MDL EN EL PERÚ
ESTADO ACTUAL DEL PERÚ COMO PAÍS ANFITRIÓN DEL MDL
• Se ha firmado y ratificado la UNFCCC y el Protocolo de Kyoto
• Se ha designado a CONAM como la Autoridad Nacional del MDL.
• Se cuenta con una Estrategia Nacional de Cambio Climático y Estrategia Nacional MDL.
• Se ha presentado la Primera Comunicación Nacional del Perú a la UNFCCC.
• Se ha dividido los roles de promoción y aprobación de proyectos a fin de evitar conflictos de intereses. Se ha encargado al FONAM la promoción activa del MDL.
• Se cuenta con un portafolio de 26 proyectos MDL, 19 de ellos presentados en
CARBON EXPO.

ROL DE CONAM
•Preside la Comisión Nacional de Cambio Climático
•Es la Autoridad Nacional MDL (DNA) y coordina la implementación de la Estrategia Nacional MDL.
•Administra el procedimiento rápido de aprobación de proyectos MDL, de 45 días. 7 proyectos han sido aprobados a la fecha. 45 días
•Ejecuta con otras 13 instituciones el Programa PROCLIM que a
través de un sub-programa con FONAM esta generando una cartera
de proyectos MDL, presentada en junio 2004 en la primera feria de
carbono CARBON EXPO en Bonn

This private landfill on which the project will be developed receives about half of the MSW of the city of Lima. Huaycoloro has accumulated 5 million tons of MSW and currently receives 2,500 tons of daily MSW. The project consists in the installation of a methane collection and flare system.

Portillo Grande Landfill Gas Recovery Project Lima
The Portillo Grande Landfill belongs to the Municipalidad Metropolitana de Lima and is operated under concession contract. The landfill receives around 1700 tones of MSW daily, has accumulated 4.2 million tons of MSW and has the capacity to receive 2000 tons for the next 30 years. The project consists of the installation of a methane collection and flare system.

Surroundings –
“RETAMA”
Project - Lima
The project involves the treatment of 300 tons of MSW of the historical areas of Cusco city and
surroundings of the Vilcanota Valley, and the closure of the Landfill of Cusco and open dumps. The project comprises the treatment of the organic part of the MSW through a composting plant, the recycling of the inorganic waste, the methane recovery of the closed landfill and the incinaration of non recycable portion of the MSW.

The project envisions establishing a 10 MW Power plant that will use 340 tons daily of MSW plus Sawmill waste as fuel for generation. .Waste will be subject to a Pyrolisis process in order to gasify all organic origin waste which accounts for around 75/80% 0f total production, all of which will be used.

The project aims to develop a massive public transportation system, for low income population, which will be more economic, faster, and more orderly than the current system.

Plant
The Rice-Hull Fired Cogeneratio nproject will use rice hulls from a cluster of 25 – 30 rice mills, which currently process over 500,000 metric tons per year of rice. The rice hulls will be used as fuel in specialized boilers to generate steam for electric power production. The initial stated aggregate power output from the plant will be 9.2 MW.
