4.1

oBjeCTiVeS and role of PUBliC-orienTed

SerViCeS of TUT

according to act on Universities, the objective of a university is to advance science and culture, to provide study, science and other creation-based services to the society. Service to society is acting through all the core proc- esses – teaching and learning, research and development and public-oriented services.

TUT’s public-oriented services promote advancement in society, i.e. the aim is to organise knowledge transfer and support development of science-intensive entrepreneurship, promote life-long learning and self-development, popularise learning of exact sciences and science and engineering, act as a memory institution and a tradition and culture bearer, interactor between different groups within society, offer sports, cultural and entertainment events, help to interconnect groups/organisations within society (students-enterprises; school learners-university; alumni-alumni etc.).

4.2

PUBliC-orienTed SerViCeS

in addition to study (incl. open University and continuing education) and research and development activities, TUT provides different public-oriented services (part of the services being integrated into both the core and support processes):

1. r&d service provision (incl. innovation shares, preliminary and applied research, laboratory services, profes-

sional consultations and services; marketing services targeted to inventions, knowhow and other intellectual property)

Tender: Innovation and Business Centre (IBC), academic units; activity based on the Strategy of Internationalisa- tion and Innovation, operation/action plan and Statutes of the IBC; Target groups: enterprises, incl. start-ups.

2. open University and continuing education service

Tender: Open University, academic units; based on the Strategy of Teaching and Learning, TU operation/action plan and statutes; Target groups: enterprises, institutions, physical persons.

3. incubation and entrepreneurial service (MeKTory project etc.)

Tender: IBC, Tallinn Science Park Foundation; based on the Strategy of Internationalisation and Innovation, Stra- tegic Plan of Tallinn Science Park Tehnopol, IBC operation/action plan and statutes; Target groups: students, start-ups.

4. educational technology and multimedia service (incl. design of e-courses and study objects)

Tender: Educational Technology Centre (ETC); activity based on the Strategy of Teaching and Learning, ETC operation/action plan and statutes; Target groups: other institutions of higher education, vocational educational institutions.

5. Practice and job placement service

Tender: Career and Counseling Service; activity based on the Strategy of Teaching and Learning, operation/ac- tion plan and statutes of the Office of Academic Affairs; Target groups: organisations of the public and private sector.

6. Preparatory courses and service for preparation for olympiads

Tender: Preparatory Courses Office; activity based on the Strategy of Teaching and Learning, the Strategy of Mar- keting and Communication, Statutes of Preparatory Courses Office; Target groups: basic school and high school students.

7. Service for indepth/interest/hobby groups (School of Technology, city camps etc.)

Tender: Open University; activity based on the Strategy of Teaching and Learning, the Strategy of Marketing and Communication, Statutes of Open University; Target groups: basic school and high school students.

8. Mediation of learning opportunities in UsA (free counseling, thematic lectures, consultations)

TTender: Education USA Advising Center; activity based on the Statutes of International Relations Office; Target groups: persons interested in opportunities to study in USA and/or to be performed language tests (TOEFL, SAT, GRE, GMAT, SLEP etc.)

9. library service

Tender: TUT Library; activity based on the Strategic Plan of TUT Library, Statutes; Target groups: students (incl. other higher educational institutions), staff from the private and public sector, retired people, school students.

10. Publishing service

Tender: TUT Publisher; activity based on the Strategic Plan of TUT Library, Statutes of the TUT Publisher; Target groups: students (incl. other higher educational institutions), organisations of the private and public sector (e.g. professional societies).

11. Cultural heritage-related service: incl. museums and exhibitions

Tender: TUT Museum, Observatory, Glehn Castle; activity based on the Strategic Plan of TUT Library; Target groups: school students, students (incl. other higher educational institutions), parents, local residents, (foreign) visitors.

12. service for cultural and leisure time events, incl. events organised by students and amateur art groups (“Robotex“,

“Key to future“, “senior Citizen University (3rd youth)“ etc.; cinema, theatre, concert, dance performances etc.)

Tender: TUT Culture Centre, TUT Student Union and student organisations; activity derived from the Statutes of NPO TUT Culture Centre, Statutes of TUT Student Union, strategic directions of TUT Student Union; statutes of student organisations and art groups (NPOs); Target groups: students (incl. other higher educational institutions), alumni, school students, local residents, (foreign) visitors, different audiences.

13. sporting and sports hall service

Tender: TUT Sports Centre, NPO TUT Sports Club, OÜ TUT Sport (sports hall); activity based on the Statutes of Sports Centre and the Strategic Plan of the Faculty of Social Sciences, Statutes of OÜ TUT Sport, Statutes of NPO TUT Sports Club; Target groups: students (incl. other higher educational institutions), organisations of the private and public sector, enthusiastic sportsmen and professional sportsmen.

14. service for alumni movement and event support

Tender: NPO TUT Alumni Association, Marketing and Communication Office (MCO); activity based on the Stat- utes of NPO TUT Alumni Association, Statutes of MCO; Target groups: TUT alumni, students.

15. Accommodation, incl. hostel service

Tender: NPO TUT Student Village (incl. Academic Hostel); activity based on the Statutes of NPO TUT Student Village; Target groups: students, visitors (incl. from abroad), clientelle of accommodation service (for hostel).

16. Room rent service (lecture rooms, student house, glehn Castle etc.)

Tender: Facilities Unit; activity based on the Statutes of Facilities Unit, Statutes of the Student House Foundation; Target groups: students (incl. other higher educational institutions), organisations of the private and public sector (incl. enterprises, higher educational institutions), alumni.

17. scholarship, advertising and sponsoring service

Tender: TUT Development Foundation (scholarships), NPO TUT Sports Club (scholarships for student sportsmen), Marketing and Communication Office (advertising), TUT Student Union (advertising); activity based on the Stat- utes of TUT Development Foundation, Statutes of MCO, Student Union documents; Target groups: enterprises, enterprise owners and managers (incl. alumni).

18. service for issuing documents (concerning study, employment etc.)

Tender: Document Management Office; activity based on the Statutes of Document Management Office; Target groups: alumni, former employees.

4.3

sTRATegIC MANAgeMeNT AND PROCesses

Provision of public-oriented services is a decentralised activity, i.e. it holds clientelle/target groups of wide diver- sity in relation to content, competence, and orientation. All members of the management and units under their control shall be responsible for provision of service(s) in their area of competence. service creation, provision and development shall be covered either by strategic documents (e.g. strategic Plan of TUT library, strategic Plan of TUT Museum, strategic Plan of sports Activities), strategic plan of a activity area, operation/action plan or a strategic plan of a unit. for legal persons with TUT participation (OÜ, NPO, foundation etc.), TUT shall plan, real- ise, evaluate and control the activity, shall make and submit proposals for improvements to enhance service level and directions through the Council, Board, relevant committee or other entities.

4.4

PARTICIPATION IN NATIONAl DeCIsION-MAKINg BODIes

AND IN POlICy-MAKINg

TUT staff participate in the activities of different local, national and international representative and decision- making bodies targeted to promoting TUT interests and objectives and effective formation and implementation of higher education, science and innovation policy of estonia and the european Union as well as supporting and supervision of national and eU strategic goals, broader areas and projects. The Rector assigns/nominates TUT representatives into representative and decision-making bodies, through recommendation to the government of estonia, the Minister of education and Research or other persons, bodies or institutions.
