SUBJECT: Addendum No. 1 – Chatham County CORA Food Pantry Site-Work

The updates for this addendum will be included as answers to some of the points made by contractors within the pre-bid meeting notes. In addition to the pre-bid notes with answers, a copy of the pre-bid notes as written during the on-site pre-bid meeting held August 6, 2019.is included.

Cora Sitework Prebid Meeting Notes

Attending: Brian Stevens, Chatham County Project Manager; Robin James, Chatham County Procurement Manager; Anthony Brady, A&M Construction; Brian Tessier, Bar Construction; Jason Foushee, Foushee Grading LLC; Eddie Thomas, Earl Thomas Grading; Ben Thomas, Earl Thomas Grading.

Brian Stevens reviewed key items from the bid documents, and basically wanted contractors to put their eye on the property before bidding.

The county will be responsible for removing the “dead” phone system box from the side of the CORA brick building, as well as contacting Duke Energy to remove the parking lot light pole within the demolition area. All other utilities in the immediate area for clearing should be ok.

There will be an access cut into the brick building (same area the dead phone system is) which will connect the CORA Main Building with the new warehouse building.

Q. 1 Drainage pipe between the buildings location questioned by contractors.

A.1. Delete drop inlets, RCP storm pipe, and FES from scope

Q.2 One contractor asked if the County would consider a raised cross-walk between the two buildings.

A.2. N/A - Will be part of the building plans

The site contractor does not need to try to save any specific trees.

The County will entertain valid suggestions for Value Engineering. Once a recommendation is made, the Project Manager will meet with the designer to confirm the impact and possible changes.

Q.3. As pointed out by a contractor, the plans indicate a retainer wall at the end of the warehouse location, which continues downward facing toward South.

A.3. Plans were designed with an anticipated foundation wall for the south end of the building.

Revised scope is to require stripping and site prep only at this time. There will be no grading required to prepare a building pad. Perform site demo in accordance with Sheet C1.2 to include the saw cutting and removal of the noted asphalt. Amend scope to delete highlighted curb and gutter on attached sketch from Sheet C2.2 and grade to smooth transition to saw-cut asphalt.

Keep the installation of the new dumpster pad and the curb and gutter around new dumpster pad. Note: Highlighted (blue) C2.2 included.

The landscape planting part of the package will be moved to the Building package.

The site contractor must take care of temporary seed and straw to maintain dirt.

Erosion Fence – will be placed and maintained by the Site contractor until seeding stabilizes the site.

Q.4. There was a discussion about changing the dimensions of the building to help out with the retainer wall issue, and the underground pipe issue.

A.4. N/A – This will be addressed in the next phase of the project.

Q. 5. Brian will meet with the Mitchell Design Group to discuss the drawings and determine if an additional drawing is needed.

A.5. At this time it is not believed that revised drawings are necessary. Should any

contractor feel differently and require additional documents, please make that request in writing to the County including what information needs to be included on any additional documents.

Once the building size and anticipated foundation requirements are determined, there may be a need for additional drawings and site work which will be addressed as another phase of the project.

Q.6. Contractors pointed out this project may require consideration of moving the bid date out a couple of weeks, if there are additional drawings or engineer changes.

A.6. Due to the current changes being a reduction in scope with no additional or revised documents, the County does not plan to extend the bid date. If there is a specific need for the County to revisit that, please submit the request in writing with the associated reason for the request.

Base bid price on the project plans and any additional information included in addenda.
