Subject: Funding Request from Town of Innisfail for support for the Innisfail Skatepark and the Innisfail Horseshoe Courts
1.0 Purpose
To consider a request from the Town of Innisfail for a financial contribution towards the Innisfail Skatepark and the Innisfail Horseshoe Courts.
2.0 Background
The Town of Innisfail has requested $283,800 to support capital construction costs towards their community amenity projects.
The Skatepark has been designed to support use by a range of skateboard, scooter and BMX bicycle abilities. The Skatepark will be open to the public and free of charge. Construction is completed and the County contribution requested is $255,000.
Applications for the Community Facility Enhancement (CFEP) Grant for this project were unsuccessful. The Town has received $77,877 from the Kinsmen/Kinettes Club and further in-kind support will be provided. The total budget for the project is $850,000.
The existing horseshoe courts have been moved to another location due to the construction of the Skatepark. The Innisfail Horseshoe Club has members from both Innisfail and Red Deer County and hosts a large annual tournament. The new location will provide more appropriate space for spectators and equipment storage. The County contribution requested for the Innisfail Horseshoe Courts is $28,800 and the final construction cost for this project was $96,000.
3.0 Discussion
The County’s Recreation Operating Agreement with the Town of Innisfail estimates that 4,876 County residents are within the Innisfail catchment area. Innisfail is requesting Red Deer County contribute 30% of funding and this amount is based on user statistics at various facilities including the Aquatic Center, Public and Catholic Schools, Library and Learning Center, FCSS and other programming.
Operating costs for both projects will be covered by the Town of Innisfail. The Skateboard Park is identified for operational support through the Recreation Grant Agreement with Red Deer County.
Innisfail is completing a Recreation Feasibility Study to determine the level of need for recreation, leisure and cultural services and amenities, and to provide updated priorities for investment into facilities and programing. The study will be used to build a long-term budget plan for recreation facilities and will inform any future funding requests.
The Support to Urban Municipalities Policy states that Council will review requests made for capital support of new urban facilities and existing urban facility enhancement and maintenance projects on a case-by-case basis. This project would meet the guidelines as stated in the Support to Urban Municipalities Policy.
Previously, Red Deer County has provided capital investment towards other municipal Skateboard parks. In addition, Red Deer County has committed $305,000 towards the Hamlet of Springbrook Community Skateboard Park project.
Attached to this report is a spreadsheet which outlines County contributions made to various organizations throughout the County and in Innisfail.
4.0 Financial Implications
The 2019 year-end projection for the Community Services Reserve fund is $3,963,168 Any funds granted for this project will not significantly impact these reserves.
5.0 Options
a) Approve the request from the Town of Innisfail and provide a contribution of
$283,800 with the funds to be drawn from the Community Services Reserve and the 2020 budget be amended accordingly.
b) Approve contribution of an amount other than requested with the funds to come from the Community Services Reserve and the respective amendment to the 2020 budget be made. (Council to determine the amount).
c) Refer the decision on the request for a financial contribution for additional information. (Administration will require direction on what additional information is required.)
d) Deny the request.
6.0 Recommendation
That Council approve financial support towards the Town of Innisfail in the amount it considers appropriate, with the funds to come from the Community Services Reserve Account and the 2020 budget be amended accordingly.

Subject: Funding Request – Elnora and District Museum
1.0 Purpose
To consider a request made by the Elnora and District Museum for financial support towards the museum renovation costs within the Village of Elnora.
2.0 Background
The Elnora and District Museum have requested $5,000 in funding for renovations, including addition of insulation, new siding and windows. The Museum would like to protect the historical artifacts within the building through building maintenance upgrades.
3.0 Discussion
Upon review of the request, this proposal does not meet the criteria for funding from the Support to Urban Municipalities’ policies. Usually the request for financial assistance would come from a municipal partner and not a museum. The County provides funding to urban municipalities to cover “culture” related items through the Recreation and Culture Agreement.
The Museum confirmed they have not directly approached the Village of Elnora for funding for this project. The Village owns the land on which the Museum is situated and does not charge rental fees or utility charges. The Village, through the County’s Recreation and Culture Agreement, does provide funding to the Recreation and Culture board who then provides an annual grant to the museum. The Village does not charge taxes for the property. The Museum has not been successful in obtaining any other grants to support this project.
The Museum has confirmed its membership consists of equal numbers of Village residents and County residents.
Economic development staff reviewed this matter as well, and this request does not meet the criteria for funding through their grant programs.

The 2019 year-end for the community service reserve is $3,963,168. The County could provide for an allowance in the 2020 budget utilizing the Community Services Reserve.

Subject: Red Deer County & Summer Village of Norglenwold Intermunicipal Collaboration Framework/ Division 5
1.0 PURPOSE
To consider a resolution to adopt the Red Deer County and The Summer Village of Norglenwold Intermunicipal Collaboration Framework as per the attached Schedule A.
2.0 SUMMARY
As a result of recent updates to the Municipal Government Act (MGA), the Province requires all municipalities that share a common boundary to adopt an Intermunicipal Collaboration Framework (ICF).
As per the MGA Section 708.29, the ICF must include three main components:
a list of services that are currently delivered jointly by both municipalities;
information on how services are delivered, funded and implemented; and
a dispute resolution mechanism for resolving disputes between the two municipalities regarding the Framework.
Representatives from both municipalities have met to discuss the proposed ICF and have agreed on the items included in the attached draft document.
To complete the ICF process, the MGA requires both municipalities to adopt matching ICF documents by either bylaw or resolution.
Both Red Deer County and The Summer Village of Norglenwold have chosen to adopt the ICF by resolution.
The Summer Village of Norglenwold Council will consider the proposed ICF on February 28, 2020.
Once both ICFs have been adopted, Red Deer County Administration will notify Municipal Affairs.
3.0 ALTERNATIVES
a) Adopt, by resolution, the Red Deer County & The Summer Village of Norglenwold Intermunicipal Collaboration Framework;
OR
b) Refer decision on the proposed ICF pending further information.
4.0 RECOMMENDATION
Administration’s recommendation is to adopt the Red Deer County and The Summer Village of Norglenwold Intermunicipal Collaboration Framework by resolution as presented in Schedule A.
