The Europe 2020 Strategy requests Member States and regions with its initiative on "A Resource Efficient Europe” to remove barriers that hold back resource efficiency and so create the right set of incentives. The increased resource efficiency and environmental innovations achieved by interventions in the frame of the programme should be manifested in:

o Research findings on energy efficiency, renewable energies and waste management

o Pilot and demonstration projects and infrastructures in the field of energy efficiency, renewable energy and waste management

o Enhanced knowledge and awareness of the population in the field of energy efficiency, renewable energy and waste management Innovative approaches should be developed in the region and for the region to jointly tackle environmental issues with the development and utilisation of new technologies and the support of know how-transfer in the areas of energy efficiency, renewable energies and waste management

This can be achieved either by reducing the environmental impact or achieving a more efficient and responsible use of resources7.

Such kind of innovations will be supported in cases where such a significant and demonstrable progress towards the goal of sustainable development is realized new to the whole programme area as well as cases when such a progress is new to its part - e.g. introduction of innovative processes which are being successfully realized in one part of programme area and through the supported action introduced at another part of programme area (as a pilot project, transfer-know how, good practice etc.).

The formulation of the specific objective is based on needs and potentials of the cross-border region where improvement of its cross-border accessibility and

interconnectivity as well as safety characteristics forms a basic condition for further development and utilisation of its endogenous potential and increase of cohesion of the region and is also an important element for realisation of cooperation activities in various areas.

Unbalanced characteristics of road network on both sides of the border and sustaining existence of transport infrastructure bottlenecks in the cross-border region, having negative impact on transport flows of goods and persons, result in need of implementation of measures leading to mitigation of differences in these

characteristics and improvement of conditions for further strengthening of these flows and thereby to further socioeconomic development of the programme area. From a regional perspective and in a cross-border context, especially the construction and modernization of regional and local roads that ensure better cross border

accessibility and/or connection to the main transport networks and/or transport network in neighbouring country, is vital for further integration of the common region.

In the programme region a special bilateral expert group on transport issues was installed which defined concrete transport axis and corridors of national, regional and cross border relevance. This common paper will serve as a basic document for the planning and realisation of transport infrastructure in cross border area. The measures will be realised based on this common approach – the existence of joint expert platforms and jointly developed strategies form a robust basis for

development and realisation of solutions with clear impact for joint cross-border region.

Within the IP and with the aim to reach the specific objective, following types of activities will be realized:

a) Development of common cross-border network infrastructure by building, reconstructing, upgrading and improving the road network

b) Development and implementation of traffic management and safety systems The actions aim primarily at further development of transport network and removing the bottlenecks by:
