The overall objective is to create stronger local economies and more sustainable cities through the development of the partner cities as destinations for sustainable and responsible tourism. Project Objective (state the objective that the project aims at achieving within the time frame): The municipalities in both partner cities have developed methods to work with and support local operators, to decrease the environmental impact from tourism, to develop the local economies and to start developing the cities as destinations for sustainable tourism.

Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective):
o both partner municipalities have gained a better understanding of the current situation for local operators in the Tourism and Event Sector (TES) in their cities; o relevant methods for Swakopmund to work with TES have been developed;
o TES in both cities have gained training on to contribute to sustainable development and work with eco-tourism;
o the municipalities in both cities have developed support systems for the TES; o networks for exchange of experiences and capacity building have been created; o marketing of eco-tourism in Swakopmund have been made through a booklet; o both partner cities have started to formulate strategies for sustainable tourism; and o the project have been evaluated and a final report is written – results are
communicated.
Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives):
in surveys and interviews at the end of the project, 75 % of the local operators in the Tourism and Event Sector (TES) that have participated in the project say that they have become more aware of their environmental impact and have gained knowledge on how to decrease it, 60 % of the respondents say that they have started to act to decrease their environmental impact;
situation analyses have been made in both cities,
study visits and meetings with relevant organizations in Malmö have been made;
methods to be used when cooperating with TES in the project have been chosen;
a training concept have been developed;
training courses have been held for TES – at least 20 TES in each city has received training;
a manual on eco-tourism in Swakopmund has been developed and distributed;
possibilities to start an incubator in Swakopmund have been investigated;
a network has been formed and they have had their first meeting;
a booklet for Swakopmund has been made and distributed;
the municipality of Swakopmund has started working on a city-wide strategy for sustainable tourism; and
in Malmö, the work to create a marketing strategy for Malmö as a sustainable destination has been started.

Swakopmund and Malmö have been cooperating for many years, the projects usually concern environment and climate which is also the case in this project but the project also concern local economic development. This is the second time the partners apply for this project, they were rejected funding last time because no participants were identified (ref: 2011-0081).
Recommendation from the Partnership Council
Approval – the Partnership Council considers the application to be a solid project proposal. The expected results correlate with the suggested activities, as well as the aim of the Municipal Partnership Programme. The project proposal is well written and connects to promotion of local democracy in less affluent areas in an innovative way by using study groups.

Waste Management Plan for Kavango Region

Overall Objective (describe in short how the project will contributed to change in a long term perspective, 100 word maximum):
a) the waste in the region is not taken care of in an environmental, economic and social acceptable way – the region does not have any excising waste managing plan; b) the Kavango Regional Council’s and the town council’s capacity to handle waste
management in an administrative acceptable way is not enough developed;
c) the overall objective of the project is that the citizens in the Kavango Region will have a sustainable long-term system for waste management, an increased quality of life and a better local democracy;
d) the impact of waste on the environment and on people has dramatically decreased; and
e)
a long-term environmentally and economic sustainable system for recycling of for instance tin-cans, plastic bottles, metal and plastic has been implemented.Project Objective (state the objective that the project aims at achieving within the time frame): The project will give sufficient knowledge and experience from Vetlanda to Kavango Regional Council and the Town Councils in the region to complete a waste management plan containing a new waste disposal site, a national and local recycling system, an environmentally and economically sustainable transport system for waste and an increased public awareness.
Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective):
o a waste management plan has been approved by Kavango Regional Council;

o a waste management department has been established within Kavango Regional Council; and
o

the waste management plan has been approved by Kavango Regional Council;
a long-term sustainable recycling system is a part of the management plan;
a waste management department is included in the Kavango Regional Council’s organisational plan;
almost all tin cans and plastic bottles are recycled;
information about waste management has been implemented it the school’s curriculum;
ongoing local radio information;
booklets with waste management information are available in official buildings;
booklets with waste management information has been sent to households with post-office boxes;
videos with waste management information has been distributed to schools and official buildings;
information workshops with Basin Wide Forum (traditional authorities);
an information system within Kavango Regional Council’s management for viewpoint and proposals from schoolchildren has been established;
the pointed out key persons from Kavango Regional Council has undergone training and capacity building in Vetlanda and has been approved by Höglandets Räddningstjänstförbund;
all documents, information and planning is accumulated in a “intranet”, where all involved in the project can add and have access to all information; and
a number of checkpoints will be introduced, where accomplished results compared with the objects in the project plan will be shown.

Kavango Regional Council and Vetlanda municipality have cooperated for several years and are both part of the larger cooperation between Emån and Okavango river basin. The cooperation sprung from the cooperation between to NGOs.
