1 Crèches which are for children of mixed ages and which operate for longer than 4 hoursmust be notified to Ofsted by means of an Exemption Notification form, no later than 14 days prior to the event. The number and age range of children, name of the venue and room of operation must be notified. A letter of confirmation agreeing exemption from registration will be issued by Ofsted and this may be displayed for parental reassurance.
2 Crèches for children aged 3 years and over, where the maximum stay is 4 hours, do not need to be notified to Ofsted. If children aged 2 years or under are cared for, notification is required.
3 It is considered best practice to inform Ofsted in all cases and to receive an exemption letter where appropriate.
General Guidance
4 Thefollowing must be submitted to the venue no later than 28 days prior to tenancy: Applicable insurance documentation
Ofsted Registration Certificate OR Ofsted letter verifying exemption from registration Risk Assessments
Safe guarding procedure – This should include a system for handling, recording and reporting concerns of all forms of child abuse. Parents need to be made aware that any concerns will be reported.
Provider’s recruitment policies and/or procedures including those for checking original CRB’s against each employee’s passport or driver’s licence.
Details on the proposed layout and location of the crèche, its proximity to toilet facilities and emergency exits, and any age restrictions for the children.
Submission of a PEEPS (Personal Emergency Evacuation Plan) for those children (if any) with mobility challenges (eg children requiring wheelchair and/or mobility vehicle assistance) 5 The crèche operator should request the following from the venue:
Emergency evacuation procedures, call signs and meeting points.
The location of the first aid room and the number to call for first aid assistance (if required) The venue’s security contact number

7 When identifying a suitable room for the crèche, the following should be considered: Ability to evacuate swiftly
Natural light and access to fresh air Easy access for buggies
Sufficient play space – 3.7 sq metres per child is recommended Proximity to toilets (sole use if possible)
Designated smoking areas should not impact upon the crèche room Glass doors and windows should be shatter proof
Child unfriendly furniture and plants should be removed from the room Stairs, if accessible, should be fitted with safety gates
Dangerous substances and equipment should be kept out of children’s reach, preferably in a locked cupboard
Power sockets within children’s reach should be fitted with safety covers Cleaning of the crèche must take place before the children arrive
Proper arrangements must be made for the children’s safe arrival and departure. The entrance should have a lobby area in order to allow space for parents booking children in and help prevent children escaping
Children should be supervised at all times whilst on the premises Any barriers must be high enough to prevent children being lifted out
A safe storage area, inaccessible to children, must be provided for staff belongings Any cords must be tied up out of children’s reach
An information sheet and plan should be produced and issued to parents detailing the location of the crèche and the location of the evacuation point in case of an emergency. Records
8 The following must be kept by crèche operators:
The registered person must keep records of the following and retain them for a period of two years:
The name, home address and date of birth of each child who is looked after on the premises The name, home address and telephone number of a parent/guardian/carer of each child
who is looked after on the premises
A daily record of the names of the children looked after on the premises and their hours of attendance
Accidents which involve the children being cared for occurring on the premises where childcare is provided
