earth excavation under progress. The earth

committed to complete the permanent

marking along the route by 31/12/15.

Obtaining

approval

from

various

departments is a time consuming process

hence M/s LITL was requested to arrange

statutory

clearance

from

Railways,

Highways, Chennai Corporation, TNHB

etc., as early as possible.

 NDCT: Awarded to M/s Hamon Thermal

Europe S.A on 05/05/15. All the 768 piles

casting completed on 08/02/16. The earth

work excavation for pile cap commenced

and

pile

chipping

commenced on 16/12/15. Basin piling

Power Evacuation system Regarding Power Evacuation system is under TANRANSCO scope.

 Letter of Acceptance for Main Plant Order (EPC) issued to M/s LANCO on 05/14

(27/02/14 asper lr dt 22/12/16). LANCO in turn placed order on Dong Fang Electric Corporation., China on 18/02/15.

 MO E&F Clearances obtained on 18/09/2014.  SPCB clearance obtained on 18/02/13.

 Civil Aviation: clearance obtained on 16/05/2008

 Water allocation: Sea water is available near the project. Cooling water consumption to be drawn from Sea is 1,33,896 m3/day.

Corporate Insolvency & Bankruptcy Process (CIRP) initiated against LITL(the EPC Contractor) by IDBI Bank from 07.08.2017 and interim resolution professional appointed on 10.08.2017 and hence the project has been stalled rom 07.08.2017. The CIRP process extended up to 04.05.2018.

 AHP: Civil foundation work is in progress. M echanical structural fabrication erection under progress.

 Cooling Tower: Erection works completed. Testing under progress.

 Chimney: M/s MEIL awarded the chimney works to M /s Paharpur. Foundation works completed. Shell concreting completed up to 275 m. Finishing work under progress.

 PT Plant: Civil works completed, Equipment erection and commissioning by M /s Tecton under progress. 97% work has been completed.  DM Plant: Civil works are nearing completion.

Powe r Evacuation system  For power evacuation 2x400 KV line has been

approved by CEA and is to be implemented by T ANGEDCO/ T ANTRANSCO.

 MOE&F Clearance : Obtained. Extended up to 02.11.2020. Since all construction works (Civil & M echanical) are completed within the month of September 20, thereafter consent to operate (CTO) was obtained and therefore EC valid until 02.11.2020 is adequate & hence further extension not required.

 CPCB Clearance: Obtained and valid up to 02.11.2020.  Civil Aviation: Clearances obtained and valid up to 17.12.2021.

 Land Possession: Land Lease Agreement signed with VOC port Trust and 100% possession obtained.

 Water Allocation: Sea Water Desalination Plant is envisaged for meeting water requirement of the Power Plant. Permission to draw Sea Water from Sheltered Basin has been obtained from Port.

Critical issues

1) Approval/NOC from Department of Forests, GoTN for pipeline and conveyor crossing.

2) Fixation of revised date of availability of start up Power and accordingly the SCOD at TNERC.

3) Approval of Coal Supply, Transport and Handling Agreements by TANGEDCO and TNERC.

Re asons for Delay

_{ Startup power received on 09.10.2020, SCOD to be achieved by SPEC with in six months there after.}
