demonstrated achievement of vocational learning outcomes which relate to both business in general and human resources in particular (MTCU Program Standard).

Common to all Ontario college Human Resource Management Graduate Certificate Programs are the nine mandatory courses required for accreditation by the Human Resources Professionals Association (HRPA). These courses are: Compensation, Finance and Accounting, Human Resources Management, Human Resources Planning, Labour Relations, Occupational Health and Safety, Organizational Behaviour, Recruitment and Selection, and Training and Development. The successful completion of all nine of these courses leads to graduates obtaining the Certified Human Resources Professionals (CHRP) designation through HRPA.

In addition to the nine courses common to all Human Resource Management Graduate Certificate Programs in Ontario colleges, other subject areas studied include: Alternative Dispute Resolution, Employment Law, Human Resources Research and Information Systems, Labour Economics, Pension and Benefits Administration. Unique courses include: Change Management and Facilitation (Conestoga), Communication and Presentation Skills (Conestoga), HR & Current Business Practices (Fanshawe), Human Resources Capstone Project

(Conestoga), Human Resources Analytics (Georgian), Human Resources Career Planning (Algonquin), Managing Strategic HR Projects (Fanshawe), and Professional Communication in HR (Fanshawe).

Work placements are varied within these Graduate Certificate Programs. Some Programs do not have a work placement component, while others have Co-op work terms, field placements, internships and industry placements. The time associated with these placements is inconsistent. The work placements are as short as two weeks and as long as one semester (14 weeks). Some work placements are paid, while the majority are not. Similarities and Differences:

There are more differences than similarities between the Graduate Certificate and Degree Programs.

The Graduate Certificate Program requires a university degree or college diploma for admission to the Program, while the degree does not.

The degree offers more courses than the Graduate Certificate Programs. The majority of the HR Graduate Certificate Programs offer twelve mandatory courses (two semesters) as opposed to the forty courses in the degree.

All of the courses within the HR Graduate Certificate Programs are mandatory. There are course options in a limited number of Graduate Certificate Programs. The degree will offer numerous electives and optional vocational courses to students.

All courses within the HR Graduate Certificate Program are vocational and related to the human resources profession. Although all courses are drawn from business disciplines, they each have a focus on the human resources profession as opposed to general business, management or leadership.

The degree program offers more breadth of learning than the HR Graduate Certificate.

Although the level of learning is more advanced than a diploma or degree in the HR Graduate Certificate Programs, it tends to provide a stronger integration of theory and practice in order to immerse students in the

human resources profession. In the HR Graduate Certificate Programs that offer a work placement, there is only one as opposed to the two Co-op work terms proposed in the degree.

Institution: Lambton College

Program Name and Credential: Business Management, Ontario College Graduate Certificate Program Description:

The Business Management Graduate Certificate program is designed to prepare university and college graduates to work as managers in international and domestic businesses from small and medium-sized enterprises to large multinationals. Students develop the knowledge, skills and attitudes necessary to manage human, physical and financial resources and complex strategic and practical issues commonly associated with international and domestic business.

Students can choose to specialize in accounting, human resources or marketing during their last two terms in the Business Management program.

 Many students need more than just an introduction to business in order to fulfill their career aspirations. While a diploma or graduate certificate appeals to those who need a short introduction to the varied disciplines within the field of business, there are a number of different types of students which require greater depth and a deeper understanding of management and leadership.

• There is some overlap among the courses in the first two semesters of the two-year Lambton program and Georgian’s degree. The Lambton program focuses on fundamental business studies in the first two semesters. Students choose an area of specialization for semesters 3 and 4, one of which is a general business option. Students in the “General” option have a wide range of business options in the second year of the program but no exposure to specific leadership courses. In addition to General Business, Georgian’s degree specializes in both Management and Leadership.

• Breadth courses are an important component of Georgian’s degree while they are not in Lambton’s Graduate Certificate programs.

• Georgian’s degree program includes two mandatory work terms and a senior level capstone course. Institution: Centennial College

Program Name and Credential: Strategic Management, Ontario College Graduate Certificate Program Description:

Centennial’s Strategic Management program, designed for graduates of postsecondary degree or diploma programs, primes graduates with the comprehensive knowledge and skill sets that will enhance their managerial effectiveness across all industries. This program covers all key areas of management. Courses include accounting for managerial decision making, economic analysis for managers, human resource management, information systems for business management, marketing, operations management for products and services, organizational behaviour, crafting and executing strategy, ethics and stakeholder management, financial management, management and leadership, and supply chain and logistics. The program also includes an optional third semester of industry work placement.

Similarities and Differences:

• There is some overlap in the courses of the two programs. The Georgian program provides a broad background business management. The Centennial Graduate Certificate program focuses on skills needed for strategic management and strategic decision making. In addition to General Business, Georgian’s degree specializes in both Management and Leadership.

• Courses in fields such as accounting and economics are ‘overview courses’ rather than having depth in those fields.

• Breadth courses are an important component of Georgian’s degree while they are not in the Graduate Certificate program.

• Georgian’s degree program includes two mandatory work terms and a senior level capstone course.

Ontario College Degrees

No Ontario College of Applied Arts and Technology currently offers a Bachelor of Business Administration
