3.3. El procesamiento del fruto
1.1 The GPS based Vehicle Tracking System shall be designed specifically for the purpose of tracking / monitoring of fire fighting vehicles, Ambulances etc in real time bases. The Contract shall comprise the supply, installation, testing & commissioning of Vehicle Tracking System mounted on Fire engines, Ambulances, Cars, Jeeps etc complete with all the accessories, as specified. The vehicles and VTS will be used for Fire Fighting & Rescue operations by ULBs, SPAs, State Govt. Undertakings or Companies in the State of Maharashtra, Monitoring and Controlling of all VTS will be at Central Control Room, Mumbai and also at local Respective Purchaser’s Control Room ( within the prescribed limit of Respective Purchaser ) if required.
The bid price shall include the cost of Hardware, Web Software, and everything needed to installation, testing and commissioning of VTS on the Fire appliances in the state of Maharashtra.
1.2 The bidder shall supply, install and commission all required hardware, software and necessary accessories/ items for the efficient working of the system to meet overall technical specifications.
1.3 The system should be capable to track 1000 vehicles simultaneously. However the present requirement is 500 no’s, of fire fighting vehicles only.
1.4 The offered Vehicle Tracking System shall be able to view the progress of the vehicle on the entire route on real time basis. The data displayed shall include but not limited to position, direction and speed vehicle registration number, distance, halt report etc. as per requirement of (MFS) Maharashtra Fire Services.
1.5 The system should be capable of providing seamless information of the status of vehicles under monitoring/ tracking by the system. In case of non availability of communication link or system at base, the vehicle mounting unit should be equipped with minimum 1 day of store and forward mechanism to ensure no loss of any data/ information.

1.7 The system should also be compatible with any other GSM service provider. 1.8 All the necessary statutory licenses and authorization, if any, from the respective
authorities will be under the scope of work of the bidder at no extra cost to MFS. 1.9 The system will be under warranty for a period of minimum one year from the
successful commissioning of the system.
1.10 The bidder has to organize a system familiarization program at MFS, Mumbai for operation and maintenance of the system at no additional cost to MFS & also for ULBs, SPAs, and Fire Stations.
1.11 The system should be based with access through login ID and password.
1.12 The GIS should be capable of editing features such as addition/ deletion of POIs (Point of interest) search feature etc.
1.13 The system should have provision for flexibility in customization of output reports. 1.14 The system shall be provided with the SIM cards. The prices / charges / rental if
any shall be shown as per Price Schedule “B”
1.15 Bidder should provide 24x7 customer software support (see Price Schedule “B”). .
1.16 Bidders may visit and get acquainted with the work site with prior permission for better understanding of scope of work before submitting bids.
1.17 Vehicle mounting unit (GPS) should be housed in a rugged/ tamperproof mounting at a safe place in each vehicle.
1.18 Server Procurement and Maintenance will be responsibility of bidder. However, the charges if any monthly / annually / shall be shown as per Price Schedule “B” 1.19 Vehicle Management System will be hosted on a Tenderer’s Web server (or also
Bidder’s Web Server as per given in Price Schedule “B”), Communication server and (map and data base) server located in Indian Geographic, which will constitute a Vehicle Management System (VMS) Server.
1.20 The overall system deployed for above work should be such that any query made to the system should give response within 30 sec. (Max) at peak load of 1500 vehicles.
1.21 A documentary proof for Service Level Agreement (SLA) for 99% uptime of the server system is required to be submitted by the Vendor.
1.22 MFS should be able to map the destination of the vehicle in the real-time. This information should be utilized by the vendors for integration and generation of various kinds of reports.
1.23 MFS should be able to assign schedule time for vehicles for various locations in real-time.
1.24 The software and Hardware must be so designed that, it should be capable of giving the printed data on halts, speed violations, route deviations, unauthorized halts, total distance traveled, any delay in the arrival etc and other data as required for generation of reports.
1.25 Software should allow creating multi-level hierarchy of accounts. It means a user can create any number of sub-users and a sub-user can further create any number of sub-user and so on. There should not be any limit on the level of hierarchy allowed in the software.
1.26 The logic of various monitoring parameters (like delays, halt timings etc) must be customizable so that the same can be varied if required by MFS.
1.27 The GPS data must be captured in intervals of 3 seconds (configurable) and transmitted to the server on real time basis thru GPRS.
1.28 Provision to create Geo-fence around loading site and communicate vehicle entry/exit as an Alert. This provision should be available to utilize Alert by MFS. 1.29 A mobile application has to be provided to call for status of vehicle movement in
query mode, whenever desired by users.
1.30 Licensed Software shall be as under (A): Operating system – UNIX based operating system.
(A) RDBMS: Oracle 9i/10g/MS SQL Server/MySQL Server.
