Regulation 17.
2. There shall be a Senate Business Committee hereinafter referred to as “the Committee” which shall be a committee of the Senate.
3. Composition and Membership
3.1 The Committee shall consist of the following persons who shall be full members of the Committee:
3.1.1 The Principal ex officio
3.1.2 The Vice-Principal ex officio
3.1.3 The Deans of the University ex officio
3.1.4 Chairs of the Standing Committees of the Senate who are not ex officiis otherwise members
3.1.5 One representative of the elected members of the Senate elected for two years by the elected members of the Senate in accordance with the election procedure detailed in paragraph 7.
4. Chair
4.1 The Principal or in his or her absence the Vice-Principal shall be the Chair of the Committee.
4.2 In their absence a person elected from any of the full members of the Committee who are present at the meeting shall be the Chair for that meeting.
5. Quorum
5.1 Three full members of the Committee shall constitute a quorum. 6. Powers and functions
6.1 The Committee shall have the following powers and functions in addition to any additional powers and functions which may be prescribed by the Senate from time to time:
6.1.1 to deal, on behalf of the Senate, with business requiring immediate action and to report to the Senate any action taken in the exercise of this power
6.1.2 to co-ordinate the business of the Committees of the Senate and any such other bodies as may be set up by the Senate and their reporting to the Senate, and to expedite such business as is considered necessary on behalf of the Senate
6.1.3 to advise the Principal on any academic matter affecting the University 6.1.4 to consider any matter which the Principal may raise
6.1.5 to establish such working parties, advisory groups and sub-committees as the Committee may from time to time determine
6.1.6 to invite any persons whose knowledge and experience would be of value to attend meetings of the Committee
6.1.7 to co-opt any person to the Committee, provided that the name of any co-opted member is reported immediately to the Senate.
7. Election of the Elected Member of the Senate
7.1 One representative of the elected members of the Senate shall be elected by the Senate as a full member of the Senate Business Committee for two years following from the first day of October immediately following his or her election.
7.2 The election to the Senate Business Committee shall normally be held during the summer term. 7.3 The Clerk to the Nominating Working Group (Senate) shall be the Returning Officer for the election. 7.4 The elected members of the Senate shall be eligible to stand for election, to nominate and to vote. 7.5 Ex officio members of the Senate shall not be eligible to stand for election, to nominate or to vote. 7.6 A list of members of the Senate who shall be entitled to nominate, elect and stand for election shall be
maintained by the Returning Officer.
7.7 The Returning Officer shall intimate to the elected members of the Senate:
• The names of the elected members of the Senate who shall be eligible to stand for election
• The procedure for nomination of candidates for election
• The last day for receipt of nominations.
7.8 Elected members of the Senate shall be given notice of at least two weeks of the deadline for receipt of nominations.
7.9 Each nomination for election shall be supported by two electors (other than the candidate) who shall be elected members of the Senate. Each nomination shall bear confirmation of the candidate’s willingness to accept nomination.
7.10 As soon as conveniently possible after the close of nominations, the Returning Officer shall intimate by notice to the elected members of the Senate the names of candidates duly nominated.
7.11 In the event of only one nomination being received, that candidate shall be declared elected to the Senate Business Committee without ballot.
7.12 If the number of candidates exceeds one, the Returning Officer shall intimate, by notice within the University, the date on which the election is to be held and shall send a ballot paper to each elector not later than two weeks before the date notified for the election. The ballot paper shall give the names of the candidates and instructions for the voting procedure.
7.13 Completed ballot papers should be returned to the Returning Officer in person or by post by 4.00 pm on the date of the election.
7.14 The Single Transferable Voting System shall be used to determine the candidate to be elected. The Returning Officer shall decide and apply the detail of the voting system, having regard for the principles described by the Electoral Reform Society in its booklet entitled 'How to Conduct an Election by the Single Transferable Vote' at http://www.electoral-reform.org.uk
7.15 In the event of a vacancy occurring in the elected membership during the academic year, the vacancy shall be filled at the next election and not by special election.
7.16 A person shall not hold office for more than two years and thereafter shall not be eligible for further election to the Senate Business Committee until a period of two years has elapsed.
