ATTENTION CITY OF LANCASTER RESIDENTS!
On October 2, 2006 the City of Lancaster began weekly curbside refuse and recycling collection through a contracted hauler. This program is intended to provide convenient, uniform and efficient curbside service for City residents.
This brochure should answer your questions about the program.
It also contains information about how to properly dispose of spe- cial wastes, such as household chemicals and batteries that should not be thrown away with your regular trash.
BILLING BASICS:
• All Property Owners of up to 4 residential units per building will be billed for this City service. On a quarterly basis, the City will invoice the Property Owner a flat fee of
$210 per year for each dwelling unit in the program.
• Discounts are available for annual prepayment or for quali- fied senior citizen property owners upon request. Details about the discount rates can be found on your bill.
• The City provided Recycling Bins to all residences in 2006.
The Recycling Bins are the property of the City and are to remain at your dwelling.
• Tires, large furniture, and construction/demolition debris are not collected by the City’s Hauler, but may be collected by permitted haulers who are authorized to provide this service in the City. Please contact the Solid Waste Hotline for a list of these haulers.
• Large appliances (White Goods) are collected monthly in a special collection requiring an extra service tag.
• Owners, Managers and/or Landlords of Multi-family buildings with five (5) or more dwelling units, as well as Commercial and other Non-Residential units will be required to do one of the following:
Arrange with a permitted hauler to provide both refuse and recycling collection services

COLLECTION BASICS:
• Refuse & recyclable materials will be collected on the same day each week, excluding holidays. Collection may begin as early as 5 AM. Trash containers and recycling bins are to be placed curbside for collection no earlier than 6 PM on the night before the scheduled collection day, and removed from the curb no later than 8 PM on the day of collection.
Trash and recycling containers may not be stored in a loca- tion that is visible from the street.
• Up to six (6) 32 gallon/30 pound bags of trash per week will be collected from each household. Bags must be tied or closed to prevent litter, spillage, or attracting ro- dents. Smaller bags, such as grocery bags, used to collect trash in the home must be placed in larger heavy plastic trash bags or trash containers for curbside collection.
• One (1) over-sized item a week is allowed in place of two (2) trash bags/cans. An oversized item is an item that does not fit in a trash container, is no heavier than 60 pounds, is no bigger than 6 feet in any dimension, is not a tire, is not a large appliance, and does not contain refriger- ant (no air conditioners). Examples of oversized items are:
chair, end table, small mattress, etc.
• Large 96-gallon curb carts are available from the City’s Hauler, collected directly by the Hauler. A curb cart is equivalent to three (3) regulation trash containers.
• No dumpster collections are included in the City’s con-
tract program.
