Annex No. 2 to the ROP presents the complementarity and demarcation of the priority with other undertakings cofinanced from the European Agricultural Fund for Rural Development within the Common Agricultural Policy and from the European Fisheries Fund within the Common Fisheries Policy as well as with undertakings cofinanced within other ROP priorities.

Priority 6:

Exploitation and promotion of the Lower Silesian tourism and spa potential (“Tourism”)

1. Objective of the priority

The main objective of the priority is the improvement of competitiveness of the Lower Silesian tourism offer in the national and international markets through better use of strong points of the region in this respect. The implementation of this priority will contribute to an increase in importance of tourism as a factor influencing socio-economic development in the voivodship.

2. Justification of the priority and its description

Geographical location, environmental conditions, cultural resources and history of the region make the tourism in Lower Silesia one of the leading industries in regional economy. The analysis of socio-economic situation reveals that the voivodship is relatively well equipped with tourism infrastructure in comparison with other areas of Poland. However, its quality is far from standards expected by tourists, especially the foreign visitors. It is particularly alarming because the number of foreign tourists interested in the region doubled in the period from 1999 to 2005. Such an increased interest in the region require better use of its natural advantages and undertaking of actions focused on enhancing strong points and eliminating weaknesses of regional tourism.

Therefore, the actions performed within this priority will complement projects implemented within other ROP priorities (especially “Transport”, “Environment”, “Culture”, “Enterprises and Innovation”, “Information society”) and will be focused on supporting the most important regional tourism products.

“Spa tourism”

The sector of services connected with spa tourism will be of considerable importance in the immediate future mainly due to a gradual ageing of society and growing popularity of healthy lifestyle. Rich resources of healing substances and unique microclimate of the region facilitate the development of spa tourism. Visitors are particularly interested in mountain and submontane tourist localities, which preserve the 19th-century spa tradition, where the buildings are typical of sanatorium and boarding-house style, and healing mineral springs are in abundance (highly carbonated, radon, sulphide and thermal mineral springs). The largest number of health resorts in Poland is located in the area of Lower Silesia (11 statutory health resorts of 43 in the whole country). However, in spite of above mentioned advantages the number of visitors to the Lower Silesian health resorts is alarmingly decreasing, which is caused, among other things, by poor condition of infrastructure in health resorts and lack of uniform promotional activities that are, in consequence, quite ineffective. Therefore, with respect to spa tourism, priority will be given to undertakings aimed at growth of the competitiveness of health resorts in comparison with other national and foreign health resorts. Thus, the support will be given to such projects as:

− reconstruction and renovation of spa architecture,

− revitalization of parks (especially spa parks) together with the structures erected in their area (e.g. theatres, band shells),

− promotion of the Lower Silesian spa product in Poland and abroad through making promotional materials and their dissemination through effective distribution channels and marketing tools.

“Cultural tourism”

The rich history and culture of Lower Silesia and events of international importance contribute to the development of cultural tourism. In this scope the following factors lowering the attractiveness of the region can be enumerated: poor technical condition of the structures of historical value and insufficient attractiveness of landscape. The area of the voivodship includes a lot of unused structures, especially urban, post-industrial and military ones, which may become unique tourist attractions. These deficiencies will be remedied with the use of support within the “Culture” and “Towns” priorities. However, the development of this product requires enhancing such elements as tourist accommodation and services as well as tourist information systems. Therefore, projects implemented within this priority will be connected with localities, structures and events of at least regional importance which concern:

− adjusting the cultural heritage structures to tourism needs and their opening to tourists (e.g. tourist information centres),

− development of tourism infrastructure (e.g. viewpoints, public accommodation places) located near trails such as the trail of monuments included in the UNESCO World Heritage, the Cistercian Trail, the trail of the castles of the Piast dynasty, the trail along the River Odra,

− promotional undertakings and informational campaigns popularising the Lower Silesian cultural heritage as well as artistic and cultural events of at least regional importance.

“Business tourism”

Tourism assets of the region, its geographical location and intensive interregional and international cooperation offers Lower Silesia favourable conditions for development of business tourism. This potential can be used effectively provided that appropriate infrastructure is supported, which will allow for organising renowned events in the region. Therefore, the support within this priority will be given to the projects aimed at:

− establishment of new and development of existing exhibition and conference centres, which can serve events of at least regional importance,

− promotion and marketing of the region as an attractive place for organisation of congresses, conferences, trade exhibitions and other business events.

“Active tourism”

Abundance and diversity of natural assets of Lower Silesia create attractive conditions for the development of different forms of active tourism. However, the related infrastructure is still not adapted to the European Union standards (e.g. ski lifts, riverside hostels, cycle paths). It is particularly noticeable in comparison with competing recreation centres located in the Czech Republic and Saxony.

Therefore, comprehensive undertakings carried out within this priority will include drafting and implementing the concepts in the scope of development of the infrastructure (including, among other things, the modernisation and construction of recreation and leisure facilities) necessary to practice active forms of tourism such as skiing, mountain climbing, cycling, hiking and water sports.

The development of above mentioned regional tourism products will be accompanied by implementation of projects in the scope of broadly understood tourist information, including the use of information and communication technologies.

To ensure the safety of tourists, the support will be offered to purchasing the equipment and modernising the infrastructure required by rescue services and organisations operating in tourist areas (e.g. Fire Brigades, Police, The Volunteer Mountain Rescue Service, The Volunteer Water Rescue Service). It will be possible only in case of projects closely connected with guaranteeing the safety of tourists.

Preference within this priority will be given to actions concerning attractive tourist areas enumerated in the Tourism Development Programme for the Lower Silesian Voivodship and in the Spatial Development Plan for the Lower Silesian Voivodship.

It is necessary that undertakings executed within the “Tourism” priority take into account equal access of the disabled to tourism products.

3. Compliance of the priority with strategic documents

− Community Strategic Guidelines on Cohesion (CSG). The actions of which performance is planned within the “Tourism” priority are similar to the provisions of guideline 1.1. “Making Europe and its regions more attractive places to invest and work”. According to this guideline, the Structural Funds should be generally focused on the development of infrastructure related to measures stimulating economic growth, such as tourism development.

− National Strategic Reference Framework (NSRF). The development of tourism potential complies with the assumptions of the 3rd NSRF objective “Constructing and modernising the technical and social infrastructure crucial for better competitiveness of Poland and its regions”. This objective includes the necessity of increasing the capital outlays in tourist industry, which will result in better use of the existing tourism potential. The investments in this scope will allow for creation of broadly understood tourist facilities.

− The 2020 Development Strategy for the Lower Silesian Voivodship (DSLSV). The undertakings that can be cofinanced within the “Tourism” priority will also implement the assumptions of the DSLSV, especially the actions within the priority “Supporting the economic activity in Lower Silesia” (in the scope of the following: promoting and marketing regional products, and supporting the economic integration and development of the Lower Silesian tourism and spa potential together with its promotion).

4. Beneficiaries

The indicative list of main groups of beneficiaries that qualify for support within the Programme is included in Annex No. 1 to the ROP.

Priority 7:

Preservation and protection of the cultural heritage and development of culture in Lower Silesia

(“Culture”)

1. Objective of the priority

The main objective of the priority is the exploitation of cultural potential and heritage to make the region more competitive and attractive. An increase in importance of culture is a factor stimulating socio-economic development and social integration, which shapes regional and local identity. This priority will also contribute to the improvement and reinforcement of the image of Lower Silesia as the region attractive to citizens, tourists and investors.

2. Justification of the priority and its description

A result of the history of Lower Silesia and its cultural and national diversity is the cultural heritage, which should be protected and popularised in an individual way as it is not only the heritage of nations that used to live in the region but also the potential that should be skilfully exploited to improve the socio-economic cohesion of Lower Silesia.

The voivodship has the highest concentration of historic monuments protected under legal provisions in Poland (moreover, there are also many structures not registered as historic monuments). According to the socio-economic analysis, in the region there are monuments: included in the UNESCO list of cultural and natural heritage (representing the world artistic quality) as well as those of transregional value (e.g. monuments regarded as historic ones). Unfortunately, majority of Lower Silesian historic monuments is in poor condition that is continuously deteriorating, which hinders and often prevents, its appropriate and long-lasting use as well as the promotion of their historic and aesthetic values. This situation results mainly from the insufficient amount of financial means necessary to implement the historic monument protection programmes.

Therefore, this priority will provide support for the undertakings aimed at improvement of the condition of movable and immovable properties included in the register of historic monuments and concerning their conservation, restoration, renovation as well as adaptation and protection (technical, against burglary, theft and fire). Projects promoting our region, e.g. mansions, fortifications and post-industrial structures, will be of particular importance to the Lower Silesian Voivodship.

In order to enhance the effects of the Structural Funds assistance, preference will be given to following projects that:

− stimulate undertaking further activities contributing to creation of new work places in areas with high unemployment rate,

− planned for execution in connection with tourist trails of regional importance,

− aimed at adapting and using historic monuments to serve other functions, which positively influence the economic development of the region,

− make cultural heritage structures as accessible as possible.

Pursuant to the provisions of the National Development Strategy, by the year 2015 Poland will have been a country offering its citizens very good living conditions, care for the cultural development at local and regional level, and taking advantage of rich cultural resources. At present, the public expenditure on culture in Poland is the lowest in the European Union and equals EUR 24 per capita. It results in progressively deteriorating condition of the infrastructure and equipment of cultural institutions, which significantly hinders or even

prevents their development. The effect of such situation is the steady decrease in accessibility of cultural products, which in turn negatively affects the interest in cultural activities.

Therefore, support will be given to:

− undertakings contributing to improvement of facilities occupied by cultural institutions,

− undertakings consisting in providing the cultural institutions with the equipment necessary for their proper functioning.

The support will be granted provided that project objectives are closely connected with long- term programme of developing cultural bodies. Priority will be given to projects of translocal importance, which are aimed at preventing the technical degradation of cultural facilities and their alteration and development especially in the scope of their accessibility for the disabled. A proper implementation of objectives included in this priority necessitates undertaking the actions aimed at distributing the information about both the heritage of the past and activities performed by cultural bodies. Therefore, the support will be given to projects aiming at:

− creation and dissemination of the databases concerning authors and artists, outstanding cultural works, cultural events,

− digitalization and dissemination of existing resources particularly connected with historic monuments,

− promotion of interactive forms.

3. Compliance of the priority with strategic documents

− Community Strategic Guidelines on Cohesion (CSG). Projects planned within the “Culture” priority are similar to Guideline: “Making Europe and its regions more attractive places to invest and work”. According to this guideline, the promotion and development of cultural resources will contribute to ensuring attractive conditions for enterprises and their employees. The preservation and development of the historical and cultural heritage has also been determined as one of the means of promoting the internal cohesion in urban areas.

− National Strategic Reference Framework (NSRF). Projects planned within the “Culture” priority comply with the assumptions of the 3rd NSRF objective “Constructing and modernising the technical and social infrastructure crucial for better competitiveness of Poland and its regions”. According to this objective, the actions concerning the cultural infrastructure should be focused on using the cultural potential and the cultural heritage for increasing the attractiveness of Poland. In addition, they should be concentrated on protecting and preserving the cultural heritage, improving the condition of cultural infrastructure and on increasing the accessibility to culture. − The 2020 Development Strategy for the Lower Silesian Voivodship (DSLSV).

Projects possible for cofinancing within the “Culture” priority will also allow for implementation of actions included in DSLSV in the field of protecting the cultural and civilisation heritage and developing the regional identity.

4. Beneficiaries

The indicative list of main groups of beneficiaries that qualify for support within the Programme is included in Annex No. 1 to the ROP.

Priority 8:

Development and modernisation of education infrastructure in Lower Silesia (“Education”)

1. Objective of the priority

The main objective of the priority is the improvement in quality and effectiveness of education and training system through an investment in the Lower Silesian education institutions.

The implementation of the objective will contribute, among other things, to enhancing the role of higher education institutions and preparing them to fulfil the key role in the process of establishing competitive regional economy. This competitiveness will also be strengthened through improvement in schools and institutions, which function within the education system as well as lifelong learning establishments, including centres educating teachers and improving their professional skills. Subsidised projects concerning rural areas and small towns will have at least 15% budget share for this priority.

2. Justification of the priority and its description

The socio-economic analysis of the Lower Silesian Voivodship reveals that the region is characterized by relatively good indicators in the scope of number of students and by well developed network of higher education institutions. The number of students per 10 thousand inhabitants equals 576 in Lower Silesia and thus exceeds the indicator of better developed EU countries (320 students per 10 thousand people on average). However, this rapid quantitative development in recent years is not accompanied by the development of scientific and teaching infrastructure. The above is a result of, among other things, a considerable increase (by 1/3) in number of students in recent years. Therefore, the support within this priority will be given to such investments as:

− construction, development and alteration of buildings included in education infrastructure and scientific-research infrastructure connected with teaching,

− construction, development and alteration of sports facilities functioning within higher education institutions as well as social facilities such as dormitories, school boarding houses and canteens,

− provision of necessary equipment to the above mentioned facilities.

Preference will be given to the accredited fields of study and in particular to those of crucial importance for the development of knowledge-based economy, i.e. connected with engineering and technical sciences, mathematics (including information technology), natural sciences.

Reduced accessibility of education offer at the level of kindergarten, elementary and secondary schools is caused mainly by the factors connected with:

− the reform restructuring the Polish education system, which necessitated the reorganisation of the network of schools. In many gminas (mainly in rural areas and small towns) the last investment stages have not been completed so far. This concerns mostly the sports facilities in schools;

− gradual lowering of obligatory school age that will increase by several dozen percent
