2.3.5 Esquema de clasificación de reservas

The person in charge on the delivering of bunker to the vessel at jetty, base or platforms shall be trained to follow this guideline with an emphasis on the Pre-transfer Tool box meeting and items for which the personnel is responsible.

This training session must include all crew members who are likely to assist in the bunkering operation.

The following must be included in the training: Bunker Pre-Loading Plan (as per Appendix 2) Bunker Safety Checklist (as per Appendix 3) Tank gauging / sampling

Deck watch requirement to monitor for oil spills.

Shutdown procedures which allow personnel to immediately shutdown the bunkering operation.

Action in case of spillage. Communication procedures.

The vessel Master or the Master’s designee, must attend an entry in training log book noting that training was conducted by the Person in charge and recording the names of crew of those who attended.

Appendix 1 GLOSSARY

Master Vessel Captain. The person who is in charge on the vessel solely responsible for the safety of the crew and the vessel at all times. While onboard, he / she is the ship-owner representative and accountable for safe manoeuvering of the vessel.

Chief Engineer Responsible for the well being of the operation of vessel machinery and he / she is the most senior personnel in the engine department on the vessel.

Oil Record Book This record is a valuable means of providing proof that the ship has complied with the anti pollution regulations. It applies to all OSV of 400 GRT and above.

GRT Gross Registered Tonnage represents the total internal volume of a vessel, with some exemptions for non-productive spaces such as crew quarters.

Appendix 3 - SAFETY CHECKLIST - BUNKERING

This safety check list is to be completed before the commencement of any bunkering operations. One copy is to be retained onboard the vessel.

The checklist is to be completed and signed by both party i.e. the supplying and the receiver.

Please note: the declaration at the end of the checklist needs to be signed. Adequate supervision of the bunkering operation is to be maintained at all times by both parties. On completion of bunkering operations, hose is to be drained and blanks/cover fitted before transfer to the jetty/ facilities. No fuel tanks are to be filled above 98% capacity. In the event of any following answer is NO, do not proceed with bunkering activities.
