Inception – Municipal Partnership Programme

Potential areas of cooperation (describe the potential areas of cooperation and how these relate to current problems and challenges of the local government in the cooperation country):

The idea of a municipal cooperation is based on the campaign by the Swedish National Council of Adult Education (Folkbildningsrådet) to inspire Swedish folk high schools (Folkhögskola) and study associations (Studieförbund) to create international cooperation. This is why Malmfältens Folkhögskola had decided to seek an international cooperation with a developing country. As a result of taking contact with ICLD (Swedish International Centre for Local Democracy), the school was suggested several interested cooperation municipalities in Africa, Asia and Europe. Makunduchi in Zanzibar, Tanzania was chosen because they wished to cooperate within tourism and education. Contact has been made with municipal representatives in Makunduchi, and it has become clear that there are excellent conditions for a productive cooperation between these two municipalities.

Kiruna municipality participates in the project with key politicians and officials to unconditionally regard opportunities for joint development areas. At the same time, the municipality supports its subsidiary organization Malmfältens Folkhögskola in their quest for long-term non-formal education cooperation for the benefit of the school and Kiruna municipality.

Long term objectives of the partnership (describe the ways in which cooperation between the partners could contribute to poverty reduction in the long term):

On the whole, there are many common areas of development within both municipalities such as Eco-tourism, conservation of cultural values, native peoples, regional influence, common schools, etc. Since Malmfältens Folkhögskola has a long-term idea of an own-financed folk high school in Makunduchi, the possibilities for long-term positive effects are very encouraging.

Short term objectives of the partnership (describe in short how the cooperation could contribute to the strengthening of the local government in the cooperation country):

After a line of contact between the two municipalities, they have agreed on the objective to collaborate for the development of Eco-tourism and carry out non-formal education (folkbildning) in Makunduchi with participating students from both Kiruna and Makunduchi. This non-formal education is to be based on experience and knowledge exchange and therein with particular focus on civil influence, rights and local democracy. The vision is to create a cooperating folk high school in Makunduchi that in the long term can be financed with Swedish state non-formal education funding and support from the local authorities. As far as tourism is concerned, this is an area still to be developed by Makunduchi. Despite good conditions, they have not succeeded in developing their tourism trade. Kiruna on the other hand has well- developed tourism operations, with ICE HOTEL as their flagship together with numerous Sami culture and other successful experience tourism ventures. The discussions with Makunduchi have resulted in both partners agreeing on development within Eco-tourism. Both Makunduchi and Kiruna do not want the cultural values and commercialism to prevail within the municipalities. For Kiruna, the conservation of cultural values is topical due to the pending and current city transformation.

Remarks

The Partnership Council rejected an inception phase application (ref: 2011-0106) 2011, but encouraged the municipalities to apply again but with a stronger connection and anchorage to Kiruna municipality accordingly to the Municipal Partnership guidelines.

Recommendation from the Partnership Council

Approval – the Partnership Council considers the application to be a solid inception proposal in line with the aims of the programme and the connection and anchorage to Kiruna municipality is now satisfying.

Green Economy for Local Development

Overall Objective (describe in short how the project will contributed to change in a long term perspective, 100 word maximum):

Muheza District Council a model for Innovative Green Economy and Local Democracy in Tanzania. The project is a strategy to dispose economic power, foster innovation and to engage the rural communities in green production in order to make use of the large untapped pool of resources and opportunities available to improve the living standards of the rural communities. Project Objective (state the objective that the project aims at achieving within the time frame): Five small scale green production industries started in five pilot villages in Muheza, with active participation of rural communities by December 2013.

Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective):

o five X-module energy innovative solutions installed in five identified pilot villages namely; Kwatango, Kisiwani and Kambai, Kilongo and Mlesa;

o 120 small scale farmers engage in dairy farming in three villages namely; Kwatango, Kisiwani and Kambai and linked to Tanga Fresh a Diary Company in Tanga Region; o 120 small scale farmers engage in poultry farming in three villages namely;

Kwatango, Kisiwani and Kambai, a poultry company started;

o 200 women from ten women groups in Amani ward registered a company and Sugar production company started; and

o Kilongo orange farmers’ Cooperative Society has started a fruit processing line at Kilongo village.

Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives):

 governance model and strategy for green economy developed and adopted and integrated in Muheza District council’s strategy;

 trademark for Muheza District Council as Green Economy Municipality;

 five Innovative energy solutions in off-grid areas installed and owned by communities;

 five small scale green industries started in five pilot villages:

 local organization/business models developed; and

 pilots benchmark how all areas should develop in the future, and the role that the local authority should play in driving change documented

Remarks

This is an ambitious project with a strong focus on women. Muheza and Katrineholm have cooperated concerning environmental technology before – this project is the continuation (ref: 2012-0119).

Recommendation from the Partnership Council

Approval – the Partnership Council considers the application to be a solid project proposal. The expected results correlate with the suggested activities, as well as the aim of the Municipal Partnership Programme. This is an enthralling and ambitious project with interesting connections to local democracy through the village councils.

Create independent youth who dare to express their opinions in dialogue with elders and will take part in decisions for the future.

Project Objective (state the objective that the project aims at achieving within the time frame): Enhance pupil’s council and develop entrepreneurial learning.

Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective): All classes are represented in pupil’s council. More pupils dare and are able to communicate in English and more pupils are active to analyze how to solve problems.

Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives):

One meeting with pupil’s council every month. All pupils are able to do an oral accounting in English at the end of standard 5. All students know how to solve problems in a mathematic way of thinking.

The municipalities have cooperated earlier in a project concerning young people’s possibilities to have influence at school (SALA-IDA si2006/0004). A result from this cooperation is that tree pupil`s councils were established. These are still functional. In 2011 the municipalities received funding from the ICLD to do an inception phase (ref: 2011-0047). During the inception phase the municipalities focused on masai girl’s possibilities to take part of education and life situation. This inception phase resulted in two project applications (ref: 2012-0004 and 2012-0005). Recommendation from the Partnership Council

The application is based on a clearly defined problem, for a one year project, the objective is reasonable. The expected results correlate with the suggested activities, as well as the aim of the Municipal Partnership Programme.

More girls will start in Emboreet Primary School and by education take part in discussions with the local leaders of important questions for the future.

Project Objective (state the objective that the project aims at achieving within the time frame): In 2013 there will be 70 % of the children from village in school and 40 % will be girls. Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective): Every housing in Emboreet has appointed a leader to implement the project and who is responsible to support parents to bring their girls to school.

Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives):

Every child in housings will be counted and the numbers of children will be compared to the numbers of children in school.

Rejection – the Partnership Council considers the project to be very interesting and relevant; however the project application needs further development as it’s not realistic to obtain the overall objective during one year and the whole application needs further clarifications about indicators and activities. Also the Partnership Council requests a better analysis of the life situation for the girls. Furthermore it would have been interesting to get a description over the dialog with the girls and their families.

The management group will visit both countries to overview the projects. Strategies to implement the results of the projects will be discussed in political arenas in Strängnäs and in Simanjiro. Documents will be signed by both parts to guarantee the results will be used for developing the activities in the future. The co-operators will keep in contact periodically to beware if there will be any problem that could get a support in time.
