4.4 Habilidades Comunicativas

4.4.1 Comunicación Verbal

(a) ( ) Submit an initial draft EPA through the LNO to the OPCEN within 48 hours of the staff mission briefing. The FOB will staff the draft EPA, identify any issues or

“show stoppers,” and return it ASAP with recommendations.

(b) ( ) Plan for PR or CSAR within the JSOA and/or within the designated EPA boundaries.

(c) ( ) Include the following enclosures with detachment EPA:

1) ( ) Appendix 1 (Evasion Overlay): Ensure all applicable information is drawn directly onto the map sheet(s). (See items (6)(d), (e), and (f) below).

2) ( ) Appendix 2 (EPA RFAs for Hide Sites and Hole-Up Sites).

3) ( ) Appendix 3 (Contact Procedures and Linkup Plans).

4) ( ) Appendix 4 (Logistics).

(f) ( ) Annotate proposed 24-hour movement PLs in Appendix 1 (Evasion Overlay) using PACE. PACE will cover from 24 to 72 hours after initiation of EPA and includes the following (if the terrain analysis allows a full PACE):

3) ( ) Contingency exfiltration location.

4) ( ) Emergency resupply drop zone.

(g) ( ) JSOTF JSOAC PR or CSAR element will contact the SFODA, with or without radios, per the detachment Annex W, Appendix 3 (Contact Procedures and Linkup Plans).

(h) ( ) FFU designation: If applicable, the FFU will contact the SFODA, with or without radios, per the SFODA EPA, Appendix 3 (Contact Procedures and Linkup Plans).

d. ( ) Coordinating Instructions:

(1) ( ) Detachment EPA is effective upon receipt and approval by FOB-92 for execution or on order by the FOB commander or detachment commander (senior ranking team member who is coherent and uninjured).

(2) ( ) The DTG the detachment EPA is activated will be known as E day, H hour.

(3) ( ) The emergency resupply MSR trigger begins on the 24th hour after the last missed communication or infiltration TOT if no communication has been received by FOB-92.

(4) ( ) If the aircraft goes down in enemy territory during either infiltration or exfiltration, remain with the surviving aircrew members, and determine the best COA (to include the aircrew’s existing ERPA). If radio communications are not possible with the FOB, the senior ranking coherent SFODA member has the authority to make the decision

according to the best COA and METT-TC.

4. ( ) SERVICE SUPPORT.

a. ( ) Submit a request for emergency resupply items to the SUPCEN. Include a copy in Appendix 4 (Logistics).

b. ( ) Use the following destruction measures for equipment and/or sensitive components onboard aircraft:

(c) ( ) Acknowledgment: Upon receipt of EPA notification, the receiving station must acknowledge as soon as possible.

2) ( ) ALT (plaintext code word or phrase): “ROGER, COPY “XXXXX,” OVER,”

used in any plaintext transmission. NOTE: The alternate code word or phrase will be used only if encryption is not possible (cryptography is lost or compromised).

(d) ( ) Duress code word or phrase (MESSAGE TRAFFIC): The absence of the code word or phrase “XXXXX” in message traffic notifies FOB-92 that the detachment is or was operating under duress at the time of transmission. FOB-92 will then initiate the EPA for the SFODA.

(e) ( ) Duress code word or phrase (VOICE TRAFFIC): The presence of the code word or phrase “XXXXX” in a voice message notifies FOB-92 that the detachment is or was operating under duress at the time of transmission. FOB-92 will then initiate the EPA for SFODA.

c. ( ) Communication procedures:

(1) ( ) Bring the detachment survival radios (AN/PRC-112, CSEL, and so on) to the detailed communications briefing. Radios will receive from the SIGCEN a transponder code that is unique to the detachment. This allows the aircrew and PR or CSAR element to authenticate and positively identify the detachment on the ground. Include the transponder code (full code to include zeros) in the detachment EPA in Annex W, Paragraph 5

(COMMAND AND SIGNAL); in Appendix 3 (Contact Procedures and Linkup Plans); and in Appendix 6 (EPA Cover Sheet).

(2) ( ) Timeline for making contact with friendly aircraft overflights: To prolong battery life, simply turn on the survival radio for a maximum of 10 minutes every third hour. The cycle begins at midnight using JSOA local time (for example, 2400, 0300, 0600, 0900, 1200, 1500, 1800, and 2100). PR or CSAR assets will attempt recovery during one of these windows.

(3) ( ) The primary ground-to-air emergency communication system is the AN/PRC-112 beacon. Transmit on beacon setting for a maximum of 10 minutes followed by monitoring the AN/PRC-112 for 10 minutes. Continue as described in item (2) above, or after positive visual identification of friendly aircraft. This includes the MH-53, MH-47E, and MH-60. Follow all instructions from the pilot.

(4) ( ) Friendly aircraft can interrogate the AN/PRC-112 in the passive mode

(AN/PRC-112 turned on), authenticate the transponder code, and locate the position of the evader’s radio. NOTE: For training, do not use the beacon transmitter unless a real-world emergency exists.

(5) ( ) Develop an alternate air-to-ground communications plan according to the communications capabilities of the mission (FM, UHF, or VHF). Prepare this plan with the assistance of the SIGCEN during the detailed communications briefing. Include emergency ground-to-air frequencies and the proposed team call sign in the detachment EPA. NOTE:

Keep the call sign for the team simple.

(6) ( ) Develop a day-night HLZ visual marking authentication system (for example, panels, mirror, strobe, chemical light, or pen-gun flares). NOTE: Keep the system simple.
