RESUMEN
La presente investigación tuvo como objetivo general analizar las opiniones de especialistas en asuntos marítimos, referentes a cómo se ejercen el poder marítimo nacional y la gobernanza marítima, y sobre el aprovechamiento de los intereses marítimos nacionales en los Estados Unidos Mexicanos.
Se evidencia una compleja problemática, al no contar México con una Política Nacional Marítima que norme, regule y fortalezca la actuación de las instituciones relacionadas con las actividades del Sector Marítimo Nacional, mediante una serie de lineamientos que permitan incrementar de forma integrada y articulada su coordinación y cooperación, con el fin de explotar efectiva y racionalmente las riquezas de los mares nacionales.
Habiéndose realizado como aporte a la investigación, una propuesta de cuáles podrían ser los intereses marítimos nacionales para México y de los lineamientos para la formulación de una Política Nacional Marítima en los Estados Unidos Mexicanos.
La población de la investigación, constó de 118 especialistas en asuntos marítimos, pertenecientes a las Secretarías de Estado que integran la Comisión Intersecretarial para el manejo sustentable de Mares y Costas de México (CIMARES); de la cual se obtuvo una muestra, que estuvo representada por 90 especialistas.
La investigación concluye, que los especialistas en asuntos marítimos, opinaron que el poder marítimo nacional y la gobernanza marítima en los Estados Unidos Mexicanos, se ejercen de manera eficiente, y que los intereses marítimos nacionales se aprovechan de forma medianamente adecuados.

ABSTRACT
The main objective of this research was to analyze the opinions of specialists in maritime matters, regarding how national maritime power is exercised and maritime governance, and about the exploitation of national maritime interests in the United Mexican States.
A complex problem is evident, since Mexico does not have a National Maritime Policy that regulates, regulates and strengthens the actions of the institutions related to the activities of the National Maritime Sector, through a series of guidelines that allow for an integrated and coordinated increase in their coordination and cooperation, in order to exploit effectively and rationally the riches of the national seas.
Having made as a contribution to the research, a proposal of what might be the national maritime interests for Mexico and the guidelines for the formulation of a National Maritime Policy in the United Mexican States.
The population of the research consisted of 118 specialists in maritime affairs, belonging to the Secretariats of State that make up the Inter-Secretarial Commission for the sustainable management of Mares y Costas de México (CIMARES); from which a sample was obtained, which was represented by 90 specialists.
The investigation concludes that specialists in maritime affairs, considered that national maritime power and maritime governance in the United Mexican States, are exercised efficiently, and that national maritime interests are used in a moderately adequate manner.
