1. Aim and Scope of the Conference

In September 2012 the Panamaerican Society for Transport Research (PANAMSTR) awarded the organization of the XVIII Congreso Panamericano de Ingeniería de Transito Transporte y Logística to our Transport Systems Research Group (GIST) at the University of Cantabria (Spain) to be held in 2014 (11-13 June), which was a challenge we wholeheartedly accepted, thankful of the confidence placed in us.

Held since 1980 PANAM is the most important Iber-American transport conference and has made an important scientific contribution recognised on a world scale.

This occasion is occurring during a very different scenario from previous editions: the European economic crisis and the strong growth being experienced throughout America, representing an important opportunity for R+D due to the appearance of new problems requiring new solutions.

Using the slogan “crisis = opportunity”, the 2014 meeting has represented an excellent chance for professionals in

the field, private companies and executives from public bodies from both sides of the Atlantic to exchange experiences and take ideas forward.

This bi-annual event normally welcomes professionals from practically all of America, Spain and Portugal (as well as other countries) including ministers and ex-ministers of transport and public works.

The wide support which the conference enjoys provides an opportunity to improve the links between the professional Latin community in the United States, Europe and the rest of the world, even more so in these difficult times.

3. Papers Peer Review

More than 650 original papers had been submitted for consideration in the XVIII Congreso Panamericano de Ingeniería de Transito Transporte y Logística. In the end 361 papers were accepted for presentation and 55 of these are included in this special edition. All papers submitted to the conference were reviewed using a double-blind peer review process. Due to the large number of articles received, the committee was assisted by the review work of the following experts and the final decision was based on their results:
