Article 5.9

1. The air flow rate determined according to NEN 2686 of the total of habitable spaces, toilet compartments and bathrooms of a functional unit does not exceed 0.2 m3/s.

2. The air flow rate determined according to NEN 2686 of a caravan does not exceed 0.2 m3/s. 3. The first paragraph does not apply if the industrial function is only heated for a purpose other than

human occupation or if it is not heated.

4. In deviation of the first paragraph, if a structure or part of a structure contains more than one functional unit and this structure or part of a structure is not situated on more than one plot, the air flow rate determined according to NEN 2686 of the total of habitable spaces, toilet compartments and bathrooms of the functional units for which the first paragraph applies, does not exceed 0.2 m3/s. Article 5.11

1. A structure to be built is sufficiently low-energy.

2. In so far as regulations for a functional unit are prescribed in table 5.11, for that functional unit the requirement of the first paragraph is complied with through application of those regulations.

3. The first paragraph does not apply to the functional units for which no regulation is prescribed in table 5.11.

Article 5.12

1. A functional unit has an energy performance coefficient that does not exceed the limit value prescribed in table 5.11.

2. If a structure or part of a structure only contains functional units of the same type that rely on a communal circulation route on which no other functional units rely, that structure or part of the structure has an energy performance coefficient that does not exceed the limit value prescribed in table 5.11.

3. In deviation of the first and second paragraphs, if a structure or part of a structure contains several functional units or parts for which an energy performance coefficient applies pursuant to the first or second paragraph, and this structure of part of a structure is not situated on more than one site, the total characteristic energy consumption determined according to NEN 2916 is not higher than the total permissible energy consumption determined according to NEN 2916. On determining the total permissible energy consumption, the limit values for the energy performance coefficients according to the first and second paragraphs have been observed.

Article 5.13

1. An energy performance coefficient as referred to in article 5.12, is determined according to NEN 5128. On determining the energy performance coefficient of a residential function, a toilet compartment, a bathroom, a meter room, a hot water appliance installation place and a heating appliance installation place can be left out of consideration.

NEN 2916. On determining the energy performance coefficient of the functional unit, the value 4 has been observed for the cooling coefficient and the value 135 for the factor realising their compensation for permissible energy consumption for ventilation. On determining the energy performance

coefficient, a toilet compartment, a bathroom, a meter room, a hot water appliance installation place and a heating appliance installation place can be left out of consideration.

Article 5.14

1. When a structure is wholly renovated, the Municipal Executive will not grant exemption of articles 5.12 and 5.13.

2. When a structure is wholly or partly renovated or altered or extended, the articles 5.12 and 5.13 are not applicable.
