Information Sheet No. 1.4-1 Skills in Making Assessment Decision
After reading this information sheet, you must be able to identify the assessors skills in making assessment decision.
When making your judgment about competency, be clear about the reasons for reaching your decision. These reasons will form the basis of your feedback to the candidate.
If you have difficulty making your decision based on evidence that the candidate has provided, this may be due to the type of evidence you decided on. If you cannot make a decision about competency you should ask the candidate to submit further evidence. If after submission you can now make decision, do so, but recommend for the revision of the assessment activities.
Skills in Making Assessment Decision
After gathering the evidence, the assessor needs to make a judgment of competence. To judge or give a ruling, you must have the following skills in making assessment decision.
• The assessor must be have a good knowledge on how to implement the evidence gathering process and ensure its validity, reliability, fairness and flexibility
Validity refers to the extent to which the interpretation and use of an assessment outcome can be supported by evidence. An assessment is valid if the assessment methods and materials reflect the elements of competency, performance criteria and evidence guide in the competency standard, and if the assessment outcome is fully supported by the evidence gathered.
Reliability refers to the degree of consistency and accuracy of the assessment outcomes. That is, the extent to which the assessment could provide similar outcomes for candidates with equal competence at different times or places, regardless of the assessor conducting the assessment.
Flexibility refers to the opportunity for a candidate to negotiate certain aspects of their assessment (for example, time) with their assessor- All candidates should be fully informed (through the Assessment Plan) of the purpose of assessment, the assessment criteria
An assessment is Fair when it does not disadvantage particular candidates. This may mean that assessment methods are adjusted for particular candidate (such as people with disabilities or cultural differences) to ensure

that the method does not disadvantage them because of their situation.
The assessor must have a good knowledge of observing the candidate and keep notes of unusual conditions or situation during the entire conduct of assessment.
The assessor must have a good knowledge of how to collect appropriate evidence and match compatibility to the elements, performance criteria, range of variables and
evidence guide in the relevant units of competency. The assessor must have a good knowledge of judging the
evidence in terms of the four dimensions of competency - task skills, task management skills, contingency management skills and job/ role • environment skills. The assessor must have a good knowledge in analyzing a
piece of evidence to support other pieces of evidence and help to build a candidates "picture" of competent performance.
