Again in 2020, all sworn employees qualified under the annual Ohio Peace Officer Training Council guidelines with Glock, Model 22 primary duty side arms; Remington 870 primary duty shotguns; and the S&W M&P 15 duty tactical rifles. For those officers who carrying back-up and off-duty weapons, qualifications were also completed.
The firearms training staff conducted bi-monthly proficiency training during the months that qualifications were not being held. And, the armorer staff conducted complete mechanical
inspections of all Department issued firearms again in 2020, making required repairs and updating all maintenance logs.
I.T. / Infrastructure Management
The police Department’s I.T. needs are vast and complicated. Virtually every project
identified in every annual report, especially large infrastructure related projects, either impacted, or required the assistance of I.T. professionals. Mr. Ron Katona serves as the Records Systems Manager for the Department. He is currently assisted by both the City’s I.T. Department and the entire Police Department staff. This function encompasses vendor relationships and support of thirty-eight separate software applications/packages which form the backbone of Department operations and coordination with regional dispatch, records management, jail operations, email, mobile computing and connectivity, integration with multiple court systems via video property and evidence management, police officer video systems, and electronic scheduling to name just the principle functions.
Significant issues dealt with in 2020 are as follows:
• Performed annually phased MDT replacements for three vehicles. • Performed desktop computer setups and replacement.
• Completed system upgrades for patrol video and RMS applications. • Completed Checkpoint mobile router certification.
• Certified Network Professional (CPCNP). • Upgraded Jail Video Arraignment system.
• Successfully completed OHLEG Rules & Regulations compliance audit.
• Web site upgrades to Police site including registration for the Community Camera Program.
As mentioned above, Mr. Katona assisted in making the Community Camera Registry Program a reality. The system is not a live feed and will not provide direct access to anyone’s camera system. The Department is encouraging residents & business owners to participate in this program as it will enable officers to have access to video footage needed to prevent crime and prosecute criminals. Training
Training is always a primary goal and activity for the Solon Police Department. In 2020, employees were able to attend over 3,179 hours of training combined at schools hosted outside the Department or in-service training and instruction with our many on-staff instructors.
Vehicle Close Quarter Battle (VCQB) training at the Solon Range
Without the hard work of the Field Training Officers, Sergeants, and other specifically trained officers, our high level of continuing professional training and new officer training and evaluation would not be possible.
In 2020, five officers were hired and put through an exhaustive four month field training and evaluation program. Ptl. Milner, Ptl. Bledsoe, Ptl. Perry, and Ptl. Clementi all successfully
completed the program due to hard work and the diligence of the training staff. It is an unfortunate byproduct of an intensive recruit training process, but new patrol hire Ptl. Davis was unable to satisfactorily complete our Field Training & Evaluation Program and resigned. This is difficult for all of the training staff as the goal has always been to make candidates succeed.
After the promotions of Tim Barr and Alex Leimeister and the assignment of Steve Davis to the Detective Bureau; Anthony Horvath, James Koretsky, Joe Marando, Thomas Kazimer, and Mark Ondich were named to the Field Training Officer staff. The newly assigned FTO’s were trained and familiarized not only in the field training system, but in background investigations and as acting officer in charge. Our FTO staff facilitates the Department wide mandatory training blocks as well as providing individualized instruction to staff on other topics.
COVID-19’s impact on the Department was definitely felt in the training division. After setting goals during a January training meeting, plans were derailed by March, when pandemic concerns consumed the world. Many outside schools were cancelled, re-scheduled and re- cancelled throughout the year. The same happened with internal training. As we moved through the year we figured out ways to train, while mitigating the risks to Departmental personnel.

Training goals were set going into the year. Below is a list of the accomplishments during 2020:
• Completed 12 formal monthly “Roll Call” training topics.
Although we skipped one month due to the COVID-19 crisis, we made up for it by adding an additional web-based De-escalation training late in the year.
♦ Topics covered in 2020 included: Ethics, Juvenile Procedures, Vehicle Pursuits, ODPS/RTF, Use of Force, Active Shooter, Admin. Hiring, Missing Persons, Narcan, Community Engagement, Patrol Video, and Bias Free Policing.
• Completed all training and documentation related to maintaining Ohio Collaborative Standards compliance.
