Pursuant to due call and notice thereof, a meeting of the City Council of the City of Shoreview, Minnesota was duly called and held at the Shoreview City Hall in said City on March 2, 2020 at 7:00 pm. The following members were present:

and the following members were absent: None.

Member introduced the following resolution and moved its adoption.

RESOLUTION NO. 20-17

APPROVING CHANGE ORDER NO. 1 AND PAY ESTIMATE NO. 8 (FINAL) FOR THE

2019 SANITARY SEWER REHABILITATION CITY PROJECT 19-09

WHEREAS, On May 20, 2019, the City Council awarded a contract to Visu-Sewer, Inc. in the amount of $607,938.90 for the 2019 Sanitary Sewer Rehabilitation, City Project 19-09 and authorized the Mayor and City Manager to sign said contract, and

WHEREAS, the original contract amount is $607,938.90, and

WHEREAS, Change Order No. 1 in the amount of $2,306.15 has been prepared in order to address certain changes or modifications to the original contract, and

WHEREAS, said changes and modifications to the project will increase the contract amount to $610,245.05, and

WHEREAS, Payment No. 8 (Final), in the amount of $30,552.25, will result in a total amount of work completed of $610,245.05, and

WHEREAS, the City Engineer has recommended approval of proposed Change Order No. 1 and Payment No. 8 (Final).

NOW, THEREFORE, BE IT RESOLVED by the City Council of Shoreview, Minnesota:

1. That Change Order No. 1, in the amount of $2,306.15, resulting in a revised contract of $610,245.05, and

2. That Change Order No. 1 will be funded by the Sewer Fund, and

3. That Payment No. 8 (Final), in the amount of $30,552.25, resulting in a total amount of work completed of $610,245.05, is hereby approved. The motion for the adoption of the foregoing resolution was duly seconded by Member ,

and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same:

WHEREUPON, said resolution was declared duly passed and adopted this 2nd day of March, 2020.

REQUESTED MOTION

To adopt Resolution No. 20-19 authorizing execution of Cooperative Agreement PW2019-27 for right of way acquisition associated with Lexington Avenue Reconstruction, City Project 21- 01.

INTRODUCTION

As part of Ramsey County's reconstruction of Lexington Avenue, it is required that a Cooperative Agreement for the acquisition of right of way be executed with Ramsey County that includes cost share participation. Council authorization is required for the execution of the Agreement.

DISCUSSION

To address traffic and pavement issues, Ramsey County is planning to reconstruct Lexington Avenue from the I-694 interchange south to County Road E in 2021. A map of the project area is attached at the end of this report.

Proposed improvements include: Reconstruction of the pavement

Installation of a sidewalk on the west side of Lexington Ave (Arden Hills) Widening of the trail on the east side of Lexington Ave

Upgraded signal systems & new signal at south Target Rd Turn lane construction & driveway modifications

Stormwater collection & treatment

Replacement of Shoreview water and sanitary sewer systems

Due to changes in alignment of the roadway and trail along the east side of Lexington Avenue and the replacement of the City water main, additional right of way is required in a number of areas throughout the corridor. Temporary easements are also required to allow construction of the public infrastructure.

by the County and 50% by the City, with the exception of the acquisition costs associated with the right of way required for the City water main, which is 100% City responsibility.

Shoreview's portion of the right of way costs totals $259,357.51, with $172, 055.82 for road right of way and $87,301.69 for water main right of way.

A copy of the Cooperative Agreement, which includes a summary of the right of way costs and cost share breakdown is attached at the end of this report.

The portion of the right of way costs associated with the roadway would be funded by the City's Municipal State Aid Fund and the right of way costs associated with the water main replacement would be funded from the City Water Fund.

The City of Shoreview will also participate in cost sharing with Ramsey County and Arden Hills for the signal upgrades and the new signal at the south Target Road. Shoreview will pay all costs associated with the replacement of City water and sanitary sewer systems that are part of the project. Another Cooperative Agreement with Ramsey County, summarizing Shoreview's portion of construction costs, will be presented to the City Council for consideration at a future meeting.

RECOMMENDATION

It is recommended the City Council authorize execution of Cooperative Agreement PW2019- 27 for the acquisition of right of way associated with the Lexington Avenue Reconstruction, City Project 21-01. ATTACHMENTS Project Map ROW Agreement Resolution 20-19 47
