4.1 Each Programme Board of Examiners should ensure that they have an External Examiner appointed (Regulation 14.6 of C1 The Academic Board and its sub-

structure). If a Programme Board wishes to have more than two external examiners appointed then a request must be made to the Chair of College Assessment Board. 4.2 The nominated External Examiner will be asked to complete the nomination form,

and submit, along with their CV, the completed form to the Programme Board Chair (further information can be found at:

http://www.kcl.ac.uk/aboutkings/quality/academic/external/nomination.aspx). Once the form has been returned and finalised by the Programme Board Chair then the nomination is approved by both the Chair of the School Board of Examiners and the Chair of College Assessment Board.

4.3 On approval of appointment, the External Examiner will be sent an appointment letter, accompanied by relevant information relating to academic regulations, marking framework and marking criteria. In addition the External Examiner will be advised on local information to be provided by the School, which includes:

 programme specifications

 marking schemes

 programme/module materials

 draft examination papers

 list of coursework title or coursework subject areas

4.4 The College will write to all External Examiners annually, providing them with any updates to the regulations and procedures for that academic session.

4.5 All new External Examiners should receive some form of orientation to the

programme. This would normally be a session when the Examiner is invited to meet the Programme Board chair and key members of staff involved with the delivery of

the programme; such a meeting might also involve students (further information can be found at: http://www.kcl.ac.uk/college/policyzone/index.php?id=471)

4.5 The main duties of the External Examiner are provided in A3 Regulations for taught programmes, Regulations 25.9 – 25.27.

4.6 External Examiners are required to electronically submit an written report (word format, not PDF) at the conclusion of each final examiners board on the appropriate form, which can be found at:

http://www.kcl.ac.uk/aboutkings/quality/academic/external/report.aspx. The report should be submitted within one calendar monthof the meeting held to determine the results of candidates and Examiners are required to sign the report to acknowledge that their report will be made available to students. It is only on receipt of the appropriate form will the external examiner get paid their annual fee.

4.7 If an External Examiner fails to submit a report within two calendar months of the meeting held to determine the results of candidates, and there are no extenuating circumstances for this non submission, then a recommendation will be made to terminate the External Examiner’s appointment.

4.8 Following consideration by the Chair of CAB and officers in QAS, officers within the QAS Office will send the External Examiner’s report to Heads of Schools, School Board Chairs, Programme Board Chairs, Directors of Administration and Heads of Department.

4.9 Schools will ensure that student representatives have a sight of External Examiner reports, via Staff/Student Liaison Committees and/or Departmental Teaching Committees. Student representatives on programme review panels will also see External Examiners’ reports on those occasions.

4.10 On receipt of the External Examiner’s report, College officers, School Board Chairs and Programme Board Chairs are required to submit a formal response, on the report that the External Examiner has submitted. The full report is then sent back to the External Examiner by the Programme Board Chair and is then copied to the QAS office. The report will form part of the annual monitoring process for programmes and Schools. A diagram showing the full procedure for the consideration of External Examiners’ reports is on page 68.

4.11 School Board Chairs may be required to attend the College Education Committee annual report meeting with Schools, as advised by the College Education Committee, where any issues raised in External Examiners’ reports, any areas of good practice, action taken to address issues and any areas for College consideration may be discussed. Any matters in relation to assessment that require further consideration will be forwarded to the College Assessment Board.

4.12 Chair of CAB and Officers within QAS then produce an overview report (one for undergraduate programmes and one for taught postgraduate programmes, including specialist doctorates) for consideration by the College Assessment Board and

The QAS section chases up any

reports not received

The External Examiners’ (EE) reports are received by the Quality and Academic Support (QAS) Section and

the payment is sanctioned.

QAS identifies any reports with serious concerns about quality and standards that need

the immediate attention of the Vice-Principal (Education) or Chair of

CAB

The Chair of College Assessment Board (CAB) and officers in QAS scrutinise reports and respond where appropriate to

issues raised by External

The Vice-Principal (Education), or Chair of CAB, contacts the School

to request a response

Reports are then sent to the Head of School, the Director of Administration, the Programme Board Chair, the School Board

Chair and the Head of Department. Non-academic issues

are referred to the appropriate officers

for comment/response

Programme Board Chair reviews the reports and responds to issues raised. Once the response is complete the Programme Board Chair forwards the

report onto the School Board Chair

Chair of CAB and QAS officers prepare the overview reports (for undergraduate, taught postgraduate and specialist doctorates) for

submission to Academic Board The Programme Board Chair sends the report (with responses) to the External Examiner and

copies in the QAS office.

External Examiners reports, are considered

as part of School QA processes, by; School

Boards of Examiners; School Education Committees (or their

equivalent) and Departmental Teaching Committees. Student representatives attend School Education Committees and Departmental Teaching Committees.

Relevant issues may be referred to Staff

Student Liaison Committees for

discussion. A note of any serious

concerns and how they were addressed is reported to the next scheduled meeting of the Academic Board

School Board Chair reviews the reports plus responses to issues raised. Once approved the report is sent back to the Programme Board Chair
