Description
The counters measure the number of normal E-RAB releases for outgoing handovers of services with a specific QCI ranging from 1 to 9 and the total number of normal E-RAB releases for outgoing handovers in the source cell when the E-RABs for incoming handovers are successfully set up in the target cell and the corresponding E-RABs in the source cell are normally released for outgoing handovers.
Measurement Points
Figure 1-44 shows an intra-eNodeB handover, Figure 1-45 shows an X2-based handover, Figure 1-46 shows an S1-based handover, and Figure 1-47 shows a handover from E-UTRAN to WCDMA network, GERAN, or TD-SCDMA network. As shown at point C in Figure 1-44, Figure 1-45, Figure 1-46, or Figure 1-47, the corresponding counter is incremented by the number of normal E-RAB releases in the source cell based on the QCI of each service each time a handover is successfully executed and the source cell normally releases the E-RABs that correspond to the E-RABs successfully set up in the target cell. The number of normal E-RAB releases in the target cell is accumulated as the value of the L.E-RAB.NormRel.HOOut counter.

Description
The counters measure the number of abnormal E-RAB releases for outgoing handovers of services with a specific QCI and the total number of abnormal E-RAB releases for outgoing handovers in the source cell when the E-RABs for incoming handovers fail to be set up in the target cell and the corresponding E-RABs for outgoing handovers are abnormally released in the source cell.

Description
The counters measure the total number of abnormal E-RAB releases in a cell based on the release cause and user data transmission. An E-RAB is the access layer bearer for carrying service data of a UE. The E-RAB release is a process of releasing the access layer bearer resources of UEs.
It represents the capability of a cell to release access layer bearer resources for UEs.
Measurement Points
As shown at point A in Figure 1-52, the L.E-RAB.AbnormRel.eNBTot counter is incremented each time the eNodeB sends an E-RAB RELEASE INDICATION message to the MME and the release cause is not "Normal Release", "Detach", "User Inactivity", "CS Fallback triggered",
"UE Not Available For PS Service", "Inter-RAT Redirection", or "Successful Handover". In this case, if the E-RAB RELEASE INDICATION message requests to release multiple E-RABs at the same time, the L.E-RAB.AbnormRel.eNBTot counter is incremented by the number of requested E-RAB releases contained in the message.
As shown at point A in Figure 1-52, the L.E-RAB.AbnormRel counter is incremented each time the eNodeB sends an E-RAB RELEASE INDICATION message to the MME and the following conditions are met:
(1) the release cause is not "Normal Release", "Detach", "User Inactivity", "CS Fallback triggered", "UE Not Available For PS Service", "Inter-RAT Redirection", or "Successful Handover".
(2) The eNodeB determines that the E-RAB to be released carries data.
In this case, if the RAB RELEASE INDICATION message requests to release multiple E-RABs at the same time, the L.E-RAB.AbnormRel counter is incremented by the number requested E-RAB releases contained in the message.
As shown at point A in Figure 1-53, when the eNodeB sends a UE CONTEXT RELEASE
RAB.AbnormRel.eNBTot counter is incremented each time the release cause is not "Normal Release", "Detach", "User Inactivity", "CS Fallback triggered", "UE Not Available For PS Service", "Inter-RAT Redirection", "Time Critical Handover", or "Handover Cancelled". If multiple E-RABs of the UE are released, the L.E-RAB.AbnormRel.eNBTot counter is incremented by the number of E-RAB releases. When the MME sends a UE CONTEXT RELEASE COMMAND message to the eNodeB, the corresponding counter is not incremented.
As shown at point A in Figure 1-53, when the eNodeB sends a UE CONTEXT RELEASE REQUEST message to the MME, all E-RABs of the UE are released. In this case, the L.E-RAB.AbnormRel.eNBTot counter is incremented each time the following two conditions are met:
(1) The release cause is not "Normal Release", "Detach", "User Inactivity", "CS Fallback triggered", "UE Not Available For PS Service", "Inter-RAT Redirection", "Time Critical Handover", or "Handover Cancelled".
(2) The eNodeB determines that the E-RABs to be released carry data.
If multiple E-RABs of the UE are released, the L.E-RAB.AbnormRel.eNBTot counter is incremented by the number of E-RAB releases. When the MME sends a UE CONTEXT RELEASE COMMAND message to the eNodeB, the corresponding counter is not incremented.
