Política editorial
Problemas del Desarrollo, Revista Latinoamericana de Economía, constituye un
espacio académico para analizar la teoría del desarrollo. Desde la publicación del primer número en octubre-diciembre de 1969, hasta el día de hoy, el objetivo del debate es la problemática en torno al desarrollo económico desde una visión rigurosa, multidisciplinaria e interdisciplinaria. Es una revista crítica de los en-foques ortodoxos en los que el problema del desarrollo está ausente.
Los objetivos de la revista son:
a) Publicar artículos que reflejen la relevancia de los paradigmas que han tra-tado de explicar las causas del desarrollo y subdesarrollo, esencialmente en el espacio latinoamericano. Con base en lo anterior, fomentar la discusión y difusión de todos los enfoques teóricos y corrientes del pensamiento econó-mico sustentados en un análisis conceptual y metodológicamente riguroso. b) Lograr que la revista participe en el debate teórico económico nacional e
in-ternacional en cuanto a temáticas relevantes para el estudio de los problemas del desarrollo.
I. CuestIones generales
Primero. Problemas del Desarrollo, Revista Latinoamericana de Economía, es
el principal órgano de difusión académica del Instituto de Investigaciones Económicas (iiec) de la Universidad Nacional Autónoma de México (unam), y cuenta con un circuito autónomo de publicación y un Comité Editorial específico.
Segundo. El contenido de la Revista incorpora las secciones siguientes:
• Artículos. Se referirán a la teoría del desarrollo en los ámbitos de la teo-ría económica, la economía política, la economía aplicada y de las políticas económicas.
• Comentarios y debates (permanente) • Reseñas
• Información (eventual) • Índice anual

Tercero. Los artículos que publique Problemas del Desarrollo deberán ser inédi-tos y esencialmente producto de investigación con resultados relevantes para el estudio de los problemas del desarrollo y el subdesarrollo.
Los materiales que se publiquen en esta sección se someterán, sin excepción, al arbitraje anónimo de por lo menos tres destacados especialistas en el tema.
Una vez dictaminado y aceptado el artículo para su publicación, se le comu-nicará al autor para que mediante una carta-compromiso declare que el trabajo en cuestión no ha sido publi cado ni está en vías de publicación en ningún otro órgano de difusión nacional o extranjero.
Cuarto. La sección ComentarIos y debates se formará esencialmente con materiales inéditos y de manera excepcional, con aquellos que por su rele-vancia, y a pesar de haber sido publicados, merezcan ser rescatados parcialmente como publicables.
En particular esta sección difundirá materiales de primer nivel. Los trabajos nunca podrán exceder una extensión mayor de 20 (veinte) cuartillas. La publi-cación de los ensayos se hará una vez sometido el trabajo al proceso de arbitraje correspondiente y después de haber obtenido calificación aprobatoria por dos árbitros de nuestra cartera.
Quinto. La sección Reseñas estará conformada por comentarios y aportaciones de tipo crítico al trabajo reseñado, de reciente publicación y que cumplen con el espíritu de la revista.
Sexto. La sección Índice anual aparecerá sólo en el último número de cada año. Séptimo. Aunque el idioma oficial de la publicación es español, se aceptan igual-mente contribuciones en inglés, francés y portugués. La Revista se reserva el derecho de traducir al español las colaboraciones en el caso que así lo amerite(n). Octavo. El resultado del proceso de arbitraje podrá ser de tres tipos:
a) Positivo,
b) Condicionado a modificaciones, y c) Negativo
Un trabajo se publicará siempre y cuando cuente con al menos dos dictáme-nes positi vos. Si se recibe un dictamen condicionado tendrá que ser el mismo dictaminador el que decida nuevamente si dicho trabajo es o no aceptado des-pués de realizadas las correccio nes, en el caso de que el dictaminador las haya señalado como indispensables para la aprobación del trabajo.

Primero. El autor deberá remitir el original en papel tamaño carta, escrito a doble es pacio, en fuente Times New Roman de 12 puntos y perfectamente le-gible, texto con alineación justificada, sin enmendaduras ni marcas. Asimismo, incluirá el archivo co rrespondiente en formato compatible con los programas estándares de procesamiento de textos (Word o Word Perfect) en plataforma Pc (no se admitirán en ninguna otra plata forma).
Segundo. La cuartilla tendrá 27 renglones, máximo 1700 caracteres con espacio e interlineado doble, los artículos no excederán el número de cuartillas que a continuación se señala:

Tercero. En hoja aparte el autor indicará la sección de la revista a la que
corres-ponde su texto (Artículos, Comentarios y debates, Reseñas), su nombre, tal como desea que aparezca en la publicación, incluido el de los coautores si los hubiese, su lugar de adscripción y los datos de teléfono, fax o correo electrónico, y en general toda aquella información que permita su localización en caso de que se requiriera alguna consulta, para ello llenará el formato “Datos académi-cos del autor” que se le hará llegar vía electrónica.

Cuarto. Anexo al artículo se enviará un resumen de 150 (ciento cincuenta)
pala-bras (o diez renglones) en el idioma en el que esté escrito, y cinco palapala-bras clave como máximo que faciliten su inclusión en los índices y bases de datos biblio-gráficos. Problemas del Desarrollo se encargará de la traducción del resumen a los idiomas inglés, francés y portugués y utilizará esta síntesis para su difusión en World Wide Web (WWW).
Quinto. En el caso de los artículos que utilicen la lógica de la estructura
ma-temática, el resumen deberá hacer explícito cuál es el problema económico al que se pretende dar solución y cuál el modelo matemático utilizado para ello. Los supuestos y las conclusiones del análisis se expresarán también con palabras escritas y no solamente con signos matemáticos.
Asimismo, cuando se incluyan fórmulas, ecuaciones o lenguajes matemá-ticos, éstos se entregarán completos, o bien, los archivos correspondientes en formato electrónico, en caso de que el material sea entregado in manu.
Sexto. Las gráficas, tablas (o cuadros), figuras, mapas y fotos (si las hubiese) de
los trabajos remitidos se presentarán en formato electrónico e impresos en hojas por separado de calidad láser o similar (en cualquier caso, tendrán que ser de calidad suficiente como para permitir su óptima reproducción), irán numerados correlativamente por orden de aparición en el texto, y en éste se indicará el lugar donde se insertarán. Llevarán un título y leyenda (las abreviaturas utilizadas de-berán aclararse en la leyenda). Todo elemento gráfico será entregado tal y como se obtuvo del programa o el equipo con que se haya elaborado, creado o captu-rado y se indicará el programa utilizado, que obligatoriamente será compatible con los estándares empleados en la elaboración de este tipo de materiales (para las figuras, mapas y fotos se sugiere utilizar archivos de imagen como .gif, .jpg, .tiff y no importarlos desde Word). Asimismo, los cuadros y las gráficas habrán de explicarse por sí solos (sin tener que recurrir al texto para su comprensión), indicar las unidades y contener todas las notas al pie y las fuentes completas co-rrespondientes (para cuadros o tablas se sugiere utilizar la herramienta o menú

Séptimo. Si la colaboración incluye citas textuales, éstas tendrán las siguientes
características: si ocupan cinco líneas o menos, irán precedidas de dos puntos y entrecomilladas; si son de mayor extensión, irán en párrafo aparte, con sangra-do, sin entrecomillar y a un espacio. Los agregados que hubiera en alguna cita textual irán entre corchetes.
Octavo. Todos los artículos contendrán una bibliografía que se presentará al final
del trabajo y se ordenará alfabéticamente por el apellido del autor o, si se trata de una institución, por el nombre de la misma. Las citas bibliográficas deben presentarse en llamadas dentro del texto que se completarán al final del trabajo.
Política editorial Para mayor información y algunos ejemplos sobre la manera de presentar las diversas clases de citas bibliográficas, habrá que tomar en cuenta las siguientes sugerencias:
• Las referencias dentro del texto se consignarán de la siguiente manera: entre paréntesis el apellido del autor, el año de publicación de la obra y el número o números de las páginas, por ejemplo:
(Astudillo Moya, 1999: 88-89).
• En la bibliografía al final del trabajo se dará la ficha completa. Si dos o más obras de un autor se editaron el mismo año, se distinguirán con las letras; a, b, c, etc.; por ejemplo:
(Astudillo Moya, 1996a: 27).
• La bibliografía de los libros se presentará de la siguiente manera: a) el autor o los autores se asentarán por apellido y nombre completo, b) el título de la obra en cursiva, c) volumen/tomo (si lo hubiere), d) lugar, e) editorial, f) año de la publicación utilizada y g) año de la publicación original:

Noveno. El empleo de una u otra forma de presentación de las referencias
biblio-gráficas deberá ser homogéneo a lo largo de todo el texto.
Décimo. Al utilizar por primera vez una sigla o una abreviatura se ofrecerá su
equivalencia completa y a continuación, entre paréntesis, la sigla o abreviatura que posteriormente se empleará.
Undécimo. Si se va a resaltar en el texto alguna palabra o frase, se recomienda emplear letra cursiva o subrayar la expresión, evitando el empleo de negritas y comillas.
Duodécimo. El cumplimiento de estas normas es indispensable. Pese a que las colabora ciones aceptadas serán sometidas a un proceso de corrección de estilo, se reco mienda ampliamente a los autores que se entreguen versiones con una primera corrección. Además, su publicación estará sujeta a la disponibilidad de espacio en cada número. En ningún caso se devolverá originales al autor ni habrá responsabilidad para la revista.
Décimotercero. El Comité Editorial se reserva el derecho de modificar el título
de los artículos.
Nota: Cualquier situación no prevista en estas normas de publicación serán resueltas por el comité editorial.

Editorial Policy
Problemas del Desarrollo, a Latin American Journal of Economics, constitutes an
academic space for analyzing the theory of development. Since the publication of the first issue in October-December, 1969, the objective of the debate has been the problematic centering on economic development from a rigorous multidis-ciplinary and interdismultidis-ciplinary point of view. This is a magazine that is critical of orthodox focuses where the problem of development is absent.
The magazine’s objectives are:
a) To publish articles that reflect the relevance of paradigms aimed at explain-ing the causes of development and under-development, essentially in Latin America, and with this in mind, to promote the debate and diffusion of all theoretical focuses and currents of economic thought based on a rigorous methodological structure.
b) To make the magazine a participant in the national and international debate on economic theory related to matters relevant in studying the problems of development.
I. general questIons
First. Problemas del Desarrollo, Revista Latinoamericana de Economía, is the
leading organ of academic diffusion for the Mexican National Autonomous University’s (unam) Instituto de Investigaciones Económicas (iiec), with an au-tonomous publishing circle and a specific Editorial Committee.
Second. The Magazine’s content includes the following sections:
• Articles. They refer to the theory of development within the orbits of eco-nomic theory, political economy, applied ecoeco-nomics and ecoeco-nomic policies. • Comments and debates (permanent)
• Reviews
• Information (possible) • Annual index
• Rules for receiving originals (permanent)
Third. The Articles published in Problemas del Desarrollo should be unpublished and essentially the product of research with results relevant to the study of prob-lems of development and underdevelopment.
Editorial Policy
The materials published in this section will be submitted, without exception, to anonymous arbitration by at least three recognized specialists in the subject.
Once the article has been judged and accepted for publication, the author will be contacted so that via a written commitment he/she accepts that the work in question has not been published and is not awaiting publication in any other national or foreign organ of diffusion.
Fourth. The section Comments and debates will be based essentially on unpublished material and exceptionally on items whose relevance merits their partial republication.
In particular, this section will run first-rate material. Papers must not exceed a length greater than 20 (twenty) pages. Publication of essays will occur when the work has been submitted to the corresponding arbitration process and after having received approval ratings from two of the specialists in our team.
Fifth. The Reviews section will consist of comments and contributions of a
critical nature referring to works of recent publication, as long as these comply with the spirit of the magazine.
Sixth. The annual index section will appear only in the final issue at the end of
each year.
Seventh. Although the publication’s official language is Spanish, contributions in
English, French and Portuguese are equally acceptable. The Magazine reserves the right to translate into Spanish contributions which merit inclusion.
Eighth. The results of the arbitration process may be of three kinds:
a) Positive,
b) Conditional to modification, and c) Negative
A study will be published only after it has received at least two positi ve re-ports. If a conditional report is received it must be the specialist making the report who decides anew whether this study should or should not be accepted after the correctio ns are made, in cases where the specialist states that they are indispensable for approval of the work.

First. The author must send in the original on letter-sized paper, with
double-spacing, written in perfectly legible 12-point Times New Roman, in justified format, without corrections or markings. which her/his text corresponds (Articles, Comments and debates, Reviews), the title she/he wishes to appear in the Publication, including co-authors if there are any, their places of work, plus phone and fax numbers and e-mail address, and in general all the information that will make it possible to contact them in case some consultation is required –for this reason, the form “Author’s academic data” must be filled in and returned by e-mail.
Fourth. Annexed to the article will be a résumé of 150 (one hundred and fifty)
words (or ten lines) in the language in which the article is written, and a maxi-mum of five keywords to facilitate its inclusion in the indices and bibliographi-cal data bases. Problemas del Desarrollo is in charge of the translation of the résumé into English, French and Portuguese and will use this synthesis to ad-vertise it on the World Wide Web (WWW).
Fifth. In the case of articles that use the logic of mathematical structure, the résumé

what mathematical model is to be used for this. The assumptions and conclusions of the analysis must also be expressed in written words and not only mathematically.
Moreover, when formulae, equations or mathematical language are includ-ed, these must be sent in full. Otherwise, the corresponding files should be in electronic format, if this material is delivered by hand.
Sixth. Graphs, tables, figures, maps and photos (if they are used) in the studies
submitted must be presented in electronic format and printed on separate sheets of laser or similar quality paper (in any case, they must be of a quality sufficient to permit their optimal reproduction), and must be numbered in line with their order of appearance in the text, and the place in which they will be inserted must be indicated. They must carry a title and a legend (the abbreviations used must be clarified in the legend). All graphic elements must be sent in this way and must be sent exactly as they were obtained from the program or the equip-ment with which they have been elaborated, created or captured, indicating the program used, for which it is obligatory that this be compatible with the standards employed in the elaboration of such materials (for the figures, maps and photos it is suggested that image files such as .gif, .jpg, .tiff be used, and that images not be imported from Word). At the same time, tables and graphs must be self-explanatory (i.e., it should be unnecessary to refer to the text for their comprehension), indicating the units and containing all the footnotes and full corresponding sources (for tables or charts it is suggested that the author use the tools or menu Tabla in the text processor programs).
Seventh. If the contribution includes textual citations, they must have the
fol-lowing characteristics: if they occupy five lines or less, they must be preceded by a colon and quotation marks; if they are longer they must be in a separate paragraph, indented, without quotation marks and with a space. Aggregates in any textual citation must be placed within brackets.
Eighth. All articles will contain a bibliography to be listed at the end in
al-phabetical order according to the surname of the author or, in the case of institutions, by the name of the institution. Bibliographical citations may be presented in two ways: a) at the foot of the page, or b) numbered in the text and listed together at the end of the article. For more information and some ex-amples on the way different types of bibliographical citations can be presented, the following suggestions should be taken into account:
• If the bibliography used is set at the foot of the page, the citations must be numbered progressively; the authors must be identified by name and surname, in letters two points below the size used in the body of the text. This will be indicated only by a number, and at the foot of the page the

Ninth. The use of any other format for bibliographical references must be
ap-plied homogeneously throughout the text.
Tenth. If initials or abbreviations are used, the full expression must be given the
first time it occurs, followed in parenthesis by the initials or abbreviation that will be used later on in the text.
Eleventh. To emphasize a word or phrase in the text, it is recommended that
cursive letters or underlining be used, and that bold text and quotation marks be avoided.
Editorial Policy Twelfth. Fulfillment of these rules is indispensable. Although contributions that
are accepted will be submitted to a style check, it is generally reco mmended that authors send versions that have been given an initial style check. Publication will be subject to the availability of space in each issue. In no case will originals be returned to the author, nor does the magazine take responsibility for them.
Thirteenth. The Editorial Committee reserves the right to modify the titles of
articles.
Note: Situations not covered by these publication rules will be resolved by the editorial committee.
