3.1 Encourage a more global perspective through Alberta’s education system.
Being competitive in the global marketplace requires individuals having the competencies to engage internationally: to build and maintain global connections, to be in-tune with what is happening on the world stage, and to collaborate across political and cultural boundaries. It is Albertans’ attitudes, skills and knowledge that will make them globally competitive and it is the education system that lays the foundation for this.
Alberta’s vision of Kindergarten to Grade 12 education in the year 2030, described by Albertans in Inspiring Education: A Dialogue with Albertans (2010), strives to develop students who are engaged thinkers and ethical citizens with an entrepreneurial spirit. It focuses on helping students develop competencies for success both locally and globally. Opportunities to engage internationally, through international
exchanges are important tools to advance this goal. Students, parents, schools and communities gain a broader understanding of the world and Alberta’s place in it when interacting with people with multiple perspectives. Engaging in international education also contributes to diversifying Alberta’s economy – as international students pay tuition fees and other expenditures related to living in Alberta communities. Alberta is viewed as an international leader in
education. Its reputation in education and its
participation in dialogue on the international stage also play a prominent role in building Alberta’s overall image. This has created international interest in accessing Alberta’s curriculum.
Alberta’s post-secondary system of universities, colleges and technical institutes also recognize the value of international engagement. The Government of Alberta will work with its partners to explore new and
Albertans to develop 21st century competencies such as entrepreneurship, to engage internationally and to help drive the economy and maintain the quality of life for Albertans.
To this end, the Government of Alberta has established the Alberta Abroad program which enables graduates to work directly in specific markets to gain experience and perspective. Alberta Abroad is a partnership between
international employers/host organizations and the Government of Alberta that offers competitive work placements to Albertans in international locations for a specific limited amount of time. The Albertans in the program will gain knowledge of international dynamics, geopolitics and other cultures. They will also demonstrate Albertans’ high level of education, strong work ethic and willingness to progress.
3.2 Attract international students and labour to Alberta
The attraction of people – students, researchers, graduate students, academics, entrepreneurs, other professionals – to Alberta is critical to our future success. Alberta has benefited greatly from the determination and skills brought to our province by those who come here to work, study and live. We grow and develop through the nuanced cultural understanding that comes from interacting with people from other nations. Around the globe, people are preparing to go out into the world to make their mark and build their future. As a province of opportunity, the Government of Alberta
must be ready to attract these individuals to Alberta and support them as they work toward success. Renewed effort will be made on attracting students to Alberta’s Kindergarten to Grade 12 schools, universities, colleges and technical institutes. Filling the needs and requirements of post-secondary institutions will help to meet Alberta’s labour market needs and to contribute to Alberta’s economy. This will require close consultation with partners to understand needs and recognition of the important strategic leverage points already in place through the work of our school authorities and post- secondary institutions.
Beyond the education system, attraction of labour requires a considered and strategic approach. The markets that Alberta focuses on for exports are more often than not, not the same markets optimal for labour attraction. Developing and implementing a highly targeted labour attraction initiative
will require Alberta to consider specific labour shortages and to find the right fit of skills in markets with those skills and willingness to live in Alberta. Working with the Government of Canada, the Government of Alberta will continue to implement Supporting Immigrants and Immigration to Alberta that effectively aligns the attraction, selection and integration of newcomers in support of Alberta’s labour needs, looking at countries where potential newcomers have the fewest barriers to work in Alberta.
This effort will require identifying global pools of workers with the qualifications that are needed in Alberta, creating marketing tools and resources that support employers in their international recruitment efforts. It will also require developing a pre-arrival strategy that ensures potential newcomers are prepared to live and work in Alberta before they arrive in the province.
In these efforts, Alberta’s international offices will be better utilized by providing proactive support to in-market labour attraction initiatives.
3.3 Communicate Alberta’s international efforts
It is important for Albertans of all walks-of-life to understand the interest the world is showing in Alberta. Hundreds of important visitors come to Alberta on a regular basis wanting to understand the story of the province we call home. Albertans should know about these sorts of events and also hear more about the missions and positive outcomes of Government of Alberta efforts abroad.
Increased efforts will be made to share this information on a regular basis. Stakeholders such as local chambers of commerce and economic development authorities, will also be approached to participate in this effort.
