Contractor shall develop and, subject to EMPLOYER approval, implement detailed completion and turnover procedures for the project. These procedures shall address the following
• EMPLOYER’s Planned Start-up Sequence (Exhibit 16-1),
• EMPLOYER’s completion and take over Specification (CTS),
• System completion testing.
Said procedures shall be divided into home office engineering and jobsite functions, satisfying certain minimum requirements as follows:
A. Home Office Engineering
1. Immediately upon receipt of the EMPLOYER's Planned Start-up Sequence and approval of Contractor's piping and instrumentation drawings (P&ID's), Contractor shall begin development of a system test program for the project.
ANSI B31.3 or the EMPLOYER’s general piping specifications will govern testing requirements. In the case of conflicts, the more restrictive one shall prevail.
2. The test program shall contain a schedule consistent with the above sequence and shall identify on the P&ID's every element and component for each system to be tested. System identification shall be such as to permit coordinated development of both testing and flushing programs for each system.
3. The test program shall designate test pressures, testing media, any limitations, blinding plates requirements, testing equipment, temporary piping, line, and miscellaneous test materials for each system. It should be noted that due to process condition and/or mechanical effort limitations pneumatic tests will be

required for certain systems, i.e., Catalyst Circuits, Flare Line, etc. Contractor is responsible for performing all such test related to Contractor’s scope of work.
A separate schematic testing diagram shall be produced for each system based on the marked-up P&ID's and test program criteria shown on the piping line list.
Said schematic diagram shall reflect applicable testing after system flushing and shall incorporate all pertinent information re: vents, drains, pressure medium, blind plates, accessibility, potential construction interferences, etc. which can be ascertained from the P&ID's and model (if applicable). Said line list will identify hydrotest package number, designate operating pressure, design pressure, test pressure, governing testing code, and any special flushing/cleaning of lines. It should be noted that foreign supplied pipe typically is supplied with a protective paint that if not completely removed can poison the catalysts and potentially produce off-spec products. Therefore, contractor is to insure all associated pipe/fittings associated with the catalyst circuits and final wet end process systems that have internal protective coatings and/or paint are to be internally sandblasted clean to near white finish prior to fabrication. These systems will also require chemical cleaning after associated piping systems are mechanically complete.
B. Jobsite Functions
1. Contractor shall program its jobsite completion and testing work in accordance with III.A.3 above.
2. Contractor shall formally request EMPLOYER's inspection prior to testing and/or turnover of any unit, system, or area or equipment. Such requests shall be signed by Contractor's Construction Manager and shall transmit all testing diagrams, drawings, and other relevant data.
3. Following requirements shall govern issuance of interim and final turnover notices by EMPLOYER's Project Manager:
a. Notices shall evidence mechanical acceptance and formal transfer defined in II above and shall be accompanied by "punch lists" of unfinished items which are required for Mechanical Completion and Final Acceptance but are deemed by the EMPLOYER's Project Manager to be non-critical to pre-start-up activities. These should be generally limited to thermal insulation and painting items. Said punch lists shall contain both Contractor and the EMPLOYER observations and indicated scheduled completion date for each item.
b. Notwithstanding the non-criticality of unfinished items in III.B.3.a., notices shall not be issued for areas in which conditions are assessed as

hazardous to pre-start-up activity due to concentrations of Contractor personnel, quantities of unfixed materials, etc.
c. All items appearing in Contractor's portion of the Mechanical Completion column of the CTS must by definition, be completed prior to certification of Mechanical Completion.
d. While the exact format of turnover notices shall be as specified by the EMPLOYER's Project Manager, turnover notices shall require the signatures of Contractor’s Construction Manager, the EMPLOYER's Manager, and the EMPLOYER's Operations and Maintenance Manager.
e. Should Mechanical Completion (as verified by EMPLOYER's Representative Construction manager) precede issuance of a turnover notice, Contractor shall be obliged to continue its equipment protective maintenance program (Ref. Project Instruction N° 6, Section II.C) until such issuance.
4. The EMPLOYER may assume the rectification of certain non-critical deficiencies and changes which cannot be completed by Contractor subsequent to interim turnover and prior to start-up may be assumed by Company. These shall be so noted on the final turnover punch list, and appropriate Contract Price adjustments negotiated.
5. Contractor shall be expected to undertake certain corrective work subsequent to issuance of a turnover notice if such work is required through no fault of the EMPLOYER.
Contractor shall arrange the coordinations for all subcontractor technical personnel and vendors as required to perform such functions as erection supervision, functional checkouts, and other related duties.
CONTRACTOR must comply with all the training activities and elaboration of manuals for the Start up, Commissioning and Guarantee tests of the facilities after the modifications2.
The licensors will provide guides of operation and maintenance that have to be reviewed by the FEED-EPC CONTRACTOR; furthermore, they will provide qualified technical personnel for the development of the training activities3. It is important to say that there are no personnel qualified for the Pre-Commissioning

Phase: The EMPLOYER will be responsible for providing the personnel to be trained4.
Should the services of a vendor technical representative be required by the EMPLOYER after release by Contractor, Contractor shall formally transfer supervision of said representative to the EMPLOYER by letter with appropriate copies. The EMPLOYER will then issue instructions to the representative regarding expense recording requirements and assume all costs except travel for return home or to next assignment both of which shall be to Contractor's account.
