NORMAS PROCESALES COMPLEMENTARIAS Artículo 132 Órganos de competencia exclusiva

All of the data processed were extracted from Eurostat’s databases only and no extra data were added from national statistics offices. Instead, complementary sources of information at hand were used to test the trends observed. The aim was to ensure the consistency and comparability of the data for all countries.

3.221 Turnover

The most recently reported available figures (2000, 2001, 2002 or 2003) were used as the primary source of information for each of the twenty-five countries.

For each sector, when no 2000, 2001, 2002 or 2003 data were available in the New Cronos database for a specific country, 1999 figures were updated using the average EU-15 sector- specific growth factor for the 1999-2004 period.

“2004 estimated values” are derived from the last available figures multiplied by the economic growth factor (rate of increase of GDP, extracted from the New Cronos Database). Calculating 2004 data on the basis of global GDP rates can however distort results in some cases if strong discrepancies exist between the growth rates of the economy and the growth rate of eco- industries.

Blue cells in Table 7 indicate items for which data were not identified nor could be calculated. Missing data include data for Malta, which is excluded from the results presented in this report; specific items related to turnover pollution management activities and turnover of resource management activities.

28 The calculation of the employment is done by using the model of the previous study (Analysis of the EU Eco-Industries, their Employment and Export Potential, by ECOTEC for DG Environment, 2002). This model as such has not been recalibrated. 29 These trade codes are the same as the ones selected for the previous study (Analysis of the EU Eco-Industries, their Employment and Export Potential, by ECOTEC for DG Environment, 2002). This makes it easier to make dynamic views for the export figures.

3.222 Employment

Most of the data input for the model are directly related to the analysis of turnover. Thus the limitations of the turnover data also apply to employment.

Updated employment figures are calculated using the same calculation methodology as in the previous study (Analysis of the EU Eco-Industries, their Employment and Export Potential, by ECOTEC for DG Environment, 2002). This model requires data on environmental expenditure for each sector with a breakdown between operating expenditure (OPEX) and capital expenditure (CAPEX). When separate data are not available, the average EU-25 breakdown between CAPEX and OPEX for the sector has been used for these countries.

3.223 Trade

The activities covered by available information represent only a fraction of the environmental goods and services covered by the present study. Correction was not possible as no other aggregated data for the sectors covered by the present study are available at this date. The World Trade Organisation (WTO) is currently in the process of establishing a common list of

study, although it will also include products with multiple purposes whereas the current list is restricted to goods used only for environmental purposes.

These aggregates are based on the partial import and export data for the following sectors: • Air pollution control (APC),

• Water pollution control (WPC), • Waste disposal,

• Monitoring equipment,

• Other Environmental Equipment (OEE) • Solar thermal,

• Photovoltaic, • Hydropower.
