Research Excellence Program USC- India (PEIN) INTRODUCTION

The University of Santiago de Compostela, within the Campus of Excellence Project – Campus Life launches a session of short research stays for professors and researchers of research centres in India. The program has the goal of meeting one of the largest current demands, the internationalization of investigation, the promotion of cooperative projects and programs, and joint investigation. The program is based on a plan of short-term mobility, up to one month, allowing for a professor or researcher from India to participate in this activity without having to completely abandon their work at home.

The purpose of this session is to fund short-term stays for leading researchers from India and integrate them temporarily into the USC’s research group with the objective of indentifying common links through international cooperation, joint research, and to promote the internationalization of the USC. This initiative will also enhance and reinforce the academic, personal, and institutional ties between the USC y India.

DURATION

The program finances short stays at the USC that last can last at the longest a period of two to three consecutive years (depending on the available resources). A possibility for participating a second time exists, but in this case the chance of achieving a second research stay at the USC depends on the available resources as accredited results obtained in the first stay and the institutional interest of the USC.

AVALAIBLE POSITIONS

The program will finance up to 80 visiting researchers from India during its duration (depending on the available resources).

THE EXTENT OF THE GRANTS

The grants will cover the following services:

- The travel expenses from origin Institution to USC up to a maximum of 1300 Euros USC.

- Non-pharmaceutical health insurance, assistance, and civil liability.

- 600 Euros per month, as a form of aid and maintenance during the stay, or a proportional amount if the research stay is less than four weeks.

- 200 Euros per month for housing. Accommodation is always possible in one of the university’s residences (visiting professor).

The USC, through the International Relations Office, will provide the tickets for transportation and the contracting of adequate insurance.

Also, the university will pay the beneficiary the amount allocated to them.

If applicable, the stay will be recognized by the home university, to this end, the USC will issue the corresponding report.

DEDICATION AND SUPPORT

Dedication to the goal of the program activities will be considered full time.

The granting of aid will be incompatible if the candidate holds any other similar grant of public or private nature at the same moment as this one. This aid will be compatible with the income earned by the candidate’s job.

REQUIREMENTS

To be an eligible candidate it is necessary to fulfil the following requirements:

.- They should come from one of the following professions or positions:

professor, researcher, pre-doctoral student, post-doctoral, or research staff at a university or research centre found in the annex.

.- A confirmation of acceptance by a USC research group listed in the annex. The confirmation of acceptance should be attached to the application form. Confirmations will be accepted by email.

APPLICATIONS AND DOCUMENTATION

In order to be admitted to the process of selection the candidates should meet each and every one of the requirements and conditions of access required, meaning that the applicant must also meet the application deadline.

The presentation of the application for the scholarship involves the full acceptance of the foundations of the scholarship by each applicant.

SELECTION OF CANDIDATES/APPLICATION MATERIALS The candidates must present1:

- The application form duly completed.

- A copy of a valid passport.

- A certificate that presents that they are a professor and/or researcher at a university or centre of investigation (from the list of eligible centres).

-A copy of degree of equivalent (Bachelor, engineer, or similar).

- Curriculum vitae of the candidate (model attached).

- Description of their previous activities with researchers of the USC, if applicable.

- Confirmation of acceptance by a research group of the USC.

DEADLINE FOR SUBMISSION OF APPLICATION PHASE 1 From the time of publication until June 30th 2012

In the situation that all the open positions are not filled within the first selection, a second call will be opened

PRESENTING THE APPLICATION

-The candidate will turn in the application exclusively via the Internet.

The candidates should download and fill out the official application (LINK to the document) in word format, accompanied by the other required documentation need to complete the application–word or pdf format- (preferably, all the documents grouped into one file in zip format) that will be sent by email to the International Relations Office of USC ([email protected]), with the subject of the email being Programa de Excelencia Investigadora USC (PEIN).

-Once the completed application is received with all the required information, a confirmation email will be sent.

ADMISSION OF THE CANDIDATES

The Selection Committee will publish the list of accepted and denied candidates 30 days after the deadline for applications on the board of the Rector and Vice Rector of Coordination at the Campus of Lugo (and

the International Relations Office webpage

http://www.usc.es/internacional).

In order to amend the defects of their application, a denied applicant can justify their right to be admitted within a period of 10 working days following the day of the publication of the list of accepted and denied candidates. The applicant will remain definitely denied if they do not follow this process.

SELECTION COMMITTEE

The selection of the candidates shall be made by a committee composed by the Vicerrector for Research, Vicerrector for International policy and Internationalization, Director of the International Office and Director of I+D valorisation and management area

Research, within the 30 days following the application deadline. The list of the selected candidates will be published on the website of the

International Relations Office (http://www.usc.es/internacional).

SELECTION PROCESS

The selection committee will have in mind the following criteria:

• Evaluation of the candidate’s curriculum vitae.

• The scientific production of the USC research group that receives the candidate. The committee will evaluate the approved items for the assessment of USC’s research support from the last year with data.

• Evaluation of the parallel initiatives that arise in the consolidation from the collaboration between the USC and the home centre of the candidate.

• The committee will take in account the representation of research groups, the different areas of knowledge, those of the USC Campus, and the gender of the beneficiaries.

• Institutional Interest of the USC and the university of the candidate’s origin.

• The committee may positively access the candidates that come from universities that have a bilateral agreement with the USC (http://www.usc.es/es/servizos/ore/convenios/listaxe.html).

NOTIFICATION OF THE CANDIDATES

The definitive decision will be posted on the bulletin board of the Rector and the Vice Rector of the Campus of Lugo and on the webpage http://www.usc.es/internacional.

If a candidate is denied, they can present an appeal with 10 days following the publication of selected candidates. After the deadline and following the analysis of the appeals, the decision is elevated to the Vice Rector and the ultimately made by the delegation of the Rector.

THE OBLIGATIONS OF THE SELECTED CANDIDATES

At the end of each stay, the beneficiaries of the aid will present a report of four pages in length about the performed activity, signed by the beneficiary and by the director/s of the USC’s research groups. The report should present the development of the work performed and the initiatives that have taken place.

For the annual renewal of the aid it will be taken in account the reports of development in the research.

The directors of the research groups are required to monitor and control the activity performed by the beneficiary.

ACCREDITATION

After the period of the grant, the interested parties have the right to an accredited document issued by the USC confirming that the candidate was a beneficiary of a research stay.

If the candidate is against the present resolution, no longer able to further the process through the administration, the candidate can appeal before the appellate court of Santiago de Compostela/Lugo within the period of two months from the day of the reception of their application status, in accordance with the articles 46 y 8.2la of the Law of Administrative Jurisdiction, approved by Law 29/1998, of 13 July.

However, the interested parties may appeal discretionary replacement within a month in the presence of the court that issued it. In this case,

the candidate cannot use the above-mentioned administrative appeal while there is not any express or presumptive resolution of the administrative appeal, according to the articles 116 and ss. of the Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and Common Administrative Procedure, modified by the law 4/1999, of 13 January.
