3. Winning tickets can be cashed up to one year from the date of the winning draw. It is Mandatory that the System allows the MSLC to configure the cashing period for winning tickets.

4. When a winning ticket with outstanding draws is cashed at an Agent, an Exchange Ticket for the remaining draws is produced by the terminal. Exchange tickets have their own unique serial number and security characteristics. It is Mandatory that the

System supports exchange tickets in the manner described here.

5. In situations where a ticket has won more than one prize on a draw or a multi-draw ticket has won on more than one draw, when validated at an Agent terminal, the prizes are treated individually for the purposes of the validation rules defined in Section 2.4.3 Financial aspects of ticket validations, e.g., if a ticket has won two prizes and both prizes are individually within the limits of the Agent’s cashing thresholds, the prizes can be paid, even if the combined value of the prizes is above the Agent’s threshold. It is Mandatory that the System supports the existing MSLC rules.

6. It is possible that in the future, the MSLC has Agent terminals that can cash tickets but do not have a printer capable of printing exchange tickets. It is Mandatory that the System can be configured to prevent the validation of tickets with outstanding draws at such terminals.

7. It is Mandatory that tickets sold before the System is live that have outstanding prizes can be cashed on the new System at any Agent terminal.

8. Although the existing validation rules have been provided here, the MSLC requires a System that provides the flexibility, integrity and control of a modern lottery system. It is Highly Desirable that the System is designed to support these objectives.

2.4.5 Instant Ticket validations  

1. The standard method for Agents to validate Instant tickets is to scan the ticket barcode on the back of the ticket and enter a three digit validation number that is printed under the latex. It is Mandatory that this feature is supported by the System.

2. The MSLC has implemented Agent convenience functionality that under specific rules allows Agents to validate Instant Tickets without having to enter the three digit validation number. This functionality is referred to as auto-cash. The auto-cash rules are configured for each terminal and are based on the prize amount and ticket price of the Instant ticket.1 It is Mandatory that the auto-cash feature is supported by the System.

Response Required: Confirmation that this requirement will be supported by the System according to the existing rules.

3. The MSLC has implemented system controls that monitor Agents’ usage of the auto-cash feature. Further, under specific circumstances, auto-auto-cash functionality can be removed or restricted at a specific terminal. It is Mandatory that these requirements are supported by the System.

4. The MSLC is in the process of including a PDF 417, Two-Dimensional bar code that represents the ticket barcode and validation number under the ticket’s latex. This allows Agents to validate tickets with a single scan. Over time, this will replace the auto-cash functionality described elsewhere in this section. However, when the System is implemented, both styles of tickets will be active at Agents. It is Mandatory that the System supports the method of validating Instant tickets by scanning the PDF 417 barcode.

5. The MSLC would consider additional controls that govern the System and Agent functionality in relation to Instant ticket cashes. It is Desirable that the System offers options that would enhance the existing cashing rules and controls.

2.4.6 Player Activated Terminal validations  

1. Players of the MSLC’s On-line and Instant Ticket games can validate their tickets at the MSLC’s PAT and use their winnings to purchase additional tickets. It is

Mandatory that any solution proposed for the Existing Player Activated Terminals supports this requirement.2

Response Required: Confirmation that this requirement will be supported by the System.

2. The rules defined in Section 2.4.3 Financial aspects of ticket validations that govern whether tickets can be validated and any financial rewards for the Agent also apply to PATs. It is Mandatory that any solution proposed by the Bidder for the Existing Player Activated Terminal supports the existing rules.

2.4.7 Free bets  

1. In the past, the MSLC has offered a free On-line or Instant Ticket as the prize for a specific prize tier in an On-line game. It is Desirable that the System has functionality that allows an On-line ticket to be automatically printed, or an Instant Ticket to be awarded as the prize when a winning On-line or Instant Ticket is validated.

2.5 Draw Results Processing

 

The following sections define the MSLC’s requirements for the configuration, management and execution of On-line game draws.

2.5.1 Draw configuration and management  

1. It is Mandatory that the System allows the MSLC staff to define the parameters for the draws for each On-line game, e.g., draw days, future draw dates, sales times and draw break start & end times.
