3.1 The salary attached to the position of Counsellor is equivalent to Salary Scale 7, that is €21,426.98 in 2015 per annum, rising by annual increments of €531.17 up to a maximum of €24,614.00.

3.2 If the selected candidate is a Public Officer holding a substantive grade/indefinite status in the Malta Public Service, s/he will retain his/her substantive grade/indefinite status during the assignment period and will revert to his/ her substantive grade/indefinite status on termination of the assignment. In the case of a selected candidate who is not a Public Officer holding a substantive grade/indefinite status in the Malta Public Service, his/her service with the DES as well as with the Maltese Government will be discontinued in case of termination of the assignment.

3.3 If the selected candidate is a Public Officer holding a substantive grade/indefinite status in the Malta Public Service and, during the assignment period, is appointed to a grade with a Salary Scale higher than Scale 7, s/he will be required to relinquish the duties of Counsellor and be transferred to duties pertinent to his/her new grade. However, if the substantive salary of a selected officer becomes higher than the maximum of Scale 7 through progression, s/he will be allowed to complete his/her stipulated term of assignment.

4.0 Duties

4.1 The Counsellor will be required to perform the following duties and responsibilities, amongst others:

managing the counselling services in the state colleges including primary and secondary schools;

carrying out counselling sessions on an individual or group level as part of an integrated preventive and intervention service;

ensuring that the counselling services are well promoted in the school context;

ensuring that trainee counsellors and guidance teachers work within ethical framework and quality standards;

tassigura li r-rekords u s-sistemi ta’ lloġġar dwar l- interventi kollha mal-istudenti jinżammu sew mit-trainee

counsellors u l-guidance teachers filwaqt li tiggarantixxi li

l-kunfidenzjalità tinżamm dejjem skont id-dispożizzjonijiet legali eżistenti;

tassisti u tagħmel rapporti annwali;

tiġbor u tanalizza informazzjoni dwar il-qagħda kurrenti tal-istudenti għall-fini ta’ laqgħat tal-professjonisti jew case

conferences għall-ġid tal-istudenti nfushom;

tlaqqa’ l-SMTs ta’ kull skola tal-Kulleġġ mal-guidance

teachers u membri oħra tat-team multidixxiplinarju tal-

Kulleġġ biex jiddiskutu dwar il-każijiet tal-istudenti u jieħdu azzjonijiet neċessarji;

tkun marbuta li tagħti rendikont ta’ għemilha lill-College

Counsellor u lis-Service Manager, Servizzi Edukattivi

PsikoSoċjali, u lid-Direttur tas-Servizzi għall-Istudenti; twettaq dmirijiet oħra skont l-esiġenzi tas-Servizz Pubbliku fuq struzzjonijiet mogħtija mid-Direttur Ġenerali (DSE);

twettaq dmirijiet oħra skont l-esiġenzi tas-Servizz Pubbliku fuq struzzjonijiet tas-Segretarju Permanenti Ewlieni.

4.2 Persuna magħżula taħdem fuq bażi ta’ Kulleġġ kemm fil-livell primarju kif ukoll fil-livell sekondarju, li tappoġġa l- istudenti, l-istaff tal-iskola u lill-ġenituri fiż-żewġ livelli biex b’hekk tassigura kontinwità aħjar fl-iżvilupp edukattiv tal- istudenti u prattika professjonali aħjar. Il-Counsellors huma mistennija li jaħdmu f’qafas ta’ team multidixxiplinarju.

4.3 L-applikanti magħżula jsirilhom proċess ta’ induction fl-ambjent u s-sistema tal-Kulleġġ u skola organizzat mid- DSE.

monitoring of the service provided by all trainee counsellors and guidance teachers;

working in close collaboration with the College Education Psycho-Social team, School Management Teams, the Student Services Department DES and other professionals employed with other government entities and also with non-governmental agencies, thereby ensuring maximum utilisation of resources for the benefit of the students;

ensuring that records and logging systems are well kept by the trainee counsellors and guidance teachers regarding all interventions carried out with each student while ensuring confidentiality at all times in accordance with existing legal provisions;

assisting and compiling of annual reports;

collecting and analysing information about the current situation of the students in order to assist in professionals’ meetings or case conferences for the benefit of the student;

meeting SMTs in each school of the College, together with guidance teachers and other members of the college multi-disciplinary team, for case reviews and other related work to the counselling services;

being accountable to the College Counsellor, the Education Psycho-Social Service Manager and Director Student Services Department;

performing any other duties as according to the exigencies of the Public Service as directed by the Director General (DES);

performing any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary.

4.2 A Counsellor will work on a College basis at both primary and secondary level supporting students, school staff and parents at both levels thus ensuring better continuity in the educational development of students and better professional practice. Counsellors are expected to operate in a multi-disciplinary team framework.

4.3 A selected candidate shall undergo an induction process in the College and school environment and system organised by the DES.
