WM100-6193 – Waiver of School Code (Section 13A-2.5) request to allow the Regional Safe School Program to lower the eligible grade level for disruptive students from 6th grade to 5th grade. The Regional Office states that this waiver would allow additional students at risk of dropping out to be served and provide another chance for them to complete high school graduation requirements on time. A self-contained classroom would be created for students in grades 5 and 6. Students in the middle grades attending the safe school (grades 5 – 8) would be totally separate from high school students in the facility at all times of the day. Curriculum will be aligned with the student's home school and Differentiated Instruction (DI) will be part of the pedagogy of the safe school.

The district states that its fine arts program includes art, technical education, and foreign language. The difficult decision to eliminate music as an offering was based, in part, on the fact that student interest in the music program had deteriorated to the point that it was no longer possible to have a vocal or instrumental music component.

The combined effects of the one-time associate superintendent expense and the business manager salary caused the district's budgeted administrative costs for FY 2015 to exceed those for FY 2014 by more than the 5 percent limitation.

The district's superintendent also served as building principal during the 2013-14 and 2014- 15 school years, and a portion of his salary would not have appeared on the district's limitation of administrative costs worksheet. Beginning in the 2015-16 school year a building principal was hired and the superintendent may now devote time solely to administrative duties. The change in cost allocation for the superintendent's salary and benefits caused the district's budgeted administrative costs for FY 2016 to exceed those for FY 2015 by more than the 5 percent limitation.

The unexpected illness of the superintendent caused him to retire in the fall of 2015. An interim superintendent was hired for the remainder of the school year. The extra expenses for the interim position, added to the district's contractual obligations to the retired superintendent, caused the district's budgeted administrative costs for FY 2016 to exceed those for FY 2015 by more than the 5 percent limitation.
Maine Township HSD 207 – Cook (SD 28/HD 55) / Expiration: 2015-16 school year WM100-6158 – Waiver of School Code (Section 17-1.5) request to allow the district to waive the limitation of administrative costs due to circumstances beyond its control. During FY 2011, the district reduced its expenditures, in part by requiring departmental chairs to teach an extra class. Since that time the district has implemented the required teacher evaluation program, which increases the oversight and the complexity of evaluations performed by chairs of departments. For the 2015-16 school year the district has reduced the number of department chairs and has also reduced chairs' class load in order to provide a rigorous evaluation program. These changes caused the district's budgeted administrative costs for FY 2016 to exceed those for FY 2015 by more than the 5 percent limitation.
Rantoul City SD 137 – Champaign (SD 52/HD 104) / Expiration: 2015-16 school year WM100-6159 – Waiver of School Code (Section 17-1.5) request to allow the district to waive the limitation of administrative costs due to circumstances beyond its control. In previous years the salary and costs for the assistant superintendent were divided among several functions, including special education. The district withdrew from membership in the Rural Champaign County Special Education Cooperative (RCCSEC) and, as a result, must hire a Director of Special Education. The need to engage an additional administrator caused the district's budgeted administrative costs for FY 2016 to exceed those for FY 2015 by more than the 5 percent limitation.
Gallatin CUSD 7 – Gallatin (SD 59/HD 118) / Expiration: 2014-15 school year

Two errors were made in the district's FY 2015 budget development that caused the district to exceed the cost cap limitation. Insurance costs for the superintendent were entered incorrectly and there was no allocation of a percentage of the superintendent's salary to transportation costs, as had been done in past years. These errors caused the district's budgeted administrative costs for FY 2015 to exceed those for FY 2014 by more than the 5 percent limitation.

Proviso THSD 209 – Cook (SD 04/HD 07) / Expiration: 2014-15 school year
WM100-6198 – Waiver of School Code (Section 17-1.5) request to allow the district to waive the limitation of administrative costs due to circumstances beyond its control. The district computed its estimated FY 2015 administrative costs using FY 2014 actual costs, which were on a cash basis. This computation showed an increase within the statutory limitation of five percent. However, the district's Annual Financial Report as of June 30, 2014, was presented on the modified accrual basis, resulting in a decrease in actual administrative costs for FY 2014 from the original cash basis estimates. Because of this finding, the district's official FY 2015 administrative costs worksheet exceeded the statutory limitation. The district's amended budget again used the original estimate, with the result that the amended budget did not correct the district's problem. Proviso has reported this situation as a single-year issue, noting that administrators are working to properly code and track administrative expenses.

The district expects the move to separate superintendent and principal positions will benefit the district by allowing the superintendent to concentrate on budgeting, professional development and overall student academic success, while the principal concentrates on student behavior, interventions, and instruction. The need to have a full-time principal in the district caused the district's budgeted administrative costs for FY 2016 to exceed those for FY 2015 by more than the 5 percent limitation.
