Part C of Title VII of the Public Health Service Act 21

(42 U.S.C. 293k et seq.) is amended by— 22

(1) redesignating section 748, as amended by sec- 23

tion 5103 of this Act, as section 749; and 24

(2) inserting after section 747A, as added by sec- 1

tion 5302, the following: 2

‘‘SEC. 748. TRAINING IN GENERAL, PEDIATRIC, AND PUBLIC

HEALTH DENTISTRY.

‘‘(a) SUPPORT AND DEVELOPMENT OF DENTAL TRAIN-

5

ING PROGRAMS.—

6

‘‘(1) IN GENERAL.—The Secretary may make

7

grants to, or enter into contracts with, a school of 8

dentistry, public or nonprofit private hospital, or a 9

public or private nonprofit entity which the Secretary 10

has determined is capable of carrying out such grant 11

or contract— 12

‘‘(A) to plan, develop, and operate, or par- 13

ticipate in, an approved professional training 14

program in the field of general dentistry, pedi- 15

atric dentistry, or public health dentistry for 16

dental students, residents, practicing dentists, 17

dental hygienists, or other approved primary 18

care dental trainees, that emphasizes training for 19

general, pediatric, or public health dentistry; 20

‘‘(B) to provide financial assistance to den- 21

tal students, residents, practicing dentists, and 22

dental hygiene students who are in need thereof, 23

who are participants in any such program, and 24

who plan to work in the practice of general, pe- 1

diatric, public heath dentistry, or dental hygiene; 2

‘‘(C) to plan, develop, and operate a pro- 3

gram for the training of oral health care pro- 4

viders who plan to teach in general, pediatric, 5

public health dentistry, or dental hygiene; 6

‘‘(D) to provide financial assistance in the 7

form of traineeships and fellowships to dentists 8

who plan to teach or are teaching in general, pe- 9

diatric, or public health dentistry; 10

‘‘(E) to meet the costs of projects to estab- 11

lish, maintain, or improve dental faculty devel- 12

opment programs in primary care (which may 13

be departments, divisions or other units); 14

‘‘(F) to meet the costs of projects to estab- 15

lish, maintain, or improve predoctoral and 16

postdoctoral training in primary care programs; 17

‘‘(G) to create a loan repayment program 18

for faculty in dental programs; and 19

‘‘(H) to provide technical assistance to pedi- 20

atric training programs in developing and im- 21

plementing instruction regarding the oral health 22

status, dental care needs, and risk-based clinical 23

disease management of all pediatric populations 24

with an emphasis on underserved children. 25

‘‘(2) FACULTY LOAN REPAYMENT.—

‘‘(A) IN GENERAL.—A grant or contract

under subsection (a)(1)(G) may be awarded to a 3

program of general, pediatric, or public health 4

dentistry described in such subsection to plan, 5

develop, and operate a loan repayment program 6

under which— 7

‘‘(i) individuals agree to serve full-time 8

as faculty members; and 9

‘‘(ii) the program of general, pediatric 10

or public health dentistry agrees to pay the 11

principal and interest on the outstanding 12

student loans of the individuals. 13

‘‘(B) MANNER OF PAYMENTS.—With respect

14

to the payments described in subparagraph 15

(A)(ii), upon completion by an individual of 16

each of the first, second, third, fourth, and fifth 17

years of service, the program shall pay an 18

amount equal to 10, 15, 20, 25, and 30 percent, 19

respectively, of the individual’s student loan bal- 20

ance as calculated based on principal and inter- 21

est owed at the initiation of the agreement. 22

‘‘(b) ELIGIBLE ENTITY.—For purposes of this sub-

23

section, entities eligible for such grants or contracts in gen- 24

eral, pediatric, or public health dentistry shall include enti- 25

ties that have programs in dental or dental hygiene schools, 1

or approved residency or advanced education programs in 2

the practice of general, pediatric, or public health dentistry. 3

Eligible entities may partner with schools of public health 4

to permit the education of dental students, residents, and 5

dental hygiene students for a master’s year in public health 6

at a school of public health. 7

‘‘(c) PRIORITIES IN MAKING AWARDS.—With respect

8

to training provided for under this section, the Secretary 9

shall give priority in awarding grants or contracts to the 10

following: 11

‘‘(1) Qualified applicants that propose collabo- 12

rative projects between departments of primary care 13

medicine and departments of general, pediatric, or 14

public health dentistry. 15

‘‘(2) Qualified applicants that have a record of 16

training the greatest percentage of providers, or that 17

have demonstrated significant improvements in the 18

percentage of providers, who enter and remain in gen- 19

eral, pediatric, or public health dentistry. 20

‘‘(3) Qualified applicants that have a record of 21

training individuals who are from a rural or dis- 22

advantaged background, or from underrepresented mi- 23

norities. 24

‘‘(4) Qualified applicants that establish formal 1

relationships with Federally qualified health centers, 2

rural health centers, or accredited teaching facilities 3

and that conduct training of students, residents, fel- 4

lows, or faculty at the center or facility. 5

‘‘(5) Qualified applicants that conduct teaching 6

programs targeting vulnerable populations such as 7

older adults, homeless individuals, victims of abuse or 8

trauma, individuals with mental health or substance- 9

related disorders, individuals with disabilities, and 10

individuals with HIV/AIDS, and in the risk-based 11

clinical disease management of all populations. 12

‘‘(6) Qualified applicants that include edu- 13

cational activities in cultural competency and health 14

literacy. 15

‘‘(7) Qualified applicants that have a high rate 16

for placing graduates in practice settings that serve 17

underserved areas or health disparity populations, or 18

who achieve a significant increase in the rate of plac- 19

ing graduates in such settings. 20

‘‘(8) Qualified applicants that intend to establish 21

a special populations oral health care education cen- 22

ter or training program for the didactic and clinical 23

education of dentists, dental health professionals, and 24

dental hygienists who plan to teach oral health care 25

for people with developmental disabilities, cognitive 1

impairment, complex medical problems, significant 2

physical limitations, and vulnerable elderly. 3

‘‘(d) APPLICATION.—An eligible entity desiring a

4

grant under this section shall submit to the Secretary an 5

application at such time, in such manner, and containing 6

such information as the Secretary may require. 7

‘‘(e) DURATION OF AWARD.—The period during which

8

payments are made to an entity from an award of a grant 9

or contract under subsection (a) shall be 5 years. The provi- 10

sion of such payments shall be subject to annual approval 11

by the Secretary and subject to the availability of appro- 12

priations for the fiscal year involved to make the payments. 13

‘‘(f) AUTHORIZATIONS OF APPROPRIATIONS.—For the

14

purpose of carrying out subsections (a) and (b), there is 15

authorized to be appropriated $30,000,000 for fiscal year 16

2010 and such sums as may be necessary for each of fiscal 17

years 2011 through 2015. 18

‘‘(g) CARRYOVER FUNDS.—An entity that receives an

19

award under this section may carry over funds from 1 fiscal 20

year to another without obtaining approval from the Sec- 21

retary. In no case may any funds be carried over pursuant 22

to the preceding sentence for more than 3 years.’’. 23
