ESTRATEGIAS DE ACTUACIÓN
- Prolongación del eje viario Tenor Fleta hasta el Tercer Cinturón, lo que permitirá eliminar la barrera existente.
- Mejorar accesibilidad a la Estación Mirafl ores, para un mayor uso de sus servicios de movilidad.
- Potenciar el eje norte-sur apoyándose en la red de espacios verdes de Zaragoza, conectándose con el Canal Imperial.
- Modifi cación y mejora del antiguo camino Mirafl ores hasta el Tercer cinturón. - Urbanización del Sector 38/3, consolidando y recuperando está zona del barrio de
San José que hoy en día actúa como un fondo de saco, vacío y degradado. - Creación de viviendas colectivas de uso privado y equipamientos tanto sociales
como educativos y deportivos.
- Dar continuidad al corredor verde interior que se propone en San José, aprove- chando la traza de una acequia existente. Crear una zona de huertos urbanos, que necesitaría implicación por parte de los vecinos, dando lugar a un proceso de transformación social.
CONECTAR LA CIUDAD_ Mediante la prolongación de la Avenida de Tenor Fleta se consigue salvar la barrera física que generaba el cajón cubriendo las vías de tren, y a partir de la actuación, consolidar la parte Este de la ciudad. Al mismo tiempo se crean unas conexiones perpendiculares, que posibilitan una mayor permeabilidad y conec- tan los ejes principales del Barrio San José con el tercer cinturón y el Canal imperial. ESPACIOS VERDES_ Se crean unos recorridos lineales entre las nuevas viviendas y equipamientos, que permiten una permeabilidad hacia la Av. Tenor Fleta y po- tencian la idea del Anillo Verde de Zaragoza, formando parte de la red de espacios libres de Zaragoza. A su vez, se plantea junto a la acequia del plano, una zona de cultivo para el desarrollo de diferentes actividades medioambientales.
CONSOLIDAR_ La urbanización del sector 38/3 al fi nal de Tenor Fleta, creando nue- vas viviendas y equipamientos, atrayendo gente y revitalizando el Barrio San José.
FASES DE LA INTERVENCIÓN
Se considera el ámbito 38/3 delimitado por el PGOU como objeto de estudio y desarro- llo. Con un total de 91941.76 m2, se plantea desarrollar la ejecución del proyecto a través de 4 fases. La decisión es consecuencia de la necesidad de establecer una jerarquía en cuanto a infraestructura, consistente en estructura viaria general, secundaria y urbani- zación. Además, la intervención se completa con un sistema de ejes y corredores verdes de gran envergadura. Este proyecto se desarrolla con el planteamiento de un Plan Espe- cial que delimita el sector 38/3-A. El límite se establece en el antiguo camino Mirafl ores, actual eje verde de la acequia del Ojo del Gallo. Se prevé así una futura ampliación que colmate el barrio con el sector 38/3-B, enlazando la zona con el sector de cabezo cortado.
STRATEGIES FOR URBAN INTERVENTION
- Extension of the road axis of Tenor Fleta up to the Th ird Belt, allowing us to eliminate the existing barrier.
- To improve accessibility to Mirafl ores Station, for greater use of their mobility services. - To enhance the north-south axis of the city through green spaces.
- To modify and improve the old Mirafl ores road, extending it to third belt. - Urbanization of Sector 38/3, consolidating and recovering this area of San Jose
neighborhood that today acts as an empty and degraded cul-de-sac.
- To build collective housing for private use and also social, educational and sports equipment.
- To give continuity to the interior green corridor proposed for San Jose, taking advan- tage of the layout of an existing ditch. Create an area of urban gardens, which would require involvement by the neighbors, resulting in a process of social transformation.
CONNECTING THE CITY_ Th rough the extension of Tenor Fleta Avenue, it is possi- ble to overcome the physical barrier generated by the concrete barrier delimiting the railway tracks, and through intervention consolidate the eastern part of the city. At the same time they create perpendicular connections, which allow greater permea- bility and connect the main axes of Barrio San Jose with the third belt and with the Canal Imperial.
GREEN SPACES_ Linear green paths are created between the new houses and equip- ment, which allow easier permeability to Tenor Fleta Avenue and strengthen the idea of the Green Ring of Zaragoza being part of the network of free spaces in Zaragoza. At the same time, along the linear green paths of the new design a growing area is proposed where diff erent environmental activities can be carried out.
CONSOLIDATE_ Th e urbanization of sector 38/3 at the end of Tenor Fleta, creating new building and equipment, making it more attractive and revitalizing the neigh- borhood of San Jose.
PHASES OF THE INTERVENTION
Th e fi eld 38/3 delimited by the PGOU is considered as object of study and develo- pment. With a total area of 91.941´76 m2, the development of the execution of the project is proposed through 4 phases. Th e decision is a consequence of the need to establish a hierarchy in terms of infrastructure, consisting of a general roadway, secondary structure and urbanization. In addition, the intervention is completed with a system of road axes and green corridors. Th is project is developed with the proposal of a Special Plan that delimits sector 38/3-A, the physical limit corres- ponds to the old Mirafl ores road, although a future extension is foreseen in the sector 38/3-B, linking up with Cabezo Cortado.
