Textbooks,LibraryBooks,ReferenceBooksandOtherLearningResources Selectionpolicyandlibraryservices
37 (1) Aboardofeducationandtheconseilscolaireshallestablishpoliciesconcerning:
(a) subjecttosubsection(2),theselectionoftextbooks,librarybooks,referencebooksandother learningresources;
(b) theprocedurebywhichapersonmaychallengetheinclusionorexclusionofspecifictextbooks, librarybooks,referencebooksandotherlearningresources;and
(c) theprocedurestobeusedtoensurethatpupilshaveaccesstothetextbooks,librarybooks, referencebooksandotherlearningresourcesthattheyneedtocompletetheircourse requirements.
(2) Subjecttosubsection(3),iftheministerhasprescribedtextbooks,librarybooks,referencebooksor otherlearningresources,aboardofeducationandtheconseilscolaireshallensuretheirusein schools.
(3) Ifaboardofeducationortheconseilscolairerequestsanexceptiontotheprescribedtextbooks, librarybooks,referencebooksorotherlearningresources,theministermayapproveitsuseof alternativetextbooks,librarybooks,referencebooksorotherlearningresources.
(4) Aboardofeducationortheconseilscolairemay,inaccordancewithpoliciesestablishedpursuant toclause(1)(a),approveothertextbooks,librarybooks,referencebooksorotherlearningresources tobeprovidedattheexpenseoftheschooldivisionortheconseilscolaire,asthecasemaybe.
(5) Aboardofeducationandtheconseilscolaireshall:
(a) provideschoollibraryservices;and
(b) establishpoliciesandstandardsgoverningschoollibraries.
Joint Venture Libraries Enabled by The Public Libraries Act, 1996
ThePublicLibrariesAct,1996allowspubliclibraries,schoolsand/orcommunitygroupstoworktogether,in apartnership,toensuretheprovisionofpubliclibraryservicestoacommunity.Section80oftheAct,on jointventurelibraries,couldrefertoofferingapubliclibraryserviceandaschoollibraryservicefroma singlefacility.Ajointventureagreementcouldalsobeusedifalibraryweretobeplacedinacombined facilitywithamunicipalofficeorasenior’scentre,orothercommunityfacility.Municipalitiesarerequired bylegislationtoconsultwiththelocalandregionallibraryboardsrespectingthelocationofthepublic library.
Jointventurelibrariesrelyontwoprinciples.First,jointventurelibrariesarebasedonwillingpartnerships.
Willingpartnershipsarecreatedwhenallpartnerswhohaveastakeintheprojectcometogethertodiscuss theconceptandfindoutiftheydo,indeed,wishtopursuetheproject.Partnerswhoaddressissuesatthe beginningoftheplanningprocessdevelopaframeworkforproblemsolvinginfutureprojectoperations.
Second,adecisiontocreateajointventurelibraryismadebylocalandregionalentities;notbythe provincialgovernment.Thedecisiontocreateajointventurelibrarybelongstothosewhowouldbe
affectedbyitscreation,andthelegislationsupportsthisbyprovidingforawrittenagreementtodocument areasofcommonagreement.
Forexample,wherethereisaconsensusamongthelocallibraryboard,regionallibraryboard,local municipalities,andthelocalschoolboardandschooldivisionboardthattheywishtoproceedwithajoint venturelibrarythesekeyplayers(andothers,whereappropriate)preparethewrittenagreementthatisa requirementundertheAct,addressingthetopicsoutlinedinThe Public Libraries Regulations, 1996, Section 29.
Alljointventureagreementsenteredpursuanttosection80oftheActaretoincludetermsandconditions thataddressthefollowingmatters:
• astatementofpurposeforthejointventure;
• therights,dutiesandprivilegesofthepartiestotheagreement;
• thefinancialresponsibilitiesofpartiestotheagreement;
• afacilitydesignthatensuresreasonableaccesstothefacilitybythepublic;
• aprocesstoresolvedisputes;
• aprovisionforperiodicreviewoftheagreement;
• themethodofdissolutiononterminationoftheagreement;
• aclarificationoftheroleofthepubliclibraryboardrespectingaccesstolibraryservicesbyallpatrons;
• thecompositionoftheboardofdirectorsofanyjointventurelibrary,themethodofappointingor electingthedirectors,andtheirtermsofoffice;
• themethodbywhichtheboardofdirectorsofajointventurelibraryshall:
•• conductitsmeetingsandrecorditsresolutions;and
•• developpoliciesrespectingtheoperationofthejointventurelibrary;
• acommitmenttoprovide,ataminimum,thebasiclibraryservicessetoutinSection3(of The Public Libraries Regulations, 1996 which follows on page 42).

3. Forthepurposesofclause2(a)oftheAct,thefollowinglibraryservicesarebasiclibraryservices:
a. theprovisionofalevelofservicedeterminedlocallyatthecommunitylevel,including:
i. providingindividualswithaccesstolibraryresourcesthroughhomeaccess,publiclyaccessible computers,localbranchlibraries,arearesourcelibrariesandregionalresourcecentres;
ii. providingthataminimumbaselevelofserviceisavailableprovinciallytoensureaccessto publiclibraries’resourcesandcataloguedcollections;
iii. providingpublicaccesstolocalandunioncataloguesthroughtheprovince-widelibrary electronicnetwork;
iv. participatinginthedevelopmentofelectronicinformationaccessasamethodofdelivering referenceandinformationservices;
v. makingmaterialsavailabletothepublicthroughdirectlending,reciprocalborrowing, interlibraryloansandvarioustypesofhomedelivery;
vi. providingappropriatelyqualifiedandtrainedstafftoassistthepublictouselibraryresources andservices;and
vii. developingaSaskatchewanuniversalpubliclibrarycardtolinktheindividualtothesystem;
b. thedevelopmentoflibrarycollectionsaccordingtotheneedsandinterestsofcommunities, including:
i. thedesigning,byeachlibrarysystem,ofaprocessandmethodforevaluatingandassessing localneedsonanongoingbasis;
ii. theorganizing,cataloguingandclassifyingofthosecollections;and
iii. maintainingcataloguesofinformationresourcesandmakingthemaccessibletoall Saskatchewanresidents;and
c. thedevelopmentofprogramsthatmeetlocalneedsforcultural,economic,educationaland recreationalinformationorganizedaroundthethemesof:
i. promotingandraisingtheawarenessoflibraryresources;
ii. increasinginformationcompetencies;
iii. exploringanddiscoveringnewideas;and iv. advocatinglibraryvalues.

Thisstatementwilldemonstratehowtheintentoftheregulationwillbeaddressedand communicatethevalues,beliefs,vision,andmissionthattheboardofeducationhasfor schoollibraries.Thismayalsobestatedasthepurpose,vision,andbeliefsforschoollibraries.
Centraltothisstatementistheroleoftheschoollibraryasacomponentoftheinstructional programoftheschool.
Thisstatementindicatestowhomthepolicyshallapply.Forexample,“Thispolicyappliestoall schoolprincipals,teachers,teacher-librarians,non-instructionalstaffinthelibrary,consultants, andadministrativestaff.”
Thisstatementdesignatesthesenioradministratorthatwillberesponsibleforthereview, development,andimplementationofaplanforschoollibrariesthroughouttheschool division.Itmayalsoindicateaconsultantorco-ordinatorwhowillassumeregularoperational responsibilities.
Thisstatementoutlinestherolesofthevariousstakeholdersintheapplicationofthepolicy.
Referencestootherpolicyareasmaybeincluded.Forexample,theroleofteacher-librarian maybeinasectiononstaffing.
Thisstatementwillguidetheprocessestomonitortheimplementationofthepolicyand standards,toassesstheeffectivenessoftheschoollibraryincontributingtostudentlearning, toreporttheinformation,andtoplanforongoingimprovementandrenewal.
Becauseitisimportanttoincludestandardswithpolicyareas,therecouldbereferencetothe followingspecifictopicsthatwillbeaddressedbysuchstandards.
