Description of the global subproject.

(2)

The subproject is focused on the systems of infrastructure which supports information, especially on all those aspects which make a system appropriate to the specific historical and social features of a town. At the same time, socioeconomic practices have also been achieved relative to the

introduction of wireless broadband and the application of tourist services in the areas of interest.

This implies an approach based on an ICT system supporting the local territory as well as its economic and social context.

According to this approach, the positioning of an ICT system in the areas of interest takes into account: Users (demand, interface modes, impact, needs, skills), Contents (services, functionality, organisation of information…), Connectivity (technologies, networks…).

This approach is consistent with the strategies and objectives adopted by the European Council of Lisbon in March 2000 (eEuropa initiative).

The aim of this project is to test a structured methodology in order to develop a qualified information system within the areas of different socio-economic characteristics.

This project is intended as an operational example based on the aforementioned components (users, services and technologies) which characterise an information system.

Management of the common financial aspects

Central Com as LP of the project, was able to achieve an intense exchange of best practices relative to the themes of the project, providing the partners with their experiences in the field of broadband wireless transmission, drawing on these experiences to suit the partner territories, ideas and innovative projects which can be used for regional connections currently in progress in Umbria.

In addition to the exchange of best practices and the strengthening of the partnerships, the development of new transnational projects can now be set up by CentralCom to be applied to the new Community planning of 2007-2013.

The relationships initiated, thanks to the project, constitute important opportunities for establishing operative partnerships between the entities involved in the future development of integrated solutions, which capitalizes on the know how of each body as best of breed.

Obtained results: Ex: Commons ethical codes for the representation of the virtual heritage.

Knowledge of the disappear heritage in European cities

The main project objectives are focused on the physical and virtual improvement of networks which are connected to all local entities involved in the ICT sector; the enhancement of skills of the main ICT personnel involved in order to provide more reliable and effective services; technological transfers, exchange of experiences and best practices in the field of telecommunications, especially those relative to the spread of technology infrastructures of broadband wireless network in the partner territories; improvement in on-line services for tourism entertainment in the historical centres and rural areas concerned.

The exchange of experience has made the verification of the wide range of possible uses of ICT technologies possible in the rural and historical territories, likewise confirming the synergy between the services analysed.

Foreseen effects at short and a long term. Ex: European awareness of the disappear heritage

The Commission believes that Europe has a vital need for a wide broadband coverage in order to promote growth and employment, with the objective of providing every European citizen, especially those living in regions that are less developed, access to internet at broadband and at high speed.

The possibility to connect to the internet at broadband constitutes an essential condition for the development of electronic commerce, in order to stimulate growth and employment in all the economic sectors.

Furthermore, the EU maintains that broadband connections must not be limited only to large cities, but must be evenly distributed throughout the territories.

The Histosysinfo project operates in just this way, having studied and applied, in part, a system of widespread innovative broadband via wireless technology.

This system, thanks to the use of radio link (which allows for the marked reduction of the economic burden otherwise requested for the implementation of fibre optics) will allow for the diffusion of broadband, even to the regions that are now insufficiently serviced (Historical Centres and rural areas) and not economically significant as a catchment area.

As far as the territories involved are concerned, concrete repercussions in the implementation of the current and future projects are predicted, concerning the diffusion of broadband and its relative services.

Dissemination activities

The process of distribution are centred around the formation of transnational meetings (provisioned by the Application Form), and in the planning and design of common web sites for a wide and fast distribution of the project contents. In view of the final meeting (Perugia 08.03.2007) and of the joint meeting (Sevilla end of March, 2007) a common final project document (CD - Card and photocopies) was drawn up, which sums up the activities and the results achieved. The final document will be used by the partners for the distribution of the contents at the local level. The Portugese partner has designed a brochure for the distribution of the audio guide at the local level, within the scope of the project (refer to the web site www.guimaraesturismo.com), and a CD-Rom with the contents of audio-guided tours in adult and child version. The distribution of the project contents has also been achieved through informal meetings with public administrations and private companies in the partner territory, and during transnational meetings between the Directors of single partners, and by the staff of LP CentralCom S.p.a.

Link up to the transversal European policies: Gender, environment, etc.

(5)

In addition to adjusting to the local regulations concerning the diffusion of broadband in all the European Union territories, the results of the Histosysinfo project will also have positive repercussions regarding the reduction of the "digital divide".

Subsequently, on the implementation of the infrastructure in the territories and the start of the relative services, there will be an improvement in the quality of life of the citizens who take advantage of the increase in activities in areas that are now depressive, by empowering the economic aspects

connected to the diffusion of e-commerce, the rationalization and speed of public services, innovative procedures for managing private transport in historic centres and tourism entertainment. Therefore, a general improvement in the quality of life in the areas involved from such a system can be foreseen.

(6)

Continuity expectations

A widespread distribution of the results obtained by the partner territory is desired at the end of the project, for the purpose of stimulating the implementation of the infrastructure and services, at the local level, described in the project by means of special local, national, and community funds.

Moreover, following the consolidation of the project network, the future possibility for new common participation in the European notices (programming 2007 - 2013) will be assessed concerning the implementation of the actual results achieved.

Remarks and any other data that could illustrate the leader activities as number of hours of work, technical or administrative visits, etx…

LP CentralCom, through their internal personnel, and thanks to the activities carried out by PM, has maintained constant contact with their partners. Such activities were conducted both through meetings held and documented, and through constant exchange of emails and telephone calls.

Some informal meetings were held by PM along with others by the Steering Committee of

O.C.R.PAGUS, for the resolution of some urgent aspects necessary for the proper execution of the project.
