In this paragraph the Organiser provides outline directions to facilitate transport of people and goods to the Expo Construction Site by way of:

• seaports;

• airports;

• the Milan rail network and other public transport;

• the road and motorway network.

To limit the impact on the public roads, a number of practical suggestions are also provided to assist the Participant.

4.1.1 Seaports

The main seaports in northern Italy are Genoa, La Spezia, Livorno, Venice and Trieste. A brief description of Genoa and Trieste, which are the most important in terms of freight, is given below.

Port of Genoa

The Port of Genoa is approximately 150 km from the Exhibition Site of Expo Milano 2015.

The Expo Construction Site can be reached from the Port of Genoa by road via the A7 motorway and the A50/E62 motorway/ring road (“Pero Nord” exit).

Port of Trieste

The Port of Trieste is approximately 400 km from the Exhibition Site of Expo Milano 2015. Trieste is an international hub for land-sea interchange flows between Italy and the Central and Eastern European markets and is the terminus for regular direct transoceanic links to China, India and the Far East.

Trieste is also one of the most important Italian rail ports and has its own internal railway, which connects to the national and international rail networks.

The Expo Construction Site can also be reached from the Port of Trieste by road via the A4 motorway and national road SS33 (“Pero Nord” exit).

The Milan airport system consists of Milano Malpensa, Milano Linate and Bergamo (Orio al Serio). Milano Malpensa and Bergamo (Orio al Serio) both have passenger and freight terminals

Milano Linate Airport

From Milano Linate Airport the Expo Construction Site can be reached by:

• a bus connection terminating at Milano M1 San Babila metro station, from where the Expo Construction Site can be reached via the Milan public transport system (www.atm-mi.it);

From Bergamo (Orio al Serio) Airport the Expo Construction Site can be reached by:

• direct bus connections to the Milano Centrale and Milano Lambrate railway stations, from which the Expo Construction Site can be reached using the Milan public transport system (www.atm-mi.it);

• a road connection consisting of the A4 motorway - national road SS33 (“Pero Nord” exit).

4.1.3 Rail

The international and national rail network

The railway system of the Milan metropolitan area benefits from its position at the crossroads of two important European corridors:

• EAST-WEST: corridor V connecting Ukraine to Portugal;

• NORTH-SOUTH: the Two Seas corridor, connecting the two important port cities of Rotterdam and Genoa.

The main rail connections to the Milan hub are:

• west: Milan-Turin;

• east: Verona-Brenner Pass and Milan-Brescia-Venice-Trieste;

• north: Milan-Gallarate-Domodossola and Milan-Chiasso;

• south: Milan-Bologna and Milan-Genoa.

As far as freight transport is concerned, there are numerous rail freight

Passenger transport: a nationwide system of high speed trains gives journey times of (for example) Milan-Rome in less than three hours, Milan-Bologna in one hour and Milan-Turin in 40 minutes. As well as these high speed services there are long-distance national and regional rail routes throughout Italy.

Milan public transport

The Milan metro system consists of four metro lines and a suburban rail service that connects the Milan hinterland with the City centre.

The Expo Construction Site has a direct connection to the metro system at the Rho-Fiera stop, which is on the M1 metro line. The Rho-Fiera stop is an interchange that can also be reached by train from Milano Porta Garibaldi railway station, taking the S5 suburban line (destination Varese-Milano Rogoredo) or the S6 line (destination Novara-Milano Rogoredo).

4.1.4 Roads

The Exhibition Site of Expo Milano 2015 lies within the dense infrastructure network in the north-western part of the City of Milan. The roads in the vicinity of the site are partly new-built and partly existing roads that have been modernised to appropriate operating standards, and connect the Exhibition Site to the network.

Motorways (Autostrade)

Milan is served by the following National and European motorways:

• Autostrada A8 and A9 to Switzerland;

• Autostrada A4 (westbound) to the Piedmont region and France;

• Autostrada A4 (eastbound) to the Triveneto regions and Austria;

• Autostrada A7 to Genoa;

• Autostrada A1 to central and southern Italy.

4.1.5 General information

The transport networks in the metropolitan area of Milan are particularly subject to rush-hour traffic entering and leaving the City. It is therefore strongly advisable to take account of this and avoid using road transport during weekday peak hours.

Each Participant must take appropriate measures to limit the impact of their activities on the public roads, always taking due account of the fact that the many parties involved in the works for Expo Milano 2015 will all be using the same transport infrastructure at the same time.

So far as transporting people is concerned, the Organiser would advise each Participant to use public transport (rail and metro) and organise shuttle services to/and from their own Lot (see paragraph 4.2 Access to the Expo Construction Site).

So far as goods transport is concerned, the Organiser would suggest that the use of road transport should be minimised. Appropriate measures must also be put in place to guarantee the integrity and cleanliness of the public roads (e.g. dust, scattered material, etc.).

In relation to the correct use of the public roads in the vicinity of the site, the Organiser reserves the right to suggest prescriptions or provisions, which all Participants must obey, and which may be issued in response to recommendations by the Authorities or road management Agencies.

It should be noted that as part of the preparations for Expo Milano 2015, modernisation and extension road works are planned in the area. These works (entailing closures, lane reductions, width reductions, etc.) may limit use of the roads leading to the Expo Construction Site and may consequently cause an increase of traffic on the roads affected.

Via the PDMS the Organiser will provide the Participant with a plan of the Exhibition Site, giving information about the roads in the vicinity of the Expo Construction Site.

The Organiser will also make information available on the PDMS in relation to traffic conditions on the motorways, the Milan ring road, and the regional roads. However it will be up to the Participants to acquire updated traffic information and take it into account when managing their own transport to and from the Expo Construction Site.

For abnormal loads or for transporting hazardous substances to the Expo Construction Site in ways that comply with current legislation, the Participant must liaise autonomously with the Authorities and the public road Agencies.

The Organiser gives notice that under current Italian Law, abnormal loads are considered to be vehicles whose road configuration, due to specific functional requirements, exceeds the profile or weight limits set out in Articles 61 and 62 of the Italian traffic Law (“Codice della Strada”).
