1 PROPÓSITO / PURPOSE
Este documento lista todas las resoluciones aprobadas por las Asambleas Generales de IAAC, ILAC, IAF e IAAC MLAG/MLAC las cuales establecen requisitos que aplican a las evaluaciones pares de IAAC. Sólo incluye las resoluciones que no han sido incluidas en otros documentos obligatorios para el MLA de ILAC, IAF y/o IAAC.
This document lists all resolutions approved by IAAC, ILAC and/or IAF General Assemblies and IAAC MLAG/MLAC which establish requirements applicable to IAAC peer evaluations. 2021 IAF IAF 2021-20 Acuerdo MLA de IAF y la Fundación FSSC 22000
La Asamblea General tomó nota de que el Acuerdo MLA de IAF-Fundación FSSC 2000 ha sido aprobado mediante votación. De acuerdo con este Acuerdo y con el IAF PL3 Políticas y Procedimientos para la Extensión del Alcance MLA de IAF, el Esquema de Certificación FSSC 22000 ha sido aprobado como un sub-alcance del MLA de IAF bajo el
Alcance Principal de Certificación de Sistemas de Gestión - ISO/IEC 17021-1.
IAF and Foundation FSSC 22000 MLA Agreement
The General Assembly noted that the IAF-Foundation FSSC 22000 MLA Agreement had been approved by letter-ballot. In accordance with this Agreement and IAF PL3 Policies and Procedures for the Expansion of the Scope of the IAF MLA, the FSSC 22000 Certification Scheme has been endorsed as an IAF MLA sub-scope under the Main Scope of Management Systems Certification – ISO/IEC 17021-1.

The General Assembly noted that, on the recommendation of the IAF Executive Committee, IAF Members had endorsed by letter-ballot the IAF MLA sub-scope expansion to the IAF Validation & Verification MLA under ISO/IEC 17029:2019 to include sub-scopes as included in IAF TC paper “IAF TC- 04.1.1.20-1”.

Estructura del eje de acción de validación y verificación del IAF
La Asamblea General tomó nota de que, por recomendación del Comité Ejecutivo del IAF, los miembros del IAF habían respaldado mediante votación por carta la transición a un único eje de acción de validación y verificación del IAF con arreglo a la norma ISO/IEC 17029:2019 con las siguientes condiciones:
- Requisitos de competencia del evaluador para la transición a la norma ISO/IEC 17029:2019: Competente para la norma
ISO 14065:2013, IAF MD 14, IAF MD 6 + formación sobre la norma ISO/IEC 17029:2019 por personas competentes.
- Se realizará una evaluación in situ o remota contra la norma ISO/IEC 17029:2019 completa en los organismos de validación y verificación antes de conceder la acreditación contra la norma ISO/IEC 17029:2019.
- Para los OA que actualmente son signatarios de la norma ISO 14065:2013 de alcance principal: Una vez que el OA haya realizado la transición de su estatus de signatario de MLA del IAF para incluir la norma ISO/IEC 17029:2019, el OA será signatario tanto del alcance principal ISO/IEC 17029 como del subalcance de nivel 4 ISO 14065.
- El MLA del IAF para el alcance principal ISO 14065:2013 dejará de existir al final del plazo de transición a ISO 14065:2020, tal y como se estipula en la Resolución 2019-19 del IAF.
Las acciones requeridas de los Grupos Regionales de Acreditación que son signatarios del MLA del IAF para la ISO 14065:2013 tienen que seguirse como se incluye en el informe del MLAC del IAF del 29 de abril de 2021.
IAF Validation &
Verification MLA Structure
The General Assembly noted that, on the recommendation of the IAF Executive Committee, IAF Members had endorsed by letter-ballot the transition to a single IAF Validation &
Verification MLA under ISO/IEC 17029:2019 under the following conditions:
• Assessor Competence requirements for the transition to ISO/IEC 17029:2019: Competent for ISO 14065:2013, IAF MD 14, IAF MD 6 + training on ISO/IEC 17029:2019 by competent persons.
• An on-site or remote assessment against the full ISO/IEC 17029:2019 be done on Validation and Verification Bodies before granting accreditation against ISO/IEC 17029:2019.
• For ABs currently an MLA signatory to the main scope ISO 14065:2013: After the AB successfully transitions its IAF MLA signatory status to include ISO/IEC 17029:2019, the AB will be a signatory to both the main scope ISO/IEC 17029 and the level 4 sub-scope ISO 14065.
• The IAF MLA for the main scope ISO 14065:2013 will cease existing at the end of the transition deadline to ISO 14065:2020 as stipulated in IAF Resolution 2019-19.
Required actions from Regional Accreditation Groups that are signatories to the IAF Validation & Verification MLA under ISO 14065:2013 have to be followed as included in the report of the IAF MLAC of 29 April 2021.

La Asamblea General aprueba la recomendación del ARC de ampliar el Acuerdo de Reconocimiento Mutuo (ARM) de ILAC para incluir la acreditación de biobancos como actividad de Nivel 2, según los criterios especificos en el documento normativo de Nivel 3, ISO 20387. Por lo tanto, ILAC aceptará solicitudes de reconocimiento tan pronto como los
documentos de la ILAC aplicables al ARM se actualicen para cubrir este nuevo ámbito.
The General Assembly endorses the recommendation of the ARC to extend the ILAC Mutual
Recognition Arrangement (MRA) to include accreditation of biobanking as a Level 2 activity,
to the criteria specified in the Level 3 normative document, ISO 20387. ILAC will therefore
accept applications for recognition as soon as the documents within ILAC applicable to the
MRA are updated to cover this new scope.

The General Assembly notes the ILAC recognition of the IAAC MLA for the scope of Reference Materials Producers (RMP) under ISO 17034, as of June 2021.
2021 IAAC GA/2021/15 Lanzamiento del MLA de IAAC para FSSC 22000
La Asamblea General, por recomendación del Comité MLA, acuerda lanzar el Acuerdo de Reconocimiento Multilateral (MLA) de IAAC para el sub-alcance del esquema de la FSSC 22000.
La Asamblea General toma nota de que el Subcomité de Organismos de Certificación analizará los criterios y documentos aplicables que se requieren para implementar este nuevo MLA.
Este esquema estará bajo el Alcance Principal de IAF y el MLA de Organismos de Certificación de Sistemas de Gestión

Launching of the IAAC MLA for Foundation FSSC 22000
The General Assembly upon recommendation of the MLA Committee agrees to launch the IAAC Multilateral Recognition Arrangement (MLA) for the subscope of Foundation FSSC 22000 scheme.
The General Assembly notes the Certification Bodies Subcommittee shall analyze the applicable criteria and documents that are required to implement this new MLA.
This scheme shall be under the IAF MLA Main Scope Accreditation of Certification Bodies of Management Systems (IAF MLA Level 2) / ISO/IEC 17021-1 (IAF MLA Level 3), with a proposed structure as follows:
Level 4: FSSC 22000 Scheme Version 5.0
Level 5: ISO 22000 ISO/TS 22002 (Parts 1-6) BSI/PAS 221
Additional FSSC requirements (Part 2 Clause 2.5 of FSSC scheme rules).
The General Assembly notes the MLA Committee shall invite interested members to submit peer evaluators scope extension applications for the scope of Foundation FSSC 22000.

2020 IAF IAF 2020-16 Preguntas Frecuentes IAF COVID-19
Preguntas frecuentes de la IAF COVID-19 - La Asamblea General, actuando por recomendación del Comité Ejecutivo, respalda las Preguntas Frecuentes (FAQ) de la IAF COVID-19 desarrolladas y publicadas por el Grupo de Trabajo de Preguntas Frecuentes de la IAF COVID-19.
La Asamblea General respalda además al Grupo de Trabajo de Preguntas Frecuentes sobre COVID-19 de la IAF para que continúe su trabajo de manera temporal dependiendo de la evolución de la pandemia actual de COVID-19.
La Asamblea General reconoce y acepta que las normas y otros documentos normativos no cubren requisitos específicos para todas las situaciones que pueden ocurrir.
En este caso, las preguntas frecuentes de IAF COVID-19 han regulado la situación imprevista de la pandemia.
Por esta razón, cuando un organismo de acreditación o un organismo de evaluación de la conformidad se refiere a una FAQ COVID-19 de IAF, publicada por IAF, se asume que está operando no en contradicción o excluyendo cualquiera de los requisitos incluidos en las normas internacionales relevantes y / o otros documentos normativos (ver ISO / IEC 17011, § 4.6.2). IAF COVID-19 FAQs
The General Assembly, acting on the recommendation of the Executive Committee, endorses the IAF COVID-19 Frequently Asked Questions (FAQs) as developed and published by the IAF COVID-19 FAQ Task Force. The
General Assembly further endorses the IAF COVID-19 FAQ Task Force to continue its work on a temporary basis dependent on the evolution of the current COVID-19 pandemic. The General Assembly acknowledges and accepts that standards and other normative documents do not cover specific requirements for all situations that can occur. In this case, IAF COVID-19 FAQs have regulated the unanticipated situation of the pandemic. For this reason, when an accreditation body or a conformity assessment body refers to an IAF COVID-19 FAQ, published by IAF, it is assumed to be operating not in contradiction or excluding any of the requirements included in the relevant international standards and/or other normative documents (see ISO/IEC 17011, § 4.6.2). Such assumption is on a temporary basis dependent on the evolution of the current COVID-19 pandemic. Conformity Assessment Bodies and Accreditation Bodies can implement the dispositions contained in IAF COVID-19 FAQs, but where the situation permits, priority should be given to the ordinary situation.

Acuerdo de transición para ISO/IEC 27006:2015 AMD 1:2020 - La Asamblea General, actuando por recomendación del Comité Técnico, resolvió que el Acuerdo de transición asociado con ISO/IEC 27006:2015 AMD 1:2020 - Tecnología de la información - Técnicas de seguridad - Requisitos para los organismos que proporcionan auditoría y certificación de sistemas de gestión de seguridad de la información - La enmienda 1, será de dos años a partir del último día del mes de publicación de la norma enmendada.
Dentro de esta línea de tiempo de transición:
• Los OA deberán estar listos para realizar evaluaciones de transición para ISO/IEC 27006:2015 AMD 1:2020, dentro de los ocho meses a partir del último día del mes de publicación de la norma enmendada.
• Los EC deberán haber completado la transición a ISO/IEC 27006:2015 AMD 1:2020, a través de una evaluación de oficina, dentro de los 24 meses a partir del último día del mes de publicación de la norma enmendada.

Transitional Arrangement for ISO/IEC 27006:2015 AMD 1:2020
The General Assembly, acting on the recommendation of the Technical Committee, resolved that the Transitional Arrangement associated with ISO/IEC 27006:2015 AMD 1:2020 - Information technology - Security techniques - Requirements for bodies providing audit and certification of information security management systems – Amendment 1, will be two years from the last day of the month of publication of the amended standard.
Within this transition timeline:
• ABs shall be ready to carry out transition assessments for
ISO/IEC 27006:2015 AMD 1:2020, within eight months from the last day of the month of publication of the amended standard.
• CBs shall have completed the transition to ISO/IEC 27006:2015 AMD1:2020, through office assessment, within 24 months from the last day of the month of publication of the amended standard.
Note 1: ISO/IEC 27006:2015 AMD 1:2020, was published on the 27 March 2020.
Note 2: The transition is not a routine transition from one version of a standard to another. The transition only relates to the specific changes detailed in Amendment 1:2020.

La Asamblea General, actuando por recomendación del Comité Técnico, resolvió retirar inmediatamente la norma IAF MD3:2008 Advanced Surveillance and Recertification Procedures (ASRP), Edición 1, Versión 2, publicada el 1 de febrero de 2008. The General Assembly, acting on the recommendation of the Technical Committee, resolved to immediately withdraw IAF MD3:2008 Advanced Surveillance and Recertification Procedures (ASRP), Issue 1, Version 2, issued on 01 February 2008. Certification bodies will have one year following withdrawal, to transition their certified organizations away from IAF MD3.

La Asamblea General, actuando por recomendación del Comité Técnico, resolvió que el Acuerdo de Transición para la Revisión de la norma ISO 22301 Seguridad social - Sistemas de gestión de la continuidad del negocio - Requisitos sea de tres años a partir del último día del mes de publicación de la norma revisada. Todas las certificaciones ISO 22301:2012 expirarán o serán retiradas al final del período de transición.
Dentro de este plazo de transición:
- Los OA deberán estar preparados para llevar a cabo las evaluaciones de transición para la norma ISO
22301:2019 en un plazo de seis meses a partir del último día del mes de publicación de la norma revisada
- Los OEC deberán completar la transición con los OA para la norma ISO 22301:2019 en un plazo de 18 meses a partir del último día del mes de publicación de la norma revisada.

The General Assembly, acting on the recommendation of the Technical Committee, resolved that the Transitional Arrangement for the Revision of ISO 22301 Societal security – Business continuity management systems – Requirements be three years from the last day of the month of publication of the revised standard. All ISO 22301:2012 certifications shall expire or be withdrawn at the end of the transition period.
Within this transition timeline:
• ABs shall be ready to carry out transition assessments for ISO 22301:2019 within six months from the last day of the month of publication of the revised standard
• CABs shall complete the transition with ABs for ISO 22301:2019 within 18 months from the last day of the month of publication of the revised standard.
• CABs shall cease conducting initial and recertification audits to ISO 22301:2012 18 months from the last day of the month of publication of the revised standard.

Non-Accredited Product Certification where the CAB is accredited for the same scope
The General Assembly acting on the recommendation of the Technical Committee resolved that IAF Accreditation Body members shall have legally enforceable arrangements with their accredited CABs for product certification that prevents the CAB from issuing non-accredited product certification in scopes for which they are accredited. The enforceable arrangements shall require full implementation within three years from 31 October 2018. Additionally, CABs for product certification must transition certification documentation to include the accreditation symbol and/or must make reference to the accreditation status of the CAB including the identification of the AB, no later than 31 October 2021.
Note: If there is an exception to the above, the CAB must justify the exception to the AB, and if accepted by the AB, the certification is still considered accredited.

An in-depth document study of ICAO CORSIA documents is required for every AB verification assessor assessing ICAO CORSIA.

The General Assembly notes that at the MLA Committee’s request, the Laboratories Subcommittee, (LSC), discussed the issue regarding the appropriateness of CABs’ use of testing accreditation symbols (that specifically bear the ILAC mark) on RMP certificates when the RMP assigned values are based on specific test data with no reference made to that data.
The General Assembly agrees that there is consensus among IAAC members that this type of symbol use is not allowed per the ILAC R7 and ILAC P8 documents.

As of 15 March 2018, CABs shall conduct all ISO 9001 and ISO 14001 initial, surveillance, and recertification audits to the new versions (ISO 9001:2015 and ISO 14001:2015). The outcomes of such audits shall be considered by the CAB for further decision on accredited certifications to ISO 9001:2008 and ISO 14001:2004 as deemed appropriate.

La Asamblea General, actuando en recomendación del Comité Técnico, resuelve que el acuerdo transitorio para la revisión de ISO50001:2011 Sistema de G estión de Energía – Requisitos con guías para su uso – sea de tres años a partir de la fecha de publicación de la Norma revisada.
Todas las certificaciones ISO 50001:2011 deben vencer o ser canceladas al final del período de transición.
Dentro de esta línea de tiempo:
• Los OA deben estar listos para llevar a cabo evaluaciones de transición para ISO 50000:2018
dentro de los 6 meses posteriores a la fecha de publicación de la norma revisada.
• Los OEC deben completar la transición con los OA para :2018 dentro de los 18 meses posteriores a la publicación de la norma revisada.
• Los OEC deben dejar de realizar auditorías, incluyendo iniciales, vigilancia y recertificaciones para ISO 50001:2018 dentro de los 18 meses posteriores a la fecha de publicación de la Norma revisada.
• Los resultados de dichas auditorias de revisión de ISO 50001:2011 deben ser tomadas en cuenta por el OEC para decisiones adicionales en certificaciones acreditadas para
ISO 50001:2012 según se considere apropiado.

The General Assembly, acting on the recommendation of the Technical Committee, resolved that the
Transitional Arrangement for the Revision of ISO 50001:2011 Energy Management Systems –
Requirements with guidance for use, be three years from the date of publication of the revised standard. All ISO 50001:2011 certifications shall expire or be
withdrawn at the end of the transition period.
Within this transition timeline:
• ABs shall be ready to carry out transition assessments for ISO 50001:2018 within 6 months from the date of publication of the revised standard.
• CABs shall complete the transition with ABs for ISO 50001:2018 within 18 months from the date of
publication of the revised standard.
• CABs shall cease conducting audits, including initial, surveillance and recertification to the ISO 50001:2011 18 months from the date of publication of the revised standard. The outcomes of such audits to the revision of ISO 50001:2011 shall be considered by the CAB for further decision on accredited certifications to ISO 50001:2011 as deemed appropriate.

The General Assembly, acting on the recommendation of the Technical Committee, resolved to endorse
ISO/IEC 20000-6:2017 Information technology – Service management – Part 6: Requirements for bodies
providing audit and certification of service management systems and ISO/IEC 20000-1:2011 Information
technology – Service management -- Part 1: Service management system requirements as normative
documents. The General Assembly further resolved that the transition period for the implementation of ISO/IEC 20000-6:2017 be two years from the date of publication, i.e. 06 June 2017. After the transition period, IAF
MD18:2015 Application of ISO/IEC 17021:2011 in the Service Management Sector (ISO/IEC 20000-1) will be withdrawn.

Se requiere una completa implementación de los acuerdos ejecutables dentro de los siguientes tres años a partir del 30 de octubre de 2017

Personnel Certification where the CAB is accredited for the same scope and Transitional Arrangement
The General Assembly acting on the recommendation of the Technical Committee resolved that IAF Accreditation Body members shall have legally enforceable arrangements with their accredited CABs for personnel certification that prevents the CAB from issuing non-accredited persons certificates in scopes for which they are accredited. The enforceable arrangements shall require full implementation within three years from 30 October 2017. Additionally, CABs for personnel certification shall transition certification documentation to include the accreditation symbol and/or shall make reference to the accreditation status of the CAB including the identification of the AB, at the time of recertification decision; no later than 30 October 2020. When granted initial accreditation (for ISO/IEC 17024), after 30 October 2017, a CAB shall transition (re-issue) previous unaccredited certification documents and/or make reference to the accreditation status including identification of the AB, within one year of the accreditation decision. Note: If there is an exception to the above, the CAB must justify the exception to the AB, and if accepted by the AB, the certification is still considered accredited

The General Assembly, acting on the recommendation of the Technical Committee, resolved that there will not be any accredited certification to ISO 31000:2009, Risk management – Principles and guidelines (publication date 13 November 2009). ISO 31000 explicitly states that it is not intended or appropriate for certification, and any certification would be a misuse of the standard. Therefore CABs are strongly urged not to promote or provide certification to ISO 31000 and ABs and CABs are requested to report any misuse or need for certification to the ISO Secretariat.
