The wise Christian steward receives, man- ages, and passes on the gifts of God. There are many giving opportunities. The options to do good through support of ministries in which you believe are numerous, however “permanent gifts” must be well-planned in order to carry out the wishes of the donor in the future.
The United Methodist Foundation and its Local Endowment Fund Program provides opportunities for making charitable gifts to your local church or other Methodist minis- tries through immediate, life income, or de- ferred gift plans. Terri Turner, Executive Director of the United Methodist Founda- tion, offers assistance in establishing new Endowment Funds in the local church as well as assisting churches who have already received permanent gifts to manage these gifts in the most productive and efficient manner. The United Methodist Foundation is uniquely qualified to offer expertise in the investment and management of these gift funds to enhance the stewardship programs of the church.
In developing a new Endowment Fund Program in the local church, the Foundation provides this service through a series of steps/meetings. This process is monitored by the Executive Director of the Foundation and the Foundation’s Committee on Wills and Endowments.
STEP 1: Introduction to Endowment Fund Pro- gram
The most important factor in a successful program is a commitment from the pastor and the lay leaders of the church. In this meeting we discuss the bene- fits of an Endowment Fund Program to the future of the church and the benefits to the church members. We also discuss other churches in our Conference who are in various stages of endowment planning and the role of the United Methodist Foundation in this planning process.
STEP 2: Establishment of Endowment Com- mittee
The committee responsible for this program should be clearly defined. If a “Wills and Legacies Commit- tee” exists, the Foundation’s director will work with this group in carrying out the program. In most cases a new “Endowment Fund Committee” is estab- lished through a Charge Conference resolution which we provide.
STEP 3: Development of Endowment Fund Document
The key to financial stewardship is the presentation of a clear vision of the ministry and mission of your church. The Endowment Fund document details the purpose of the Fund, the uses of the Fund, as well as the administration and investment of the Fund. This information gives your church membership an un- derstanding of how they can support this vision through participation in this Fund.
STEP 4: Ongoing Promotion of the Endowment Fund Program
The “Endowment Fund Program” is a service more than a fund raising effort. By educating the church members on the service, those who want to give will know how their gifts will be used to accomplish God’s plan in their lives. Through brochures, educa- tional workshops, mail-outs, and speakers, you can share this service with your church and community. The United Methodist Foundation is available to assist your church in establishing a new program or in reviewing and restructuring an existing gift pro- gram. Please feel free to use the Foundation as a resource in strengthening this new level of Christian stewardship in your church.

Why an Endowment Fund?
Costs for the operation of a church institution have increased dramatically in recent decades. Colleges have recognized this fact and developed significant endowments to ensure the ongoing operation of their schools. The same must be true for our local church. Putting aside funds today to produce earnings for tomorrow will enable the congregation to expand its ministry in the future.
What will this Endowment support?
The Cupcake Memorial United Methodist Church Permanent Endowment Fund supports two designated components as well as undesignated possibilities. The designated areas are a Missions Fund and a Property Fund. The Missions Fund will provide support for missions in and beyond the local church and community. The Property Fund will provide for maintenance, care, improvements or additions to, or construction of our physical facilities. Undesignated gifts will be used partly for the above needs and partly for
special needs and ministries determined by the church leadership.
How will this fund affect the Church Budget?
The endowment will not be a line item to be funded through the budget, nor will it replace ongoing ministries and obligations that are now in the budget.
What is the Spending Policy ?
Current policy calls for earnings distribution from the Permanent Endowment Fund to consist of 5% of the average balance of the fund during the last three years. Withdrawals will not be allowed to reduce the Fund below its historic dollar value. All earnings from restricted gifts will go to the component for which the gift was designated. Unrestricted earnings also will provide funds for creative ministries that emerge but could not be anticipated nor funded out of the regular budget.
How will the Fund be administered?
The Endowment Fund will be invested with and managed by the United Methodist Frontier Foundation. A committee consisting of the Pastor, the Chairperson of the Committee on Finance, the Local Church Treasurer, a
representative from the Board of Trustees
named by the Board of Trustees, the
Administrative Council Chair and four at-large persons nominated by the Committee Lay Leadership will acknowledge gifts and administer the fund. They also will publicize the uses of the earnings from the fund and recommend to the Administrative Council the uses of the undesignated earnings.
How can I make a contribution?
Donors can make gifts by will, by insurance, by stock or in a variety of manners. Gifts by will should be designated for the Cupcake Memorial United Methodist Church Permanent Endowment Fund. You may choose to restrict your gift, or a portion of it, to:
