Since being set up in 1916 Consorci of the Zona Franca Barcelona has been working alongside the City Council to develop and give support to flagship business projects. These projects materialize successfully and effectively due to el Consorci’s tenacity and experience. It is the type of institution that, in difficult situations like the present, allows cities to advance entrepreneurially and remain attractive for doing business and generating economic initiatives.
During 2011 el Consorci finished the Eureka I Project, located in the UAB campus (Bellaterra) and the Torre Telefónica Diagonal 00, located at the end of Diagonal Avenue. These are architecturally iconic and highly advanced buildings, designed to house leading companies in the fields of technology and R+D, pioneers in their fields and either start-ups or companies already well established, such as the Telefónica delegation in Catalonia.
El Consorci is one of the most active economic agents for the urban development of the new Barcelona; be it in the 22@ area, where it has undertaken important projects such as the Biomedical Research Park, the Poblenou urban industrial park, the Media-TIC building, the CAC and the headquarters for the Blood and Tissue Bank or in the Marina del Prat Vermell and Sant Andreu neighbourhoods where it is developing significant activity, which without doubt contributes to the making of a city.
During 2011 the town planning works of the first phase of the BZ Project was completed. BZ, Barcelona Innovation Zone, is a new concept of a space for business, aimed at promoting the transition from the current industry to a new industry based on knowledge, innovation and transfer of technologies. The first companies have already been installed.
The BZ project is a good example of Consorci’s modus operandi: efficient management, proactive project, independent of the economic cycle; thinking of the medium to long term in order to give Barcelona distinctive features that place it at the forefront of the worldwide ranking.
Recovery after the economic crisis will be a slow process, but it is sure to happen. In order to achieve it we count on institutions like el Consorci, and its professionals, to work alongside the city of Barcelona.

Dès sa fondation en 1916 le Consorci de la Zona Franca de Barcelona a œuvré aux côtés de la Mairie de la ville afin de soutenir et développer des projets industriels et commerciaux de premier ordre réalisés avec succès et efficacité grâce à sa ténacité et son expérience. Il s’agit d’un modèle d’organisme, qui, dans les moments difficiles que nous vivons aujourd’hui, permet de faire avancer les projets industriels de la ville, de maintenir l’attrait de Barcelone pour le développement des affaires et des initiatives économiques.
Tout au long de l’année 2011, El Consorci a conclu les projets Eureka I au sein du campus de l’Université UAB (Bellaterra) ainsi que la Tour Telefónica Diagonal 00, située à un extrême de l’Avenue Diagonal. Il s’agit de grands ouvrages uniques et d’une architecture très avancée, destinés à accueillir des entreprises à la pointe de la technologie R+D. Ils regroupent des « jeunes pousses » ou d’autres entreprises déjà fortement implantées mais toutes, pionnières dans leur secteur, comme par exemple, la délégation de Telefónica en Catalogne.
El Consorci est l’un des agents économiques les plus actifs dans le domaine du développement urbain de la nouvelle Barcelone, tant dans la zone de 22@, où plusieurs projets de grande ampleur ont été développés, comme le Parc de Recherche Biomédique, le Parc Industriel Urbain de Poblenou, le bâtiment Media-Tic, le CAC ou encore le siège de la Banque de Sang et Tissus Sanguins ; que dans le quartier de la Marina du Prat Vermell ou à Sant Andreu, là où de nombreuses activités se développent contribuant ainsi à offrir une nouvelle ampleur à la ville.
Durant l’année 2011 la première phase pour lancer les bases du projet BZ Barcelone Zona Innovación a été réalisée, il s’agit d’un nouveau concept d’espace pour les entreprises, afin d’encourager le passage de l’industrie actuelle vers une nouvelle industrie basée sur la connaissance, l’innovation et le transfert de technologies, et où s’y sont déjà installées les premières entreprises.
Le projet BZ représente un excellent exemple du modus operandi du Consorci : une gestion efficiente, un travail proactif, indépendant du cycle économique ; qui se projette sur le moyen et long terme afin que Barcelone puisse disposer des atouts qui la situe en pole position du ranking mondial.
La récupération après la crise se fera de manière lente mais sûre, et aboutira inexorablement. Pour cette raison et afin d’y parvenir, nous faisons pleinement confiance au Consorci et à toute son équipe de professionnels pour travailler main dans la main avec la ville de Barcelone.

Whilst you read these lines, El Consorci de la Zona Franca finds itself at the beginning of a new stage in its business life, marked by the urgent needs to reposition its strategic priorities, help maintain economic productivity and promote employment. 2011 was a year of severe economic crisis. El Consorci closed the year with the pride of a job well done and a large portfolio of projects (especially unique buildings in Barcelona) nonetheless, it is essential to improve the financial results in order to make its main purpose viable which is to promote the productive economy of Barcelona at the highest levels.
I arrived to El Consorci at the start of 2012, with great enthusiasm and willingness to extol the efficiency of this public company, which I believe should be a true reflection of the effort and commitment of the Spanish Government to the economic development of this country. After being passed the baton by my predecessor, Manuel Royes, I cannot imagine a better tool than El Consorci, and its team of professionals, to contribute to the economic recovery to which we all aspire
Throughout its long history El Consorci has demonstrated its solvency as an economic agent and has been a pioneer in innovative activities which give prestige to the city, Catalonia and Spain. The flagship industrial estate which it manages has an excellent location for productivity and transport connections, the best position to showcase the Barcelona brand to the world.
In this new stage we are starting a decade in which the Zona Franca industrial estate will take a leap forward in terms of connections and productivity. The railway link with Europe and the arrival of the metro to the estate will increase its commercial value and the reindustrialization of the estate, through the promotion of knowledge technologies and the arrival of businesses looking for excellent connections, will re-launch this area as a platform for international production and exportation.
We are facing this strategic challenge with confidence and pride, having a realistic attitude towards the current economic situation, but with the determination to convert our dreams and ambitions into reality, in order to transform this privileged area into an international reference point.

À la lecture de ce texte, Le Consorci de la Zona Franca sera pleinement engagé dans une nouvelle étape corporative, marquée par l’impérative nécessité de resituer ses priorités stratégiques, contribuer à maintenir la productivité économique et créer des emplois. 2011 a été une année de difficile crise économique ; le Consorci a bouclé son année fier de son travail bien fait et avec un important portefeuille de projets –il faut d’ailleurs mettre en relief les grands ouvrages architecturaux à la pointe de la technologie construits à Barcelone–, mais aussi avec des comptes de résultats qu’il est indispensable d’améliorer pour maintenir la viabilité de notre raison d’être : promouvoir la productivité économique de Barcelone au plus haut niveau.
Ma venue au Consorci début 2012, s’est faite avec un réel plaisir et grande fierté et je suis convaincu qu’il faut réactiver l’énergie et l’efficacité de cette entreprise publique, afin qu’elle soit, et c’est mon avis intime, le reflet de l’effort et de l’engagement du gouvernement espagnol dans le développement économique du pays. Mon prédécesseur, Manuel Royes, me passera le relais en tant que délégué spécial de l’État, et je ne peux imaginer un meilleur outil que le Consorci et ses professionnels afin d’apporter notre contribution à la reprise économique que nous désirons tous.
Tout au long de son histoire, l’entité a démontré son importance en tant qu’agent économique et a été pionnière dans les activités innovantes qui apportent un grand prestige à notre ville, à la Catalogne et à l’Espagne. L’importante zone industrielle qu’elle gère est située sur un espace privilégié et correspond à un modèle productif et logistique idéal, il s’agit donc du meilleur positionnement possible afin d’optimiser la marque Barcelona dans le monde entier.
Durant cette nouvelle étape nous abordons une période de dix ans pendant laquelle la zone industrielle de la Zona Franca vivra un saut qualitatif des communications et des activités productives : la connexion ferroviaire avec l’Europe et l’arrivée du métro au sein même de la zone industrielle augmenteront sa valeur commerciale ; la nouvelle industrialisation de la zone grâce au développement des technologies de la connaissance et l’arrivée d’entreprises qui recherchent l’excellence logistique relancera cette zone en tant que plateforme de production et d’exportation internationale.
Nous allons affronter ce défi stratégique avec confiance et fierté, sans perdre de vue la réalité des conditions économiques actuelles, mais pleinement déterminés à réaliser nos rêves et nos objectifs les plus ambitieux afin que cet espace aux multiples atouts devienne un référence au niveau international

Since its urbanisation in the fifties, the Zona Franca Industrial Estate has been a key factor in the economic strength of Barcelona and its metropolitan area. Its contribution to the economy has increased gradually and it is now the largest and most active industrial area in Spain and currently one of the most dynamic in Europe, with over 300 companies operating there.
The Esate is incorporated into two thriving urban areas, Barcelona and L’Hospitalet, and shares momentum with new projects such as the Fira, Gran Via L’Hospitalet and the new Marina neighbourhood. In recent years, the industrial estate has been undergoing major changes, replacing older industrial activities with more innovative companies which are able to make the best use of the estate’s excellent location and accessibility.
The Zona Franca Industrial Estate’s location near important transportation infrastructures and communications hubs makes it one of the best-connected business platforms in the world. Just 7 km from the urban centre of Barcelona, 7 km from the airport, and 500 m from the port and 200 m from Can Tunis, the principal railway freight station in Catalonia; it also has direct access to the metropolitan ring roads, which link to an extensive network of national and international motorways.
The estate is very large, with an area of 6,000,000 m² (6% of the area of the city of Barcelona), and has a road network of 26 km and green spaces totalling 80,700 m², with 3,000 trees and 2,300 bushes.
The industrial estate offers various communal services, such as cleaning and security. The area of the industrial estate, the Zona Franca Customs Authority and the Zona Franca Logistics Park, are protected by the Consorci's security services with coordination between private security firms and the Civil Guard. In 2011, a total of 185,301 km in security rounds were carried out, with 144 interventions, including humanitarian and vehicular aid services.
The main offices of the Consorci have a Control Centre from which private security staff monitor the site 24 hours a day, 365 days a year. There is also a permanent emergency telephone number enabling the Consorci’s Security Services to deal with emergency calls in cooperation with the National Police, the Guardia Urbana, the Mossos d’Esquadra, the fire brigade and medical services.
The Estate has an active maintenance policy for its infrastructures and facilities, carrying out extensive improvements each year. In 2011 these included:

Peu à peu, son poids économique a pris de l’ampleur et aujourd’hui il s’agit du plus grand et plus actif espace industriel d’Espagne et l’une des plus dynamiques d’Europe, comptant plus de 300 entreprises installées.

Il s’agit d’une zone industrielle de grande dimension, qui représente une surface de 6.000.000 m² –c’est-a-dire 6 % du sol de la ville de Barcelone–, qui dispose d'un réseau routier de 26 km et jouit de zones vertes qui s’étendent tout au long de 80.700 m², comprenant un total de 3.000 arbres et 2.300 arbustes.
La zone industrielle offre différents services en communs, comme l’entretien et la sécurité. Les services de surveillance du Consorci protègent la zone industrielle, la Zone Franche Douanière et le Parc Logistique de la Zone Franche, avec une équipe de professionnels composés d’un personnel de sécurité privée et des membres de la Gendarmerie Nationale. Durant toute l’année 2011 les rondes de surveillance ont parcouru un total de 185.301 km et 144 interventions ont été réalisées, relatives à des interventions de secours et de prises en charge de véhicules.
Les bureaux centraux d’El Consorci disposent d’un Centre de Contrôle d’où le personnel de Surveillance et de Sécurité privée contrôle toute la sécurité, 24 heures sur 24, 365 jours par an. De même, et par le biais d’une ligne permanente d’urgences téléphoniques, ils reçoivent les appels au secours en collaboration avec la Police Nationale, la Police Municipale, les Mossos d’Esquadra (Police Régionale), les Pompiers et les Services Médicaux.

• Improvements to infrastructures and facilities
In line with its policy of environmental sustainability, the Consorci's targets focused on reducing energy and water consumption. To this end a watering network is used with a programme optimising watering times depending on the necessities of the different types of plantations. Currently all watering throughout the Zona Franca Industrial Estate is done with groundwater.
In the same spirit of responsible consumption, a high energy efficiency pilot test has been carried out using LED technology for Street lighting resulting in 32 new lights having been installed in Street E of the Estate.
2011 has seen the opening of the biomass plant in Zona Franca’s power generation station in Gran Via L’Hospitalet. This is one of southern Europe's most important energy efficiency projects and the first in Spain.
The plant's operation will involve heat and cold generation, regasification and the vaporisation of biomass. It will provide a heat and cold distribution network for Fira de Barcelona, the hospitals and hotels near Head Office and companies located in the new innovation hub, BZ Barcelona Zona Innovación. The energy produced will also be used in a pioneering project to provide power for residential buildings in the Marina district. This is expected to be fully operative in 2019, when it will produce enough power to meet the needs of a town with a population of 60,000.
Furthermore since 2010 the industrial estate has had an ongoing energy efficiency project to create a photovoltaic power generation plant on the roofs of the Estate's units.
12,038 photovoltaic modules have been installed, with generating capacity of 4,439 GWh per year, equivalent to the power consumed by over 1,000 homes. This project is the fruit of an agreement between the Consorci and Comsa Emte. This first phase of the project is taking place on the roofs of the Zona Franca Customs Authority's precinct, and a warehouse in the 22AL area.
The new solar facility, installed by the company TFM Energía Solar Fotovoltaica, will reduce CO2by 1,233 tonnes, according
to greenhouse gas emissions calculations.
The project is part of the Consorci's strategy of implementing energy saving practices and encouraging environmental measures in the Zona Franca area, enabling the Estate to obtain EMAS and ISO 14001 certification.
The Estate also has a WIMAX broadband wireless network so that data and images can be transmitted wirelessly from any location.
• Improvements in transport
A number of improvements have been carried out to the Estate's roads network, including resurfacing of 10,000 m² of road with sound absorbing materials, improvements to bus shelters and stops, and the construction of four new pedestrian crossings with speed controls.

• Amélioration des infrastructures et des installations
El Consorci, fidèle à sa politique environnementale a centré les objectifs d’amélioration de 2011autour de la réduction de la consommation d’eau et d’énergie. Pour cela El Consorci utilise un logiciel d’optimisation des durées d’arrosage en fonction des besoins en eau des différents types de plantes et arbres existants. Actuellement la totalité de la zone industrielle de la Zona Franca utilise un système d’arrosage d’eaux phréatiques.
En suivant les mêmes critères de consommation responsable, un programme pilote a été lancé afin d’implanter un système d'éclairage public à technologie LED, à haute efficience énergétique. Plus concrètement 32 nouveaux lampadaires ont été installés dans la rue E de la zone industrielle.
En 2011 l’usine de biomasse de la centrale de production d’énergies de la Zona Franca-Gran Via L’Hospitalet a été inaugurée. Il s'agit de l’un des projets les plus importants en matière d'efficacité énergétique de biomasse du sud de l'Europe –il s’agit également du tout premier en Europe.
La centrale fonctionne à partir de la production de chaleur et de froid, de la regasification et de la vaporisation de la biomasse. Au moyen d’un réseau de distribution de chaud et de froid, la Foire Exposition de Barcelone, la City Métropolitaine, les hôpitaux et les hôtels proches de la centrale, ainsi que les entreprises qui s’installent dans le nouveau pôle pour l'innovation, BZ Barcelona Zona Innovación, pourront se fournir en énergie froide et chaude pour leurs installations.
En outre, de manière pionnière, l'énergie produite sera destinée à une utilisation résidentielle dans le quartier de la Marina. Il est prévu d’arriver à plein rendement en 2019, lorsque la production d'énergie équivaudra à la consommation d'une ville de 60.000 habitants.
De plus depuis l’année 2011, la zone industrielle dispose d’un projet d’efficience environnementale qui cherche à tirer profit des toitures des entrepôts situés dans la zone industrielle pour créer ainsi un parc de production d'énergie photovoltaïques. 12.038 modules photovoltaïques ont été installés, sur une surface de 54.000 m² capables de produire 4.4 GWh par an, correspondant à la consommation électrique moyenne de plus de mille logements. Le projet fut mené à bien grâce à l'accord entre le Consorci et Comsa Emte. Cette première phase mise en œuvre sur les toitures des bâtiments de la Zone Franche Douanière et d’un entrepôt situé dans le quartier 22AL.
Le nouveau parc solaire, installé par l'entreprise TFM Énergie Solaire photovoltaïque évitera le rejet dans l'atmosphère de 1.233 tonnes de CO2, selon le calcul d'émissions de gaz à effet de serre (GEH).
Le projet fait partie de la stratégie du Consorci d'implanter des politiques d'économie énergétique et de promotion de mesures environnementales dans l'espace Zona Franca; des pratiques qui ont été reconnues au niveau européen par les certifications EMAS et ISO 14001.
La Zone Industrielle dispose d'un réseau de communication sans fils à bandes larges (WIMAX) qui permet la transmission de données et d’images par ses systèmes sans fil quelque soit la position géographique.
• Améliorations de la mobilité
Tout au long de l'année des améliorations du réseau routier de la zone industrielle ont été menées à bien, parmi lesquelles, et il faut le souligner, la reconstruction d'une surface de 10.000 m² de voies publiques au moyen d’un aggloméré sono-réducteur, l'amélioration des abribus et des arrêts de transport public et, finalement, l’aménagement de sept nouveaux passages piétons avec contrôle de vitesse et gendarmes couchés.

Improvements to the existing signs situated at the entrances to the Estate have also been carried out, making it easier for users to locate businesses based in the Estate through renovation of the information points with updated maps and company listings.
Transport is of utmost importance for this large business area. The industrial estate currently has a public transportation service that includes seven daytime bus lines (lines 21, 23, 37, 109, 110, L88 and PR-4) and one night bus line (N1). The Consorci spends 327,000 euros a year subsidising four of the eight bus lines that connect the industrial estate. However, the next five years will see major changes both in terms of local transport connections and with the city of Barcelona, with the anticipated arrival of the Metro (six stations).
• Works on line 9 of the Metro
Work on Metro line 9 has continued this year and part of the route is expected to be operational from 2014-2016. The other branch of line 9, which will connect the Logistics Park with the exhibition facilities, Mercabarna and the airport, will run below ground on the north side of the industrial estate and will connect with the extension to line 2.
• The Zona Franca “Rambla”
The arrival of line 9 has transformed street A where the Metro will circulate above ground along a viaduct, which will be the longest in the city and the first of its type in Spain.
Underneath there is a 3 km long “Rambla” with open spaces where people can stroll, run or ride bicycles. The aim is to make the road and its surroundings more people-friendly. Infrastructure work on the avenue was completed in 2010 and 4 stations were constructed in 2011.
Les bornes d’informations des entrées de la zone industrielle ont été améliorées et modernisée afin de faciliter la recherche des entreprises par les usagers. Ces bornes ont été rénovées en y ajoutant un plan actualisé ainsi qu’une liste des entreprises installées dans la zone industrielle.
El Consorci de la Zona Franca a également opté pour l’utilisation de véhicules hybrides (combinant électricité et combustibles fossiles) pour toutes les patrouilles sur l’ensemble des 600 hectares, afin de réduire les coûts de déplacement et rabaisser au maximum le rejet de CO2dans l’atmosphère.

Toutefois, durant le prochain quinquennat avec l'arrivée imminente du métro –six stations–,un changement à grande échelle au niveau connexion aura lieu avec les alentours et la ville de Barcelone.
• Travaux sur la ligne 9 du métro
Les travaux de la ligne 9 du métro continue à bon rythme –il est prévu qu’une partie du tracé entre en fonctionnement à partir des années 2014-2016.
Le deuxième embranchement de la ligne 9 qui reliera le Parc Technologique aux pavillons des expositions de la Foire, au marché de gros Mercabarna et à l’aéroport, se fera de manière souterraine par la partie nord de la zone industrielle et rejoindra la future prolongation de la ligne 2.
• Rambla de la Zona Franca
L’arrivée de la ligne 9, a favorisé la transformation de la rue A. À cet endroit le métro aérien circulera sur un viaduc –deux voies, une pour chaque direction de circulation, à une hauteur de 6,5 m– cette partie de la ligne sera la plus longue de la ville et la première avec de telles caractéristiques en Espagne.
Sous ce métro aérien, une longue promenade de 3 km de long a été construite équipée de grands espaces pour se promener, courir ou circuler à bicyclette. L’objectif est de rendre plus agréable et proche des usagers la voie et son environnement.

The industrial estate’s productive activities are in a process of dynamic change. As a result of this process, 44 hectares of the Zona Franca Industrial Estate next to the Mercabarna facilities were designated as the 22AL urban area, in order to accommodate growing demand from food producers for whom there was no space in the wholesale market’s existing 86 hectares. This area now houses food logistics, transformation and distribution companies.
To attract new food industry companies, the Consorci invested 15 million euros in refurbishing a 25,969 m² industrial unit, now occupied by Belgian company Molenbergnatie as a customs bonded depot for the storage of coffee and cocoa. Molenbergnatie España is one of the main coffee and cocoa operators in the Port of Barcelona, the top Spanish company listed on the New York Coffee Exchange (ICE), and one of the top ranking companies on the London futures market (LIFFE) authorised to store, sample and weigh coffee.

L’institution s’est engagée dans un processus dynamique de transformation de ses activités productives. Fruit de ce processus, 44 hectares de la zone industrielle de la Zona Franca, limitrophes de l’espace du marché de gros de Mercabarna, ont été déclarés zone 22AL, dont l’objectif et d’offrir, face à la demande croissante des opérateurs alimentaires, des espaces qu’ils ne trouvaient plus sur l’emplacement actuel des 86 hectares du marché de gros. Dorénavant, cette surface pourra accueillir des entreprises qui se consacrent à la logistique, la transformation et la distribution alimentaire.
Afin de faciliter l’implantation de nouveaux opérateurs alimentaires, El Consorci a investi 15 millions d’euro dans la réhabilitation d’un ancien entrepôt industriel de 25.969 m², actuellement occupé par l’entreprise belge Molenbergnatie, qui à là un grand entrepôt de café et cacao en régime économique d'entrepôt douanier.
Molenbergnatie Espagne est l’un des principaux opérateurs de café et de cacao du Port de Barcelone et la première entreprise espagnole autorisée par la Bourse de Café de New York (ICE) et également l’une des premières sur le marché des futurs de Londres (LIFFE) à stocker, analyser des échantillons et à contrôler le poids du café.

The Consorci has a 7,685 m² industrial building in the Zona Franca Industrial Estate, between Dolors Aleu and Motors streets, in the Gran Vía Sur business district, on the far side of the Litoral ring road.
The building has 5,860 m² divided into a number of industrial units, with a further 1,825 m² of underground parking. It is divided into two sections of different heights off a central passageway, at the ends of which are the stairs, lifts and service lifts. 6.4 million euros were invested in this project. This new industrial infrastructure completes the 22AT project, adding a new space to the other business development projects in the area, which include industrial buildings developed by the Fira de Barcelona.

Dans la zone industrielle de la Zona Franca entre les rues Dolors Aleu et Motors, dans le secteur d'activités économiques de Gran Via sud, de l'autre côté de la Rocade Littorale, El Consorci dispose d'un bâtiment industriel de 7.685 m².
Ce bâtiment de 5.860 m² est reparti en divers locaux industriels et 1.825 m² de parking souterrain. Il se compose de deux corps de différentes tailles, situés des deux côtés d'une large promenade centrale, dont les extrémités correspondent aux espaces réservés aux escaliers, ascenseurs et monte-charges. L'investissement réalisé s’est élevé à hauteur de 6,4 millions d’euro.
Cette nouvelle infrastructure industrielle complètera l’espace appelé 22AT, et ajoutera un nouvel espace au développement entrepreneurial de la zone, qui y inclue les bâtiments industriels développés par la Foire Exposition de Barcelone.

Plataforma de Serveis was established in 2007 to provide new, advanced services for businesses and those working in them in the Zona Franca Estate.
Throughout 2011 Plataforam de Serveis has continued to strengthen its role as an interlocutor between businesses based in the Estate, offering services tailored to their needs and as such adding value.
• Environmental services
Joint Waste Management System
Set up in 2008, the main objective of the joint waste management service is to manage industrial waste correctly. It is designed to reduce contributions to landfills and the associated costs by implementing waste reduction measures, maximising recovery of materials at source, improving collection systems and effective awareness campaigns. This innovative model has been recognised by the European Union as fitting the requirements of its Life+08 Environmental programme, which is providing co-financing for the Service during 2010-2012.
On 19 May 2011 the Consorci, Plataforma de Serveis and The Metropolitan Environmental Agency (AMB) signed an agreement to create and implement its own model for the management of waste generated in the Zona Franca industrial estate.
• Energy services
Eco-Efficient Estate Project
The Consorci de la Zona Franca and Plataforma de Serveis steer an innovative project to ensure that the Estate's management is based more on that of Eco-efficient Industrial Estates, in order to procure economic and environmental improvements for tenant companies through establishing cooperative links between businesses.
A steering group for the Eco-efficiency project was set up on 16 June 2010, led by Plataforma. The members include the Estate's most representative tenant companies, the Consorci, Barcelona City Council, Barcelona Provincial Council, the Metropolitan Agency, the Catalan Institute of Energy (ICAEN) and the Catalan Waste Agency (ARC). This group is supported by leading research and innovation institutions such as LEITAT and IREC.
The first phase of the project –covering policy areas such as energy, water, and waste– involved a study to identify potential synergies and collective measures. During 2011 all the companies in the Estate were informed about this project and invited to participate.
It is expected that in 2012 the results of the research will be presented and works will commence to expand the current services and encourage innovative actions in each of the areas.
Joint power purchasing group
This service enables companies to contract their power supplies through Nexus Energía, with which Plataforma has signed a cooperation agreement. This service allows power to be purchased on a large scale. It allows companies to make direct savings in the cost of power and also provides advice on power billing and the various types of contracts.
The service currently has over fifty connection points for power purchased at both fixed and variable rates.
Photovoltaic installations
Work has continued in 2011 to expand the capacity for distributed generation from renewable sources with added 10 MW photovoltaic tiles on the roof of the Consorci. The challenge for 2012 will be to adapt the service to new regulations with the aim of offering new alternatives to clients.
• Joint occupational risk prevention services
Plataforma has a joint occupational risk prevention service which covers three areas: safety at work, industrial hygiene, ergonomics and applied psychosociology.
2011 has been a year of consolidation for this service, having worked exclusively with the 632 employees of its affiliated companies.
• Asset Security Services
To improve security, the industrial estate offers a centralised alarm, key custody and immediate response service.
• 24-hour maintenance service
The company Electro-Jar provides a rapid, efficient maintenance service for companies’ premises.

Services nouveaux et de pointe
La Plataforma de Serveis née en 2007, a pour but principal d’offrir des services nouveaux et avancés aux entreprises et aux personnes qui travaillent dans la zone industrielle de la Zona Franca.
Tout au long de l’année 2011, la Plataforma de Serveis s’est consolidée dans son rôle d’interlocutrice privilégiée avec les entreprises installées dans la zone industrielle. Elle offre des services adaptés a leurs nécessités, et leur apporte ainsi une valeur ajoutée importante.
• Services environnementaux
Services de Gestion Solidaire de Résidus
Créé fin 2008, l’objectif principal de ce service consiste à gérer correctement les résidus industriels. Il s’agit de réduire les apports aux décharges publiques et ainsi réduire les coûts dérivés en établissant des mesures de réduction de déchets, de récupération maximale des matériaux, d’amélioration des systèmes de ramassage et de développement de campagnes efficaces de prise de conscience.
Ce modèle a été clairement reconnu comme tel pour son caractère innovateur et pour son adéquation aux directives établies par l'Union Européenne en matière d'Environnement à travers son programme Life+08 de cofinancement pour la période 2010-2012.
Le 19 mai 2011, El Consorci, la Plataforma de Serveis et l’Organisme Métropolitaine de l’Environnement (AMB) ont signé un accord pour la création et l’implantation d’un modèle spécifique de gestion des déchets générés par la zone industrielle de la Zona Franca.
• Services énergétiques
Projet de zone Éco-efficiente
El Consorci de la Zona Franca et la Plataforma de Serveis promeuvent un projet innovateur de transformation de la zone industrielle vers un nouveau modèle de parc industriel éco-efficient. L’objectif principal étant d’obtenir des améliorations économiques et environnementales pour les entreprises locatives à travers l'établissement de relations de coopération entre entreprises et d’optimisation des synergies.
Grâce au leadership de la Plataforma de Serveis, le 16 juin 2010 le Groupe de développement du projet d'Eco-efficience, a été créé. Y prennent part et collaborent les entreprises les plus représentatives de la zone industrielle, le Consorci de la Zona Franca, la Mairie de Barcelone, la Députation de Barcelone, l'Organisme Métropolitain, l'Institut Catalan d'Énergie (ICAEN), l'Agence de Déchets de Catalogne (ARC) et évidemment la Plataforma de Serveis. Ce groupe est épaulé par des instituts leaders dans la recherche et l’innovation comme le LEITAT et l'IREC.
Dans la première phase du projet –qui comprend plusieurs plans d’action : l’énergie, l’eau et les déchets–, un diagnostique
a été dressé afin d’identifier les possibles synergies et activités à caractère collectif. Tout au long de l’année ce projet a été présenté à toutes les entreprises de la zone industrielle afin de les inviter à y participer.
Il est prévu que durant l’année 2012 les résultats des études réalisées seront présentés, ainsi que la mise en marche des travaux pour augmenter l’offre des services actuels et enfin la mises en valeur des actions innovantes dans chaque plan d’action.
Regroupement pour l'achat d'électricité
Ce service permet aux entreprises de se fournir en électricité au moyen de Nexus Energie, avec qui la Plataforma a signé un contrat de collaboration. L’objectif de ce service est de permettre un achat groupé d'électricité. De cette manière les entreprises jouissent d’une réduction du prix sur la facture d’électricité ainsi que les diverses modalités de contrat. Actuellement il existe plus de cinquante points de connexion, tant en ce qui concerne la modalité d'achat à prix fixe comme à prix variable.
Installations photovoltaïques
En 2011 les travaux d’augmentation de la capacité de production et distribution d’énergie renouvelable ont continués permettant ainsi l’augmentation de la production de plus de 10MW photovoltaïques profitant des toitures du Consorci de la Zona Franca. Le pari pour l’année 2012 consiste à faire correspondre ce service à la nouvelle norme avec la volonté d’offrir d’autres alternatives aux clients.
• Service en commun de prévention de risques de travail
La Plataforma a constitué un service solidaire de prévention de risques du travail qui couvre les trois spécialités techniques : sécurité dans le travail, hygiène industrielle et ergonomie et psychosociologie appliquée.
L'année 2011 a été l’année de consolidation de ce service qui a permis de travailler de manière exclusive avec un volume approximatif de six cent trente-deux travailleurs, qui font partie de nos entreprises adhérentes.
• Service de sécurité patrimonial

BZ Barcelona Innovation Zone is a transformative project, occupying what was once the 50 hectares used by the SEAT factory. It will promote the transition from conventional industry to a new industry, based on knowledge, innovation and environmental sustainability.
It is a unique opportunity to initiate the process of industrial regeneration throughout the Zona Franca industrial estate, facilitating the evolution of what is the most industrial district in Barcelona.
The strategic positioning in the urban area of Barcelona, proximity to the new Marina neighbourhood and to the L’Hospitalet economic district (which hosts the powerful business areas of Gran Via and the Fira showground) give BZ Technology Park an exceptional location.
BZ has defined three main non-exclusive areas of productive activity: the food industry, technology-based industries and creative industries. All three require an approach to business concepts that will add value and convert the park into a meeting point for businesses, investigation centres, universities and institutions. This will promote a new industry favouring and encouraging business innovation and the transfer of technologies whilst also helping to attract and retain entrepreneurial talent
BZ Alimentaciónhas to allow for the consolidation of the Foodstuffs Cluster, aiding the incorporation and growth of internationally focused and innovative foodstuffs businesses which require a location that allows for expansion. These companies are characterized by their need for technology and advanced services for their production processes, food processing and distribution.
Cooperation protocols have been signed with Mercabarna, the Institute for Food and Agricultural Research and Technology (IRTA) (for the presence of a technology antenna) and with The University of Barcelona (UB).
BZ Tecnología will unite 168,354 m2 of production
companies who want to share advanced services and latest generation technology infrastructures aiding the transfer of technology and knowledge.
Specifically, in the field of healthcare agreements have been signed with:
- The Hospital Clínic in Barcelona and the Consorci Mar -Health Park of Barcelona Mar, the Hospital Sant Joan de Déu and the Hospital of Sant Pau: to develop various lines of research. - La Salle Technova Barcelona: for projects stemming from
work in their field which call for more space, without being distanced from headquarters.

BZ se défini, sans être excluante, sur trois axes et activités productives principales l’industrie alimentaire, la deuxième est basée sur la technologique et la troisième correspond aux industries créatrices. Elles correspondent toutes à l’implantation de concepts d’entreprises basées sur la valeur ajoutée qui feront du parc un espace de rencontres pour les entreprises, les centres de recherche, les universités et les institutions : cette synergie attire et retient les entrepreneurs talentueux. Cette combinaison gagnante encourage une nouvelle industrie à l’écoute de l’innovation en entreprise et au transfert de technologie.
BZ Alimentation doit permettre de consolider un cluster
alimentaire qui facilitera l’implantation et la croissance des entreprises alimentaires innovantes qui ont besoin d’un apport technologique et de services à la pointe dans le cadre de leurs processus productifs de transformation et de distribution alimentaire, dans un cadre international et qui exige un emplacement en accord avec leurs nécessités d’expansion.
Des protocoles d’accords ont été signés avec le marché de gros Mercabarna, L’Institut de Recherche et Technologie Agroa limentaires (IRTA) –afin d’y implanter une antenne technologique– et avec l’Université de Barcelone (UB).
BZ Technologieregroupera sur un espace de 168.345 m2des
entreprises qui se consacrent à la production et qui veulent partager les services et les infrastructures technologiques de pointe qui facilitent ainsi le transfert de technologie et de connaissance.
De manière concrète, dans le cadre du secteur de la santé, les accords de principes suivants ont été signés :
– L’Hôpital Clínic de Barcelone et le Consorci Mar-Parc de Salut de Barcelone Mar, l`Hôpital San Joan de Déu et l’Hôpital de Sant Pau : pour promouvoir le développement de différentes lignes de recherches ;
– La Salle Technova Barcelona : pour le développement de projet pépinières start-up, qui ont besoin d’espace, sans perdre le contact avec la matrice ;

– The University of Barcelona (UB): to install a training centre for Masters and Postgraduate degrees in health.
The incorporation of the ASCAMM technology centre is also being negotiated.
BZ Cultura provides for a space for creative industries, a sector which accounts for 5% of the Catalan GDP but, due to being widely dispersed, has limited visibility and therefore has not undertaken ambitious or large-scale projects. The first project which is to be carried out is the creation of an audio-visual park, enabling the concentration of production and culture.
Agreements have been signed with universities and the main companies in the sector. The University of Barcelona (UB) is planning the Factoria Digital, a space that will generate knowledge and transfer in the fields of communication, social sciences and humanities. Agreements have also been signed with Ramon Lull University through La Salle, UPF and UAB. Companies from the audio-visual sector such as Lavinia, Benecé Productions, RBA, Endemol y 3A Management are planning a production centre, audio-visual recording facilities and administrative offices in BZ Cultura.
BZ has been approved as a science and technology park, with the goal of becoming a structure that transfers scientific-technological knowledge and innovation to companies.

Actuellement un accord est en phase de négociation pour incorporer le centre technologique ASCAMM.
BZ Culture est la projection d’un espace pour les industries
créatrices, un secteur qui représente 5% di PIB catalan et dont la dispersion en masque la visibilité et qui n’aborde pas de projet ambitieux ou de grande envergure. Le premier projet qui sera menée à bien correspond au parc audiovisuel, qui rend possible la concentration de production et d’offre culturelle.
Plusieurs accords ont été souscrits avec des universités et les principales entreprises du secteur. L’Université de Barcelone (UB) travaille sur le projet Factoria Digital, un espace générateur de connaissance et de transfert dans le monde de la communication, les sciences sociales et les lettres, L’Université Ramon LLull, par l’intermédiaire de l’Université La Salle, a également signé des accords avec l’UPF et l’UAB. D’autre part, les entreprises du secteur audiovisuel, Lavinia, Benecé Pro ducciones, RBA, Endemol, et 3A Management ont en projet d’implanter un centre de production, d’enregistrement audiovisuel ainsi que des bureaux administratifs.
BZ a reçu l’homologation parc scientifique et technologique, dont l’objectif est celui de devenir une structure pont de transfert de connaissance scientifico-technologique aux entreprises.

BZ has been incorporated into the campus of international excellence for healthcare of the University of Barcelona, HUBc, an initiative for training, research and the processing of knowledge. For this purpose a strategic union was formed between the University of Barcelona and a number of institutions, businesses and other entities working in this field in the same area with a common desire to advance knowledge and science and apply them in the country's production sectors.
BZ is also a member of the following associations:
APTE, Spanish Association of Science and Technology Parks of Spain.
XPCAT, Catalan Network of Science and Technology Parks IASP, International Association of Science Parks.
Activities in 2011
In December 2011 town planning works were completed on 33 hectares of the total area (BZ Alimentación and BZ Tecnología), with an investment of 15 million euros. It is forecast that the second phase (BZ Cultura) will be carried out in 2012-2013 with a budget of 10 million.
BZ Alimentación, the Barcelona Foodstuffs Cluster Association was created in the year, formed by the Consorci, Mercabarna, 22@Barcelona and Mercabarna concessionaires' association. Its aim is to promote, contribute to and facilitate innovative practice and external expansion and collaboration in innovative, technological or organisational projects which provide services in the area.
The Plataforma Alimentaria of Barcelona has also been created, promoted by Mercabarna and the Consorci. It aims to bring together the activities related to the promotion of foodstuffs companies in the Zona Franca area (BZ, 22AL and Mer cabarna are the driving forces).
APA Processing BZ was founded, a company which uses high hydrostatic pressure for foodstuffs to extend shelf-life and improve safety by eliminating microbes. It will be the first company in Spain that offers multi-product high pressure services. The society is made up of not only the Consorci, but also the meat products company Noel and the technology firm Hiperbaric and will be located in a 2,000 m² warehouse of which construction began in 2011.
Construction works on an industrial building of 4,197 m² for Acciona Logistics have also been completed. It will become operational in 2012 and will apply innovative technological processes to industrial refrigeration. It will be the location for the preparation of readymade meals to be supplied to the ships and cruises that dock in Barcelona port.
Furthermore negotiations are in progress with companies from various sectors such as meat, fish and derivatives and confectionary/bakery businesses.
BZ s’est intégré au campus d’excellence internationale de
la santé de l’Université de Barcelone, HUBc, espace de
formation, de recherche et de transformation de la connaissance. Afin d’obtenir cette qualification la UB et d’autre institutions, entités et entreprises se sont regroupées. Dans le but de faire progresser la connaissance, l’avancée de la science et la projection de celle-ci aux secteurs productifs du pays.

Activité en 2011
En décembre 2011, ont pris fin les travaux d’aménagement de 33 hectares du total de la zone (BZ Alimentation et BZ Technologie), correspondants à un investissement s’élevant à 15 millions d’euros. Il est prévu que la seconde phase (BZ Culture) soit effectuée durant la période 2012-2013 et correspond à un budget de 10 millions d’euros.
Dans BZ Alimentation, cette année 2011, l'association Clúster alimentaire de Barcelone intégrée par le Consorci, Mercabarna, 22@Barcelona et l'Association de concessionnaires de Mer cabarna a été constituée. Cette association a pour but de promouvoir, de contribuer et de faciliter les pratiques innovatrices et de promotion extérieure, ainsi que la collaboration dans des projets innovateurs, technologiques ou organisationnels qui offrent des services à toute la zone industrielle.
La Plataforma Alimentaire de Barcelone a été créée cette année, il s’agit d’une association dont les principaux promoteurs sont le marché de gros Mercabarna et El Consorci de la Zona Franca. L’entreprise APA Processing BZ a été créée cette année, elle se consacre à l’application de hautes pressions hydrostatiques aux produits alimentaires afin de retarder la date de péremption, améliorer la sécurité et éliminer les microbes. Il s’agit de la première entreprise européenne qui offre ce type de service à haute pression multi produit. Cette société est constitué par le Consorci, l’entreprise du secteur de la viande Noel et la firme technologique Hiperbaric. Son siège se tiendra dans un bâtiment de 2000 m2dont la construction a commencé en 2011.
Il faut ajouter que les travaux de construction d’un bâtiment industriel de 4.197 m2 pour Acciona Logística viennent de s’achever. Il entrera en fonctionnement en 2012 et appliquera des processus technologiques innovants dans le secteur du froid industriel. C’est dans cette usine que seront fabriqués des plats précuits qui seront ensuite offerts aux navires et bateaux de croisière qui accostent dans le port de Barcelone.
De plus d’autres négociations sont en cours avec plusieurs entreprises de différents secteurs productifs, comme le secteur de la viande, de la pêche et de ses sous-produits et enfin de la pâtisserie et viennoiserie.
