DIRECTOR OF PUBLIC WORKS / TOWN ENGINEER

DEFINITION

To plan, organize, direct and review the activities and operations of the Public Works/Engineering Department including engineering, street maintenance, snow removal, fleet maintenance, building maintenance and capital improvement project implementation; to coordinate assigned activities with other Town departments and outside agencies; and to provide highly responsible and complex administrative support to the Town Manager.

DISTINGUISHING CHARACTERISTICS

This is a single-position executive management classification. The Director of Public Works/Town Engineer duties are administrative/managerial and highly complex in nature, involving highly technical functions. The incumbent has broad management authority for the day-to-day operations of the Public Works Department, as well as functional authority/responsibility for overseeing the development and implementation of policies related to engineering, street maintenance, and fleet and building maintenance.

SUPERVISION RECEIVED AND EXERCISED

Receives policy direction from the Town Manager.

Exercises supervision over management, supervisory, professional, maintenance, and administrative support personnel.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

Develop, plan and implement department goals and objectives; administer policies and procedures as related to the operations and activities of the Public Works Department.

Coordinate assigned activities with those of other Town departments and with outside agencies and organizations; provide staff assistance to the Town Manager and Town Council; prepare and present reports and other necessary correspondence.

Direct, oversee and participate in the development of work plans; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.

Direct, oversee and participate in the development and administration of the Public Works Department budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.

Select, train, motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the department.

Direct the review and implementation of proposed private land development activities to ensure that subdivision plats, maps, surveys, parcel maps, and plans for construction of public improvement comply with applicable statutes and meet established engineering standards;

ensure that implementation of private construction activity is consistent with approved plans.

Develop recommendations regarding Capital Improvement Plan project prioritization; review and approval of engineering designs, project strategy and implementation.

Oversee the provision of assistance to the Community Development Department with land development review and establishment of regulations; negotiate and implement development agreements; conduct technical review of plans and provide conditions of approval.

Serve as Town Engineer signing all subdivision, tentative and parcel maps on behalf of the Town.

Manage utility encroachments in public rights-of-way by third party public and private utilities.

Continuously monitor and evaluate the efficiency and effectiveness of Public Works service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.

Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to organizational programs, policies and procedures as appropriate.

Oversee the selection and management of outside consultants; oversee in the preparation of plans, specifications, and contract documents.

Review engineering plans, reports, and proposals for public works projects; verify plans and specifications for conformance with Town standards, regulatory standards and industry standards; develop engineering specifications and contracts; conduct field inspections.

Represent the department and Town to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.

Respond to and resolve difficult and sensitive inquiries and complaints.

Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS Knowledge of:

Principles, practices, operational characteristics, services, and activities of a comprehensive municipal public works and engineering services program.

Advanced principles and practices of engineering as applied to municipal public works and engineering services.

Advanced project management practices.

Alternative funding mechanisms and sources for use in construction of capital projects and equipment purchases.

Methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to municipal public works improvements.

Recent developments and sources of information on municipal engineering and public works administration.

Technical, legal, financial and public relations problems involved in the conduct of municipal public works and engineering programs.

Principles and practices of leadership, motivation, team building and conflict resolution.

Pertinent local, State and Federal laws, rules and regulations.

Organization and management practices as applied to the analysis and evaluation of programs, policies and operational needs.

Principles and practices of organization, administration and personnel management.

Safe work practices.

Principles of supervision, training and performance evaluation.

Modern office equipment including use of applicable computer applications.

Principles and practices of customer service.

Ability to:

Plan, direct and control the administration and operations of the Public Works Department.

On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports and related documents; know and interpret laws, regulations, codes and procedures; observe performance and evaluate staff; problem solve department related issues; and explain and interpret policy.

On a continuous basis, sit at desk and in meetings for long periods of time;

intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 25 pounds or less.

Develop, implement and administer goals, objectives, policies, and procedures for providing effective and efficient services.

Gain cooperation through discussion, persuasion and goal setting.

Successfully develop, control and administer budget and expenditures.

Administer contract services.

Manage and oversee complex engineering and public works projects.

Interpret and apply policies, procedures, laws, codes and regulations pertaining to assigned programs and functions.

Read, interpret and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints and schematics.

Identify and respond to community, Town Council, Town Manager, and Departmental issues, concerns, and needs.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

Prepare clear and concise administrative and technical reports and documents.

Operate and use modern office equipment including computers and applicable software.

Communicate clearly and concisely, both orally and in writing including the preparation and delivery of public presentations.

Supervise, train and evaluate assigned personnel.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines:

Any combination of experience and training that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:

Six years of responsible experience in municipal public works or civil engineering, including three years of administrative, management and supervisory experience. Municipal experience is highly desirable.

Training:

Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering, public administration, or a related field. A Master’s degree is highly desirable.

License or Certificate:

Possession of registration as a Professional Civil Engineer in the State of California.

Possession of, or ability to obtain, an appropriate valid driver’s license.

Working Conditions:

Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Position requires working beyond normal business hours, attendance at evening meetings and/or weekend work and the ability to travel.
